A meeting of the City Council for the City of Rexburg, Madison County, held
April 6, 1983, at the City Hall.
Present were the following:
Presiding: Councilman, Nile Boyle
Councilman: Morgan Garner
Jim Morris
Glen Pond
Sander Larson
Councilwoman: Darlene Blackburn
Also Present: Mary Smith, City Attorney
Rose Bagley, City Clerk
Richard Horner, Treasurer
RE: MINUTES APPROVED
A motion was made by Darlene Blackburn and seconded by Glen Pond to approve the
minutes of March 16, 1983. All Aye.
RE: COMPACTOR BID
Darlene Blackburn reported that there was only one bid. received for the compactor,
which was from Western Road Machinery out of Pocatello; for the Compactor from
San Antonio $18507 and to have it mounted on the truck would be $4500. She said
it would be cheaper to have it done in Pocatello than to send it back to Texas.
The total bid was $23, 007. A motion was made by Darlene Blackburn to except the
bid on the Compactor seconded by Glen Pond. All Aye.
RE: COMMUNITY CLEAN UP
Sander Larson discussed coming up with a campaign or a united effort on the part
of the community to clean up the City in as much as this is the cities Hundredth
Birthday. With spring coming anyway, this might could be done by blocks, or
areas, or wards. If we designated a week going from one Saturday to the next
Saturday and the trucks could go out and make some extra runs to pick up the
extra limbs and debris. Possible neighbors or scout troops could even clean up
vacant lots, or add a dab of paint where needed. This would be a birthday gift
to the community. He said he was hoping to have a catchy slogan. He asked the
press if they could advertise this a little and then have a letter go out to
the businesses and. different church groups and denominations, service clubs, and
Chamber of Commerce asking them to put forth the effort to clean up the city.
We could also put a message on the bills. Sander Larson suggested that we
designate the days that the trucks would pick up debris from different areas
of the city. The council decided to set the clean up for the first and second
week of May.
RE: GOLF COURSE BUDGET
Jim Morris handed out copies of the Golf Course Budget to the council.
RE: OVERNIGHT TRUCK PARKING
Sander Larson discussed with the council a letter he had received
from Chief of Police, Blair K. Siepert about the Overnight Truck Parking in
Residential Areas and 10 MPH speed limit on Salem Avenue (copy attached) In
the letter he also discussed the intersection of North 4th East and Main Street,
(Southeast corner of Smith Park) He said he felt that we have a potential
hazardous intersection as it is currently signed with a yield sign and should
be changed to a stop sign. Morgan Garner .said he was aware of this problem,
and he thought we should print a big stop as you approach the street there from
4th East, coming out of that parking lot. There is nothing there to tell people
they have got to stop there. Morgan Garner said he would take care of it and
see that it got done, the council agreed to have him take care of it.

Reference the .request on traffic problems that was discussed at
your City council meeting on 3-16-83, please be advised of the foll-
owing information:
1. OVERNIGHT TRUCK PARKING_IN RESIDENTIAL AREA

In checking the City, I have found several areas that could
probably be used for overnight Truck parking, both on and
off the City streets, there are several private lots that
are now vacant and I'm sure could be used for that purpose
if the individual truck owners would make contact with the
proper owners. I believe our biggest problem with Truck
parking is in the Northwest portion of the City. These
trucks could park south and east of the Madison County Fair-
grounds on 2nd North without causing any problems. It should
also be noted that .several of the truckers .are also parking
their trucks near service stations within the City that has
adequate parking space available. (Call's Sinclair, Siepert's
gas, and Ford Motor)
2. 10 MPH SFEED LIMIT ON SALEM AVENUE
I have personally checked this area, but because of the
short distance of the street (approximately ~ block) I was
unable to get a speed check because of lack of traffic and
short distance, to properly run our radar. The West end
of the road is such that it currently has a dip in it for run
off purposes and this helps to slow the traffic but perhaps
if the neighbors would get together, the. speed problem
could be worked out without the necessity of reducing the
speed limit. I have no objections if they insist that the
speed be posted at 10 MPH, but I feel it would be difficult
to enforce and would probably receive little attention from
the individuals responsible for the speeding problem.
To my knowledge, the Council has not received any complaints
on the intersection of North 4th East and Main Street, (Southeast
corner of Smith park) I feel that we have a potential hazardous inter-
section as it is currently signed with a yield sign and should be

changed to a stop sign. As you are aware, we have several streets
coming onto East Main at this location, and there is considerable
congestion during the daytime because of motorists doing business
in the offices of the old hospital. My Department has received com-
plaints from citizens claiming near accidents, and speed problems
from the High School students in that area. Should you desire fur-
ther information. on this intersection, please advise.

RE: ROAD PAST WATER TOWER
Blair Manwaring and Dave Benton were at the council meeting. Blair Manwaring asked
about the road on South 2nd East going past the water tower.. He said the road is
breaking up and it is a shame for us to put that kind of money in the road and
have it go back to gravel in one .year. He asked the council to talk to the county
about it. There was a discussion as to who's obligation. Morgan Garner said we
need to see that our money is well spent. Blair Manwaring said the road is in
the city limits. The council argued that the city did not accept that road. Blair
said they did accept the road when they accepted the plat.
RE: DIVISION THREE OF VALLEY VIEW ESTATES
Dave Benton presented the plat for Division Three of the Valley View Estates. He
said when it was originally presented and approved by the Planning & Zoning and the
Council, they had proposed a condominium area, but now there is more demand for
some nice home sites where the condominiums were going to be. He said they still
have a condominium area north of the water tower. The proposal they had tonight
was a final plat of the area consisting of the lots existing South of the water
tower, twelve of them, starting at 14th South and going north on the east side of
Second east up to the south side of the water tower. The street along the north
side of division two of Valley View Estates has been paved, and the plat would
consist of the lots along the north side of Fairview Ave. over to second east. The
lots on the east side of second east have 120 foot of frontage, and 150 foot deep.
He said they would like to have the final approval of the plat subject to the
engineering mathematics being checked by the city engineer. He said they would go
ahead and present the water and sewer plans for the development.. He said it was
his understanding that the. city had agreed to temporarily put a lift station in.
They would be installing along Fairview Ave. a water line and a sewer line on the
north side of the street because of the slope of the land. He said they wanted to
get some building permits and if they were not able to get the line in and the lift
station in, they would temporarily put in aseptic tank fora year. Blair Manwaring;
suggested that we revise the Subdivision ordinance to make people put in a roll
type curb so there would not be a problem of people taking out the curb and putting
in a different one wrong. A motion was made by Morgan Garner to go along with the
Planning Board and approve the Division three of Valley View Estates. All Aye.
RE: MAINTAINANCE OF SEWER AND WATER
Blair Manwaring suggested that the city have a policy guide on the maintainance of
sewer and water hookups stating when the cities liability on maintainance ends
and the property owners liability begins.
RE: ANNEX REXBURG HEIGHTS
Nile Boyle said he had been approached by Clair Boyle, he wanted to know if the
Rexburg Heights get their problems ironed out if we would annex them. The council
said they would live in accordance to the City Ordinances.
RE: APPROVE THE BILLS
A motion was made by Jim Morris and seconded by Sander Larson to approve the bills.
All Aye.
