RE: CITY EXPENDITURES DISCUSSED The Mayor stated Richard Horner, Treasurer, had been reviewing the expenditures of each department and that if he finds any department that looks .like it is going over its budget, he will call in the department heads and explain to them that they have to cut back; that sometimes because of emergencies in the departments overtime is necessary but each department was trying to hold it down. RE: MONEY REFUNDED FROM INDUSTRIAL ACCIDENT INSURANCE The Mayor stated the City had received $17,135.00 refund from the Industrial Accident insurance premiums; that the refund is based on the amount of money paid in and that paid out; that Rexburg's refund is eighty (80) percent; that the City had instituted safety programs which had helped to reduce our accidents and helped the. City to get the premium refund: that the City would continue with the programs. RE: BILLS PAID It was moved by Glen Pond, seconded by James Morris, and unanimously carried that the bills be paid. All Aye. RE: SCOUTS AT MEETING Several Boys Scouts from Troop 249 attended the meeting and introduced themselves. RE: MEETING ADJOURNED It was moved by Nile Boyle, that the meeting adjourn. Rose Bagley, C y C rk MINUTES OF SPECIAL CITY COUNCIL MEETING January 12, 1983 State of Idaho) County of Madison.( City of Rexburg) A meeting of the City Council for the City of Rexburg, Madison County, held January 12, 1983, at the City Hall. Present were the following: Mayor: John C. Porter Councilman: Jim Morris 1 Nile Boyle Morgan Garner Sander Larson Also Present: Rose Bagley, City Clerk Richard Horner, Treasurer Mayor Porter told the council he had Farrell Davidson and Blair Siepert .talk to the State people about the light by Circle K. He showed the council a diagram. There are spots on the pavement that activated the light. They have not got. it painted yet, so they don't stand in and it doesn't work. They are going to change the timing on the light also. seconded by Sander Larson and unanimously carried f~' Ma ohn C. Porter Mayor Porter told .the council that Roxy Carper Promotions of Billings, Montana, want to have an arts crafts sale in .the Park, in July for two days. He thought they would be selling paintings. They want to know how much we would charge them. The council said it would be okay, and the charge would be $100 per day. RE: AUDITORS PRESENT AUDIT Joe Call and Ross Hinckley from Rudd, DaBell, Hill and Call attended the meeting to present the audit. A Copy of the audit was given to each council. member. (copy.. on file at city hall) Joe .Call explained that the financial statements had been prepared by the city treasurer and they had. gone. through them and checked them, and are satisfied that the statements are correct. JoeCall discussed the records of .the city property and equipment. Mayor Porter said we were going to get it on the computor, so we can keep better records and also keep records on the maintenance. They said the council needs to give Richard any information as to what they need at council meetings, and Richard needs to acquaint the council as to what is available. Joe Call went over the management letter. They said they were very pleased with the computor. They felt that there should be more computor security. The computor room has two doors and is used as a hallway. They felt that the one door should be kept locked. They were concerned with the computor Service Center security. The back-up tapes should be locked up and separated from other customers tapes. It would also be well to maintain some of the tapes at the City building or at some third storage location in order to prevent loss of data in event of fire or other problems. They also recommended that the City proceed to formalize the. lease agreement in .writing with the computor Center. They suggested that a more complete reporting system be developed for the Golf Course in cooperation with .the County personnel to provice accurate information to the City. Nile Boyle said until there is more control on the golf course he would not vote to give them anymore money. Jim Morris said in order to make it more responsible it should be controlled either straight county or straight city .because the Golf Board are not responsible. Joe Call said he thought some pressure needed to be put on the county to keep better records on the Golf Course. They suggested that the City improve the reporting system for the money received by the police department and concessions in the recreation depart- ment in order to get accurate information and .minimize the risks of error or other irregularities. In summary the city is a prettey stableliquid financial position, Joe Call told the council. Mayor Porter siad there may be some question on our,FEMA long term debt. The last correspondence we had was from Senator Sims, and to the letter he said they are studing it. A motion was made by Jim Morris and seconded by Nile Boyle to accept the audit. All Aye.
