Presnet were the follwing: Mayor: John C. Porter Councilman: Glen Pond Nile Boyle Sander Larson Councilwoman: Darlene Blackburn A motion was made by Darlene Blackburn and seconded by Sander Larson to approve the minutes. All Aye. RE: SURVEY AT CENTER STREET & 4TH SOUTH, AND 1st EAST AND 2nd SOUTH Sander Larson read a police report on a survey done at Center .Street and 4th South, and on 1st East and 2nd .South. (copy attached) Sander said that Ricks College will do anything possible to help on the recommendations made by the Police Department on Center Street and 4th South. The recommendations on the additional lighting to be placed at the intersection might need to be done by the city, Sander recommended that the city follow through on the lighting recommendations. Mayor Porter said he would check. on the bouncing lights. Sander also said the college would help with them. After the report was read for the intersections of 1st East and 2nd South, the mayor recommended that we go along with the police recommendations and not put in a 4-way stop. Mary Smith said she traveled that road almost everyday and felt that it would help if the stop sign on the South .East Corner was moved out to the curb instead of being set back in, it would be easier to see. She said that there is a mail box on the North West. Corner that blocks the view and also some bushes in the way. Mayor Porter said Blair Siepert and Farrell Davidson had gone around town and checked on all the stop signs that were down to make sure they were put back up. The council decided to except the police reports and go ahead with the recommendations. RE: CROSSING GUARDS DISCUSSED A group from the Kennedy PTA was at the council meeting. Mayor Porter said he had not been able to meet with the county yet to see if they would participate with the money for the crossing guards, but had an appointment to meet with them at their next meeting. He suggested that the city go ahead and pay $1250 which would be half of what the school was paying. A motion was made by Nile Boyle and seconded by Darlene Blackburn to pay $1250 on the crossing guards and to review it again if we run into any problems on the county paying their half. All Aye. Sander Larson advised Mrs. Whatcott to have the school go ahead and make arrangements on the crossing guards. Bruce Webster from Kennedy PTA ask if they could plan on the city helping on crossing guards for other years. Mayor Porter told him they would have to meet with the city next year at budget time. He ask if anything had been done on contacting the state highway department. Sander .Larson told him that the school had petitioned them. Mayor Porter said he talked to Jerry Dick with the Highway Department, who tole him they have the petition and are going to see what they can do. The mayor said we can put up the bouncing lights but he didn't think the highway .,department would participate.. We need to look into the price. Bruce Webster told the council that the Kennedy PTA appreciated the consideration the council had given them in the matter. RE: PEOPLE DOING PLUMBING WITHOUT A LICENSE Mayor Porter said the water department had found some people that were doing plumbing without a license. He advised Mary Smith to write them a letter. SIEPERT CHIEF OF POLICE October 20, 1982 MAYOR AND MEMBERS OF THE CITY COUNCIL TELEPHONE (208) 356-9343 In reference to the petition presented. to the Rexburg City council concerning. placing a four way stop sign at the intersections of 1st East and 2nd South, please be advised of the following: Because of a heavy case load, the Police Department has had limited time to do an adequate traffic and pedestrian survey, but has gained the following information: 1. Approximately 190 pAdestrians per hour cross at the above intersection during class breaks. 2. Approximately 103 vehicles travel through the intersection at a 45 minute period during heavy pedestrian traffic bet- ween the hours of 11:30 A.M. through 12:15 P.M. 3. Speed checks of the vehicles indicate that the average speed is approximately 25.86 MPH. 4. Department records indicate that during October 1981 through October 15, .1982, the Police Department investigated nine separate accidents near or at the intersection of_ 1st East and 2nd South. Six of these accidents were during slick road conditions and three was during dry road conditions. Only one accident resulted in minor injury with the other eight causing minor damage to the vehicles involved.. Due to the above information, it is my personal recommendation that the intersection of 1st East and 2nd South remain signed as it currently is, due to the following reasons: 1. To place additional stop signs. on 2nd South, would add to traffic problems, due to the fact that the westbound traffic would find it necessary to stop on a grade which would be very hazardous during slick road conditions. Eastbound traffic on 2nd south would find it difficult after stopping to gain momentum to make the grade during slick road conditions. Y Page 2 2. Speed checks indicate that the vehicle traffic is traveling within the 25 MPFi speed limit. 3. Although, heavy pedestrian traffic is crossing the inter- section, I feel that it can be done in a safe manner by .both .the pedestrian yielding to the vehicles, and vise versa, the vehicles yielding to the pedestrians. It should also be noted that heavy pedestrian traffic is crossing constantly in the center of the block and in other areas west of the intersection all the way through 1st Uiest.and 2nd South, because of the many apartments located on the north side of 2nd South. 4. The intersection in question does not have any sight res- trictions that would be hazardous to either pedestrian or traffic. Should additional information be necessary to make a decision at the intersection, please advise.. SIEPERT CHIEF OF POLICE October 20, 1982 MAYOR AND MEMBERS OF THE CITY COUNCIT, TELEPHONE (208) 358-8343 In reference to my request to do a traffic safety check on the intersection of Center Street and 4th South, please be advised of the following: The following is a list of recommendations that would. assist in making Center Street and 4th South a safer intersection for both pedestrians and vehicle traffic: 1. Additional street lighting be placed on the north side of the intersection. 2. Brighter lights be placed in the current street lights that's located on the south side of the intersection. 3. Remove sight restrictions from the center dividers that's located on 4th South. (It should be noted that as of this letter, trees and signing have been removed, increasing visibility greatly) 4. Additional street markings and pedestrian signs be maintained. 5. Safety rules be initiated to encourage pedestrians to use only crosswalk areas and not cross in the center of the block. (Currently being initiated by College) 6. Additional surveillance be made to determine if_ the int- ersection warrants a bouncing traffic caution light to be installed both on the East and Westbound traffic lanes. Consideration should also be given on whether the inter-. section warrants a traffic light to be installed in the future. A traffic speed check that was made indicates that perhaps vehicle speed is not a problem. Out of 89 cars traveling East, their average speed was 20.76 MPH. Out of 49 cars that was traveling West, their average speed was 19.18 MPH. Page 2 It is my opinion and also that of Chief Jim Sessions of College Security, that vehicle speed has decreased r_onsiderably since angle parkinct has been allowed along the north side of 4th south. There is some concern about Eastbound traffic travel speed, but perhaps could be handled by heavier radar enforcement in the area. Should I be of_ further assistance in this matter, please advise. Respectfully Submitted, fl. ~_-~~ _ C~~'-lam ~~B air K S epe Chief of olice i ~1/ RE: PROBLEM WITH ANOTHER TRAILER BEING MOVED ON DON WYLIE PROPERTY Mayor Porter told the council that Don Wylie had let a young couple put a trailer in on their property. She had told them it would be okay until the city kicked everyone else off. This young couple had spent quite a bit of money moving the trailer in. Glen Pond said that it was a matter of Ordinance and we should not allow the trailer to stay. The council agreed. Mayor Porter said he would contact the people and tell them. RE: KEN BENFIELD WANTS TO PUT A HORSE ON HIS PROPERTY -yor Porter said that the property that Ken Benfield had purchased was part in the city and part in the county. In checking the Comprehensive Plan it shows that the property boarding the city line is zoned the same as the land in the city. He said he understood that the city controlled all land within one mile of the city limits, but the law has been changed. Siepert that he had bought the land from .had some covenants for the land outside the city, which says they can .have a horse, however the city has not signed it. The mayor told them to wait until a further study had been made. Mr. Benfield had not planned to get the horse until spring. RE: GAS BIDS Mayor Porter gave each councilman a copy of the gas bids. (copy attached) A motion was made by Nile Boyle and seconded by Darlene Blackburn to except the low bids as indicated: Madison Coop - Regular; Madison Coop- Unleaded; Madison Coop - Diesel ~~2; Horkley Oil - Hydrolic Oil; Madison. Coop - 30 wt; Madison coop - 15-40; and Horkley Oil - Grease per drum. All Aye. RE: 10% DISCOUNT GIVEN TO PEOPLE SIGNING UP ON DIRECT DEPOSIT Mayor Porter said that at the last council meeting we had decided to give a one month 10% discount to people that put their water bills on Bank Cards. We now have a problem the people that have had their bill go through the bank for years want that discount too. The .council decided that they would give these people the discount as well as the new ones. RE: PARTY FOR LOU SOMMER Mayor Porter reminded the. council about the party for Lou Sommer on Oct. 26 at the fire station at 7:30 P. M. He has worked for the city 13 years. RE: BILL FOR H & K Mayor Porter told the council that the bill for about $1000 in from H & K was for repairing the streets. RE: PARKING AT NEW PIZZA .PLACE Glen Pond ask the mayor about the new Pizza Place that was going in on East 1st North, and if they would have any parking. The mayor told him that building was built before they were required to have parking, so they would be able to go `~aead with it. He suggested that they might-make arrangements to use the parking at Brents Lawn & Leisure. Glen suggested that maybe they could rent parking from RAndy Porter across the street. A motion was made by Sander Larson and seconded by Nile Boyle to pay the bills. All Aye A motion was made by Nile Boyle and seconded by Sander Larson to adjourn.
