Mayor Porter said Farrell was checking all of our. lights to see if we could
turn any off and also to see if some could be put on another meter.
Copies of the power bills were going to be sent to the Public Utility so
they can check them to see if our rates were correct.
RE: BILLS
A motion was made by Morgan Garner to approve the bills and seconded
by Darlene Blackburn. All Aye.
RE: ADJOURN

A meeting of the City Council for the City of Rexburg, Madison County, held September 1,
1982, at the City Hall.
Present were the following:

A motion was made by Darlene Blackbrun and seconded by Jim Morris to approve the
minutes. All Aye
RE: RAILROAD CROSSINGS TO BE WIDENED
Mayor Porter reminded the council that we have tried to get the Union Pacific Railroad
Company to widen three crossings. After we put curb and gutter and paved some streets, it
made it so the crossings were not wide enough.. We got a contract from them about 7 or
8 months ago, and we wrote and told them it was alright with us. At that time they
told us it would cost $8387. The mayor had talked to Sam Grason, the Union Pacific
representative in Idaho, about dividing the cost up into tow years, and letting
us pay half the year they do it and the other half the following year, he said he would
see what he could do. The city got a letter the other day from the Union Pacific
General Manager for Idaho saying if we give them the go ahead to start they would accept
payment on this basis, so the mayor will write a letter to tell them to go ahead.
RE: STREET REPAIRS NEEDED
The mayor discussed a report that Farrell Davidson had made on street repairs needed.
(copy attached).. The mayor said he was contacting people on these streets to tell them
they should vote for the override in order for us to get the money so we can get these
streets repaired. He ask the council to see if they could contact people living on
on these streets about the override.
RE: AUDIT REPORT
Glen Pond reported on the bids for the audit, there were five bids.

The low bid being Galusha Higgins at $13,600. The only firm bid was that of Rudd DaBell
and Hill, the others had qualifications with their bids, which meant they have the
right to reise the fee if something .comes up. They do say that before they raise the price
they will have a meeting with the council. The mayor said what. we could do is when we
sign the contract, tell them it has to be a firm bid. .Sander Larson suggested that
with Rudd DaBell & Hill we have been able to call them at anytime with any problems
without any charge. Mary Smith said that Mr. Corst with Galusha Higgins use to audit
the City of Rexburg; they audit the City of Idaho Falls. Glen said the Rudd DaBell &
Hill said they. wouldn't charge more than their bid but they did not say they wouldn't
charge less. A motion was made by Glen Pond and seconded by Morgan Garner to contact
Rudd DaBell and Hill, Jones Burton & Yost and Galusha Higgins and have them come in and
talk to the Finance Committee before a decision is made. All Aye.
RE: ARC ELECTRONICS REQUEST PUTTING A TRAILER ON MAIN STREET FOR THREE DAYS
A representative from Arc Electronics was at the council meeting to request putting a
trailer on Main Street for three days. He said his distributor has a trailer and they
want to put it on Main Street for three. days, it would take up 312 parking places, it
is a 40 foot trailer this would be for their grand opening. This would be moved there on
Wednesday night, September 15 until Saturday night. He assured the council it would
not block the view. The council gave him the okay to put it there.
RE: SEWER PROBLEM ON HOMER TAYLOR APARTMENTS
Homer Taylor was at the council meeting to complain about some sewer problems. He is
concerned about one of the sewer lines that the council have on the EPA Grant they are
applying for. Mayor Porter told him that he had checked the chart and they had been
checking that .sewer line on a regular basis, and they had checked it the day before and
the sewer had been flowing. Mr. Taylor said it had just plugged up 10 days ago. The
mayor said that department wondered if there is a dip in the line. Mr. Taylor complained
that it took the men a long time to get there to take care of the problem. The mayor
said they had had another problem in another part of the city and had been up late the
night before working on it, and was up early that morning working on it again; as soon
as they had gotten the call they left the job they were working on and went right over
to work on his sewer plug up. When the department got there the blockage had been
removed, and when they ran the line through, could find nothing, and the manhole had
started to go down when they got there. Today they ran .the blade through and cut
everything out. Nile ask if they had checked the TB pictures on that line. Mayor
Porter told him that we are trying to get a grant to put in a 10" line in that area.
Homer Taylor said he had given the council a letter, the mayor .said we could use it as
evidence that we need a new line. Mayor Porter said they would check the TV study and see
if something was protruding. The mayor said we would check into it further.
RE: CROSSING GUARDS DISCUSSED
A group of parents and Mrs. Whatcott, Principal of Kennedy School, were at the meeting to
complain about not having crossing guards. Verna Gneiting, Marlin Hill, and Carl
Hanoski acted as spokesman for the group. Mrs. Gneiting said it was very frustrating to
stand for several minutes with .her children before the traffic slowed down enough so
they could cross the street. She felt that some of her taxes should go for crossing
guards instead of for the golf course that can't be used except for a lot of recreation
instead of the children's safety. She said she .wanted crossing guards, and the police
stationed at the crossings to pick up those who do not obey the 15 mph speed limit in
those areas. Jim Morris ask her if she thought the school had a responsibility for the cross-
guards. She said the school didn't want to take any responsibility. Jim Morris said the
school get 75% of the taxes and .the city gets only about 15% of taxes, and we have
to run a lot of services for the 15%. She ask how much .money was going to the golf course
from taxes, the mayor told her that the city gave $10,000 for the golf course which came
from other funds. He told her that the police department and fire department are run
by taxes. He told her that we were having an .override election to get more money
so we could have more to run .the police department, and if the override is passed we
may be able to find some money to help with the crossing guards, but the schools
would have to participate some. Mayor Porter told her that if the signing is done and
the cross walks are painted, that indicates that city .and state have done everything
that the law thinks should be done. Mrs Gneiting ask how much it would cost for the
crossing guards, she was told it would cost the city about $4000 or $5000. Mr. Hill
said he used to live in .Yuma, Arizona and they didn't have any problems because, they
set up good signs about 300 ft. from crossings and good yellow paint marking the
cross walks and the people observed it because the police patroled it. Blair
Siepert said he had run radar down by the Kennedy crossing on Main and 5th West. He
told them we only have one radar that, is working traffic. He told them it was
impossible to slow the traffic down by the crossing on 5th West and .Main less than
35 mph, because it is a state highway, and the school is a block away from the highway.
The mayor said we would put the school crossing signs out tomorrow. Mayor Porter told
the group to put in a stop light in it would cost $32,000, and you have to get
permissionfrom the state highway department.
Sander Larson ask what the local PTA's of each of these schools have done and what
recommendations have the PTA's come up iwth, for each of the specific schools. He
suggested that this group of people approach the PTA's about the problem.
Nile Boyle read the recommendations that the school board suggested in a letter.
(copy attached). The council discussed each of the pros and cons of the letter
received from the school district.. Blair Siepert said they would be willing to train
mothers from the PTA to be crossing .guards, usually that only lasts for a short time
and then they will not do it. Blair suggested bouncing lights to be put up and run
only during school hours, these would be mounted on the curb. He felt that the
school should help fund a project.
Mayor Porter said he would meet with the .State Highway Department, and the fact that that
is going to be a main thoroughfare, they may put the bouncing lights in. The problem
we have with the State Highway department, is that they don't look on that as a school
zone because the school is z block away, and the school zone is on 5th west.
Blair Siepert said he would have the police watch the crossing for awhile. He said
he would be glad to meet with the parents and the school board and talk the situation
over.
RE: MRS FRANCIS WRIGHT PARKING
Mayor Porter said he had a letter from Bob Smith stating that Mrs. Francis Wright
had made arrangements for parking for her students in her apartments in a parking
lot near the apartments.
RE: COMPLAINTS ON THE PARKING BY THE COURTHOUSE
Blair Siepert said they had received a lot of complaints on the parking by the
courthouse. It is a traffic hazard. He recommended that they post it with signs
"No Parking or Loitering after 6:00 P.M." and then enforce it.
RE: APPEAL TO BUREAU ON LOAN
Mayor Porter said Mary Smith was .sending an appeal to the Bureau on our Loan,. and.
Richard was writing to REMA.

A REPORT ON REXBURG STREETS
MAJOR ROAD REPAIRS
Mohawk and Apache -Both need major chuck holes removed and replaced. Then
both streets should be overlayed.
4th South .from 2nd East to 2nd West has Major problems. Sections should be
removed and replaced. Then the street needs to be overlayed, to smooth out the
rough places.
3rd West from 1st South through 4th South. This street needs to completely be
removed and replaced. Extremely rough in places. Also there is a bad water
main running alongside from 2nd South to 4th South that should be replaced, when
doing 4th West. It is an old steel pipe line.
1st North from 2nd East to 2nd West should be sealed or the cracks sealed to
save future repairs. This is a truck Route with heavy use.
South Center above College is washed out under the road surface about 100 ft.
needs to be replaced.
Cresthaven - Road has washed out under gutters, will have to be removed about
2 ft. out from the gutter. Need to repack and replace in front of three homes.

Dear Mr. Porter:
Please refer to previous correspondence concerning extension to three
public road crossings in Rexburg, Idaho.
Special Representative to President, Mr. S. A. Grayson, has advised
me of discussion with you earlier this year regarding the possibility of a
deferred payment plan, half this year and half next, of the estimated amount
$8,387 as per my letter dated January 14, 1982.
Approval has been obtained to accept payment on this basis. This, of
course, with the understanding that cost quoted previously is an estimate only
and subject to fluctuation as indicated on Material & Force Account estimate
which was submitted with my letter dated January 14, 1982, addressed to Mr.
Farrell Davidson. Will you please advise if this proposal is agreeable to the
City, and I will then request agreement to cover.

Dear Blair:
The Madison School District appreciates the efforts made by
your officers in assisting with traffic control during the
initial days that school opened.
We have a problem which is a joint problem with the city
council and the state highway department. Like all public
agencies, our taxing authority is limited and we have monies
allocated ONLY~for our unique function, that of educating the
children of the community and not to pay for traffic control,
Karl Hanoski, 608 West Main Street, is one of several
parents who have approached me about the safety of students
crossing main street at fifth west as they walk to Kennedy
School. Other parents have expressed similar concerns with the
intersection at second east and first north and several other
intersections in town. At one time the district had CETA funds
and other funds, to help out with the payment of salaries for
people handling these dangerous intersections, but there is
nothing budgeted this year for this purpose and the joint
financing of crossing guards was dropped by the city council last
year.
Could you help by installing frequent radar checks on main
street, especially in the fifth west area to attempt to slow the
speed down to 35 miles an hour. ALSO...would you work with the
PTA committee to see what we can do to:
1. secure a traffic light and pedestrian control at the
intersection as the traffic becomes heavier with the opening of
the new highway; and/or
2. assist the school district t
patrols to patrol the intersection;
3. work with the school district
patrol the intersection; or
4. assisting us in promoting
crossing guards.
