The council decided not to have a meeting on June 16, the next meeting would
be held on July 7, unless the mayor has to call another meeting for some reason.

MINUTES
A motion was made by Sander Larson and seconded by Nile Boyle to approve the minutes.

RE: REQUEST FOR CITY TO ASSIST WITH LITTLE LEAGUE BASEBALL TEAM
Mayor Porter said the Police Association had requested the city to participate
with assistance with the Little League Baseball Team. The cost for sponsoring a.
team is $65.00, and they ask .the council to help sponsor the .team, and pay z
of the fee which would be $32.50. The Mayor said he would start it out with a
$5.00 contribution and if the council would each give $2.50 it should take care
of it because the city cannot give contributions.
RE: INSURANCE CLAIMS
The Mayor said we have some .insurance claims, there is a $250 deductable on
sewer stoppages. There is one at Emma Bennett's, every once. in a while we have
a stoppage up there under Ronald Stones garage in the main sewer and that causes
the sewer to back up and go into her home. The bill is for $92.50. He suggested
we pay it. He had told Delynn to go up and run the auger through the line about
once every two months, to make sure it does`t happen anymore. A motion was made
by Nile Boyle to pay the bill and seconded by Darlene Blackburn. All Aye.

INSURANCE CLAIMS CONT"D
The other claim is up at Rexburg .Heights, there was a small leak up .there in the water
line and they went up and fixed it but in the mean time Walters felt that it had
filled up their drain field, and after they had their drain field fixed they sent the
bill to us. He said he thought we would have to turn it down. The council agreed.
RE: TREE PLANTING PROGRAM
The Mayor told the council in their packet there is a printout from Wellsville
Community Forest Program. It is a tree planting program for cities and it also
has a tree ordinance in it. He ask the council to read it over and study it. He
said we encourage people to plant trees out in front of their homes between the
curb and the sidewalk. In the mean time as they grow up if they are on a corner lot,
after about five years, it is so high that everyone complains about it becoming a
safety hazard. This ordinance sets up how close they can come to the corner with
planting the trees. It also tells how the city can encourage the planting of trees.
He recommended the city pass an ordinance similar to this.
The Mayor said he went to the soil conversation meeting, they have a tree procurment
program, so he ask them about getting some trees. They told him they would give
the city 500 trees at no charge. They brought us 500 Pondarosa Pine seedlings. We
gave 250 of them to the new golf course and they have .been planted out there.
Farrell is going to plant them around on the city property. It will take a long time
for them to grow, but they will be beautiful trees.
RE: FINAL PLAT FOR THE FAIRWAYS AT TETON LAKES
Ross Reese was present at the meeting to present the final plat for the Fairways at
Teton Lakes, and two copies of the protective covenents was also given to the
Mayor. He said he had all the signatures on the plat except the mayors. He wanted
to be annexed to the city, and if it is annexed they want permission to allow golf
carts to travel on the streets. Mary Smith questioned if the property was adjacent
to city property, she said she would have to check on that. Ross Reese said the
advantage of being annexed to the city would be (1) the city sewer and water
maintainance of the lines, (2) fire insurance rates are less. The disadvantages
are snow removal, since that is out of the way, the crews working in town might have
a tnedancy to finish up in town before they go out there and it might be the last
thing done. .The county, it is on their way and it might be the first thing they
would plow. Sander Larson said there are some people out in that area that had
expressed to him being concerned about it being annexed to the city, because they feel
that it is the city just taking one step closer to where they live, and the next step
would be to annex them. Ross Reese requested that if anyone hooks to the sewer and
water facilities that they have out there, that they would have to pay them a rea-
sonable share. of the cost for bringing the lines from the city facilities out to that
point. Mayor Porter said that the ordinance that we have now allows for any hookup
to re-emburse them for putting in the line for a period of three or five years. A
motion was made by Nile Boyle to approve the plat and start legal work for the
annexation. and public hearing. Seconded by Morgan Garner. All Aye.
RE: OUTDOOR DANCES
Mayor Porter said he had a letter from Blair Siepert, Chief of Police asking for the
consideration of the council on approving outdoor dances. There was a dance held
outdoors on June 19, 1982 and they had 13 complaints. It seems that most of the
complaints are from people that are working shift work or complaints because their
small children cannot sleep. Mayor Porter and Nile Boyle said it had not .been
approved by the council or mayor. Nile Boyle suggested that we contact Jack Wilcock
at the High School and tell him they cannot have outdoor dances. The Mayor said in
the minutes it says that any outdoor dance cannot go after 10:00 P.M, and has to
have permission from the City Council.
RE: SPEEDING ON COLLEGE AVENUE
Sander Larson presented a petition to stop speeding on College Ave. The people
living on that block indicate that there is increased amounts of .turn around traffic
on that street., and there are 19 children under the age of sixteen and it is a
narrow street.. There is a 25 mph speed limit on that street now. The mayor
suggested we have the police check it with radar. We have also a problem on Birch
and will have it checked with radar.
RE: STOP LIGHT AT 2nd SOUTH AND .2nd .WEST
Sander Larson ask what the status of the stop light on 2nd South and 2nd West is.
The mayor said that last time he talked to the highway department that thdy had_let
the contract. Jerry Dick had told him that by the end of July, he was sure it would
be in.
The highway department said the new highway will be ready to open the 2nd
week in September. They ask about having a grand opening and a ribbon
cutting ceremony,. he thought it would be a good idea.

BOYD CORDON PRESENTED A PLAT FOR A HYBRID MOBILE HOME SUB-DIVISION
Boyd Cordon of Golden Valley Development was present at the meeting to present
a plat for a trailer park, to be called West Side Estate. It would be treated
as a Hybrid Mobile Home Sub-Division, rather than a trailer park. People
would buy the property to put the trailer on and maintain the property. This is
across the. tracks west of Porter Park. He also gave the city a copy of the pro-
tective covenents. This had previously been approved by the council for
a mobile homecourt, the difference is it is now a mobile home sub-division,
the lots will be sold and in the protective covenents it will be restricted
to mobile homes. The minimum s.~e of mobile homes to be put in the sub-
division would be 12' x 60'. Originally we had 12 lots and .now we have cut
it to 10 lots. They have made a cul-de-sac to help the traffic flow and also
to widen the lots. They intend to deed the street over to the city, there
will not be curb and gutter down the sides but it will be a cross drain to
replace the curb for easy access of backing in of the trailers. There will
be no parking on the street. The trailers will have to be set back according
to zoning so they will be uniform. A motion was made by Sander Larson and
seconded by Morgan Garner to except the plat.

PROBLEM WITH SPRINKLING SYSTEMS

Mayor Porter said we have had a number of people putting sprinkling systems in and
having it done by people that .are not plumbers. They are not even getting licenses
or permits to do it. There is a state law that a sprinkling system has to have
a back-flow and a cross drain. If someone puts in a sprinkling system and
there isn't a back-flow and a cross drain put in when they turn the water off
that water can drain back into the city system. The mayor said he thought
the people putting them in should get a journeyman's plumbing license and a
plumbing permit, so it can be inspected.. It was agreed by the council.
BOYD WEBSTER - AMOCO GAS PUMPS
Mayor Porter said he had written a letter to Boyd Webster about the Amoco
Gas Pumps and told him he was operating on public property. He came in and
talked to the mayor about it, and he plans to move the gas pumps back,
but in the mean time he would like to enter with the city on a rental on the
property for a year while he figures out how to remodel. A motion was made
by Nile Boyle and seconded by Darlene Blackburn that the city negotiate a contract
with Boyd Webster for such time until he gets the pumps moved off the city
property and the council has the right to review it every year. All Aye.
REPORT ON AIC CONVENTION
John and Richard .reported on the AIC convention.
Richard reported on the Planning & Zoning law .passed by the state, House Bill 729.
a report was given by the Gibbons Company on personnel. Presentation on
legislative proposals on banking, on budgeting, raising revenue and cutting
costs. He discussed some cities are billing for street lights. He reported
on consolidating bank accounts, administrative sur-charge to operating depart-
ments, service charges on bad checks. Mayor Porter said now the zoning law is
in effect the council will ha~z~e to be careful about discussing zoning with the
public before a hearing.
RE: DISCUSSED PROBLEM WITH COMP TIME
Mayor Porter said it seems that most cities have a problem with comp time, and
abuse of sick leave. Some cities have a maximum of so many days that employees
can accumulate and then pay i of the salary for the days accumulated during
a years time over the maximum days. The maximum that our city employees can
accumulate is 60 days, then they accumulate 12 days a year,. for the days that
is unused of the 12 days at the end of .the year we could pay 4 as a bonus,
that would stop some employees from abusing sick leave. He ask the council
to consider that in budgeting.
RE: DISCUSSION OF OVERRIDE ELECTION
The Mayor told the council that we need to decide if we are going to have an
override election. He would talk to the department, heads and decide the badly
needed equpment and add up the amounts and get a total of how much money we
need.
RE: CITY PARTY
The Mayor said we are going to have a city party on August 10.
RE: TETON DAM
Mayor Porter said he had a letter from a woman in Hampton, Virginia, asking the
Mayor to please "don't" proceed with plans to build the Teton Dam.
RE: THANK YOU CARD
The Mayor read a thank you card from Farrell for the flowers we sent to his dad's
funeral.

RE: WATER BILL FOR MARK GARNER
Mayor Porter ask the council about a water bill for Mark Garner, that was
overdue and going to be shut off. The ward was going to pay the bill, and he
ask if we could wave the re-connect fee. The council agreed to wave it.
