Those Present: Mayor: John C. Porter Councilman: Jim Morris Glen Pond Nile Boyle Sander Larson Morgan Garner Councilwoman: Darlene Blackburn Also Present: Rose Bagley, City Clerk Richard Horner, Treasurer Joe Call, Auditor RE: PORTER PRINTING WANTS TO REND FACILITIES AT PORTER PARK FOR PICNIC Mayor Porter told the council Porter Printing want to have their annual picnic at Porter Park.. There will be about 100.0 people there. They want to rent the swimming pool, tennis court, ball diamonds, merry-go-round, and the miniture golf for the day. The council said it would be okay and we would need to figure out the cost. Jim Morris suggested about $900. RE: SIGNS FOR TETON FLOOD MUSEUM TO BE PUT ON HIGHWAY INTERCHANGE The mayor had received a letter from the Highway Department, and they are going to put a sign up on .the highway at US-20 - SH-33 interchange directing moterists to the "Teton Flood Museum". They also want to have a dedication ceromony for the new highway when it is open, which will be early September. RE: DITCH ASSESSMENT DISCUSSED Mayor Porter said we haven't changed our ditch .assessments to the farmers on the east side of Rexburg for about eight or nine years. He would find out the amount it cost us last year over what we took in to maintain that ditch and what it is going to cost this year and add that to the assessment. RE: PLANTING FLOWERS ON MAIN STREET DISCUSSED The mayor ask the council if we are going to plant the petunias this year. He suggested that we go up and down the street and get the business people to agree to take care of them. The cost for the flowers isn't very much but having to water them every day is expensive. A group of scouts want to plant the flowers. Sander Larson said he thought we should get the feeling from the businessmen about taking care of the flowers. RE: AUDIT EXCEPTED Joe Call presented the audit. Mayor Porter said he would like to say that there is a feeling of some people that we are in bad financial shape, but the deficit we have is money that is owed amoung the various funds. Joe Call said the deficit occurred because the general fund was able to borrow from the capital projects fund .and .the LID fund. He said after Richard did some calculations on the amount appropriated of amount of money in the capital projects fund that could be transferred back to the general fund and that would take care of all but $125,000 of that liability, the remainder is owed primarily to the LID Fund. The city is going. to have to pay that back someday, but. it isn't something that has to be done right away, as the bonds become due the money can be paid back. Mayor Porter said we need to remember that right now we do have quite a bit of cash that does not reflect in the report, because this is last years report. Mayor Porter ask Joe if at the time the budget is prepared if he would make some recommendations on fund transfers so we can start wiping the deficit out, .instead of carrying it over all the time. Joe said the Utility fund should repay the general fund and it has the money to do it. Joe said there is a need in the future for the city to careful on spending. Joe went through the audit report with the council. (copy on file) A discussion. on keeping property records, which possibly can be done now that we are getting caught up in the office, the girls should have more time to start doing this. Council also discussed bonding when a new-fire truck is needed or other equipment. A motion was made by Jim Morris and .seconded by Nile Boyle to except the audit. All Aye. RE: WATER DEPARTMENT COMPENSATION Nile Boyle discussed the compensation time for the water department. Mayor Porter suggested we talk to the telephone company .and Utah Power & Light and find out what they do. Nile reported that he had talked to Blackfoot, Rigby and St. Anthony. Sander Larson said he thought we should get a rule for all departments. A motion was made by Nile Boyle and seconded by Jim Morris to adjourn. All Aye. ~• ~~ Jo Porter, Mayor / ~~ Rose Bagley, C' C
