MINUTES OF THE CITY CG'JNCIL MEETING

A meeting of the City Council for the City of Rexburg, i~iadison County, held May 19,
at 1982, at the City Hall.
Those present:
Mayor: John C. Porter
Councilman: Jim Morris
Morgan Garner
Pdile Bovle
Glen Pond
Councilwoman: Darlene Blackburn
Also Present: City Attorney, Mary Smith
Pose Bagley, City Clerk
Richard Horner, Treasurer
A motion was made by Darlene Blackburn and seconded by Morgan Garner to approve the
minutes. All Aye.
RE: REQUEST TO PAINT HOUSE NUMBERS ON CURBS
Mayor Porter said that a young man by the name of Wes Galaway came in the city hall,
he wants to paint the house numbers on the curb and charge $1.00. The mayor told him
it would be okay.
RE: EMBLEM FOR LOGO
Mayor Porter showed .the council a round emblem he had had an artist at Art Craft draw
from the Logo. This emblem we would be able to put on our cars.
RE: MAYOR DISCUSSED A WATER ACCOUNT
Mayor porter discussed a water account. There is a rule that when there is a large
water leak the city will cancel 2 month bill but .then from then on if they don't get
it fixed they will have to pay the entire bill. There was a woman with five children,
Michelle Dass, and she didn't know there was a leak because we haven't been reading
the meters during the winter. When we had the read in the spring, the first month
she owed $102 in addition to what she had been paying. We figured it for just one month
and it reduced. it $5.06 on the water and $14.96 on the sewer, he said he was inclined to
suggest that we should figure what it would .have been ordinarily and charge her that.
Nile Boyle said that Verla Parkinson had got a $53.00 bill because it was not read
correct last fall, which was not her fault, she had been billed the minimum and lives
alone and suddenly she gets this big bill.
RE: PROBLEM WHEN WATER METERS ARE NOT READ
Mayor Porter said he thought the rule we have is okay, but the problem is the

6 month period when we are not reading the meters. When. this problem arises we
should make some kind of an adjustment. The mayor said if it was okay with the
council we would figure out some sort of an adjustment on Michelle Dass and also
on Verla Parkinson's bill. The council agreed. And then do it on an individule bases
from now on.
RE: LETTER FROM CENSUS BUREAU
The mayor said the census bureau had sent him a letter telling him if we would
send them a letter and request it, they will send back all the information as to
how many people live in a specific area of the city, their ages and income which would
be advantageous for grants, and other things.
RE: PUBLIC HEARING FOR BLOCK COMMUNITY GRANT
A public hearing was held for the Block Community Grant, there were no citizens in
attendance. Gary Jeppesen from EPICDA was at the meeting. Mayor Porter said he had
Marie Hathaway go around making a survey of people°s income in the designated areas,
and she found .there was 58 families that were under the $15,000 income, 12 families
over, and 10 families who wouldn't say. When we put the student housing omit will
make it look like we have a lot of people under the $15,000. Gary Jeppesen told
the council we could apply for up to $350,000 for 100% of the project, but the .city
would get additonal points for having city funds involved in the program. We need
to submit the application by June 1. The mayor said the program that we are
interested in is using TEDRO Sewer money which we have, this has to be spent somewhere
for sewers, this would be our matching funds and with the funds we can get from this
block grant it will go twice as far. The sewer project is the only one we are
interested in. The council discussed which projects should be done. There had
previously been a study done on the problem areas in the city and the council had
decided on improving four of these (1) Area of First South and Second West for $170,000,
(2) Alley just north of Main Street for $26,000, (3) First North near Smith Park for
$34,000, and (4) Fourth South between Third West and Fifth West including the railroad
crossing for $60,500. Gary Jeppesen said if the city is successful in getting the grant,
the money would be here by July 1, if you are unsuccessful you can apply again in
October. We could start by using the state's share and as the city money becomes
available we could do another state of the project. Mayor Porter said if we don't go
ahead with this someday we will have sewer problems and don't be able to get. any
funds, he suggested that we go ahead and do two projects and we will only have to
come up with :$25,000 to match. There is no deadline on the completion of the project
once it is started.. The competition for the grant is very stiff only one out of every
ten applicants will receive the grant. A motion was made by Darlene Blackburn and
seconded by Morgan Garner to make application to improve the area of (3) First North
near Smith Park for $34,000, and (4) Fourth South between. Third West and Fifth West
including the railroad crossing for $60,500 with the city putting up $25,.000.

RE: ATKTDIT REPORT POSTPONED
It was decided to meet at 7:~J0 AM on Tuesday morning to go over the audit.
A motin was made by Morgan Garner and seconded by Jim Morris to pay the bills.
A motion was made by Jim Morris and seconded by Glen Pond to adjourn. All Aye.
