A meeting of the City Council for the City of Rexburg, Madison, held April 21,
1982 at the City Hall
Present were the following:

RE: MINUTES
A motion was made by Darlene Blackburn and seconded by Nile Boyle to approve
the minutes. All Aye.
RE: MAYOR PORTER DISCUSSED TRAILER REGULATIONS

Mayor Porter stated he had noticed in the minutes of the last meeting that
Brent & Pam Camphouse had .requested to put in a new trailer where they now
had a Hud Trailer. He said under the new regulations on trailer houses,
they can't put any single wides in the city unless they do it by a variance.
He said he had. not been able to find anyone to serve on the appeals board.
RE: WYLIE'S TRAILER PARKING
We have been getting complaints at the City Hall about Wylie's Trailer
court. They are renting the trailers out to Mexican. The people that live
near there are complaining. It is not a trailer park and does not have
any trailer park regulations.
RE: DALE Mc INTIRE'S GOATS
Mayor Porter instructed Mary Smith to .write a letter to Dale Mc Intire with
the goats.
RE: GRIGGS PROPERTY ON WEST MAIN
Mary. said she had been getting a lot of complaints about the Griggs property
on West Main. She was instructed to check into the zoning ordinance relative
to that situation.
RE: GARY JEPPESON FROM ECIPDA AT THE MEETING

Gary Jeppesen from ECIPDA was at the meeting to talk about Block Grants.
Mayor Porter said the city was in the process of requesting a grant to upgrade
some sewer lines in the city. Gary said the State of Idaho had .taken over
the Hud Community Block Grant Program. It is a 100% grant program, however,
the way the state has got it set up, is you get additional points if you have
additional matching funds involved with the program. The state requires that
we submit a letter of intent immediately if the .city intends on applying
for a grant, and they need to have a public hearing between May 17 and June 1.
The ceiling on the grant is $350,000. Using what the college put in which
is $170,000, we would be applying for a grant of $154,500 from the State,
the entire project would be $324,500. This grant does not include the
Rexburg Heights portion of the project. The state wants an application
telling how many low and elderly income people there are in the City.

The Mayor said that we had a study made and there is two or three areas in the city
that we need to enlarge the sewer lines; we have the TEDRO sewer money and also
TEDRO money from the storm sewer for matching funds. We still have .about $190,000
sewer money in the TEDRO money. We will have to put in the lift station for
Rexburg bench with TEDRO money, and the line to the lift station. A motion was
made by Nile Boyle to apply for the grant to upgrade the sewer lines at the four
places approved in the Sewer Study, and set the Public Hearing for May 19 in
conjunction with the regular council meeting, seconded by Jim Morris. All Aye.
RE: LYNN ARCHIBALD DISCUSSED THE WHOOPEE DAYS
Lynn Archibald was present at the meeting representing the Chamber of Commerce to
discuss the Whoopee Days. He wanted to know if a decision had been made by
the City Council with regards to the Chamber using Porter Park and all the
facilities including the swimming pool and merry-go-round. The council told
him that was one of the big days for the swimming pool and merry-go-round and
the city could not afford to let them use it without receifing revenue from
it, there would be no problem for them usint the park. Jim Morris told him
as far as using the facilities there would have to be an agreement worked out
for the exclusive use of them and we would .have to come up with a figure of
how much money the city would have to have for the use of the facilities. Jim
Morris said he would get with Lynn Archibald and work out an agreement.
Mayor Porter suggested a program be .worked out so if they give out tickets,
that when we redeem the tickets we collect the money from the Chamber.
RE: LAWN MOWER BID AWARDED
Jim Morris reported on the purchase of the new lawn mower tractor. The bid
was awarded to John Deere Tractor.
RE: MAYOR PORTER DISCUSSED CULVERT PUT IN LAST YEAR-BURGRAFF, STEINER & WALKER
The Mayor told the council that we have a problem. Last year we put in a culvert
and the cost was to be split three ways between the city, Burgraff and Steiner
and Walker. Steiner and Walker have not paid their share. The mayor had
written Dale Steiner a letter about a month ago and had no reply. It was
recorded in the minutes of the council meeting last year that they were to
pay their share. Mary Smith was instructed to check into it and write a
letter.
RE: DISCUSSED PROBLEM WITH WATER CHARGES AT MILL HOLLOW TRAILER PARK.
The mayor told the council in their packet there is a letter from Community
Consultants which has to do with Mill Hollow Trailer Park. Every since we put
in the new water line that serves them and the new meter we have had alot of
problems. There is also a sheet in the packet with a schedule of their utility
billing over the past year. (copies of both attached). Starting July 1981
their water bill jumped more than .double, so ass last summer we thought there
was a leak. Gene Palmer had a backhoe down there digging to try to find a
leak and both Gene and the city tried to see what was the .matter. Finally
Community Consultants came up and checked all the flows which indicated that
there is probably not a leak in the system. They have estimated the water
usage for 13 days at 234,000 gal., projected gallons in 30 days 541,904 during
the winter months. The city went down, in order to establish the sewage flow
for the charge for the sewer, DeLynn put in a meter in the sewer line and
recorded the sewer flow and established there was 14,674 gal a day, or
440,000 gal for 30 days. The difference between the average water consumption
of 18,603 gal per day and sewage flows of 14,674 gal is normal. The difference
being 3,929 gal divided by 328 people who occupy the park is 11.97 gal per
person difference. This would be on any used inside or outside that would
not go into the sewer system.
Mayor Porter had met with Gene Palmer the other day and had suggested that
we would go over the account and make some adjustments. He suggested we
give him a $900 that he had overpaid. Earl Kemp said we need to get the
check valve fixed so it doesn't run backwards on the 8" line, the 6" line
is running okay and all services are running through the 6"line at the
present time. During the summer when they start irrigating we will keep
track and see what the difference is this July in comparison to last July.
The council agreed to give him the credit, and bill him on his actual usage.
~ RE: PROBLEMS WITH OTHER SEWER RATES.

The mayor said we have two or three other problems with the sewer ,rates. One
is Rexburg Food Center where their cooling system uses water so their water
usage is tremendous, and their sewer rate jumped from $50. to $390.

They are going to make a new line and dump that water in the storm sewer, so
it won't go through the sanitary sewer. The other place in town is Petersons
Culligan Soft Water, they flush all of their .tanks and we will have to work out
something with them, possibly the same thing.
Jim Morris said his system is the same thing, but he would leave it like it is.
RE: PROBLEM WITH FLOODED BASEMENTS
Mayor Porter told the council that we have had some basements flooded when we had
the last run off. The insurance company took care of everyting except one of
our city employees, Dave Thibault. The adjuster keeps turning it down.
Archibalds Ins. think it is a just claim. His basement was not flooded with
surface water, it was sewer water. In Mill Hollow Meadows, water was running
into the lift station and it .caused both of the pumps to start working and
forced all of the water into an 8" sewer line and it caused the sewer line to
sur-charge and started flooding people along there. The mayor ask Mary Smith
to write him a letter.
RE: TRAILER BOARD
Nile Boyle suggested that we need to get the Trailer Board .chosen as soon as
possible, so we can give an answer to the Camphouse's in 2 weeks.

A motion was made by Nile Boyle to pay the bills and seconded by Darlene
Blackburn. All Aye.
