MINUTES OF THE CITY COUNCIL MEETING

A meeting of the City Council for the City of Rexburg, Madison, held April 7, 1982,
at the City Hall.
Present were the following:
President of Council Presiding: Nile Boyle
Councilman: Morgan Garner
Jim Morris
Glen Pond
Councilwoman: Darlene Blackburn.
Also Present: City Attorney, Mary Smith
City Clerk, Rose Bagley
A motion was made by Darlene Blackburn to approve the minutes and seconded by Morgan
Garner. All Aye.
RE: BOY SCOUTS ATTEND MEETING
A group of boy scouts from Troup 305 were present at the meeting.
RE: BIDS OPENED FOR LA~+1N MOWER TRACTOR.
Nile Boyle opened the bids for the Lawn Mower Tractor.

It was decided to turn-the bids over to Farrell Davidson and the commettee to study and
.award tomorrow.
RE: REQUEST FROM CHAMBER OF COMMERCE TO USE PORTER PARK FOR WHOOPEE DAYS CELEBRATION
F. Martell Grover representing the Chamber of Commerce met with the .council to make
a presentation on the Whoopee Days Celebration for July 4. They had proposed that
they have the activities at Porter Park rather than at the Fairgrounds. They ask if
they could reserve the entire park, they did not want to have any family renions or
anything like that. The council told him they would agree to reserving the park.
They also proposed that they have non-profit organizations having arcades and concessions,
also games for all age groups of people, also an area for soap box for canadates for
public office. They wanted to know if there would be a possiblility of having the
merry-go-round and swimming pool and other city operated recreation facilities open

that day and the possibility of leasing those facilities to the Whoopee Days Commettee
so it would be free to the public. They would have merchants participate in funding the
project and they would give out free passes to the community. Nile Boyle told him to
meet with Jim Morris and his commettee to make the arrangements.
RE: REQUEST FOR VARIANCE TO BUILD A DOUBLE CAR GARAGE AT HOME OF BRICK PARKINSON
Ted Hill was at the meeting to request a variance to build a double car garage at the
home of Brick Parkinson at 280 East 2nd South. He had talked to the mayor who had
suggested he talk to the Planning & Zoning. Since the Planning & Zoning will not
meet until the end of the month, they would like to get the project completed by then.
He was only able to talk to Chuck Frost on the phone, because he was going out of town.
Chuck had gone up and looked the sight over.. Ted had wanted to come two feet forward
with the garage, however Chuck .suggested the garage be built further to the south, and
set back in line with the existing garage & buildings. Ted presented a petition from
all of Mr. Parkinson's neighbors within 300 feet except for one, who is out of town
and not available. If the garage was moved hack 2 feet it would cover up a window, they
wanted to move it 2 feet forward for the depth they needed in the garage. A motion
was made by Darlene Blackburn and seconded by Morgan Garner to approve the variance to
move the garage 2 feet to the East contingent to the council and members of the.
Planning & Zoning looking at the sight. All Aye. The council and Bob Purrington of
the Planning & Zoning met at the .sight on Thursday morning and they with Bob Purrington
reluctantly approve the variance to move the garage 2 feet to the East and only because
all neighbors within 300 feet approved the petition.
Re: BRENT & PAM CAMPHOUSE TRAILER REQUEST.
Brent and Pam Camphouse, 471 West lst North was at the meeting. They live in a Hud
trailer at that address at the present time and want to move a new trailer on that
property which they just purchased. The trailer that is on the property now is
12' x 56', the new one is 14' x 70'. The council ask them if they planned on putting
it on a foundation, they said they did not plan to. Nile Boyle told them .when the
ordinance was passed an appeals board was to be appointed to hear appeals from mobile
home owners, but the mayor has not appointed the board yet. Nile Boyle told her they
would check it out and give her an answer in 30 days.
RE: SPEED LIMIT ON BARNEY DAIRY ROAD CHANGED
Jim Morris told the council he had a report from the Police Department and they had
recommended the speed limit on the Barney Dairy Road be changed to 35 mph. A motion
was made by Morgan Garner and seconded by Darlene Blackburn to change the speed
limit to 35 mph on the Barney Dairy Road. All Aye.
RE: STOP SIGN AT THE BOTTOM OF MILLHOLLOW DISCUSSED
The council discussed the stop sign at the bottom of Millhollow. The council felt that
it was working quite well since people were getting use to it.
RE: COMPLAINTS ON GRIGGS PROPERTY ON WEST MAIN
Nile Boyle said he and the city hall had been getting a lot of complaints about the
junk and cars on the Griggs. property on West Main. Nile Boyle said he would stop
and talk to him and report to the council.
A motion was made by Jim Morris and seconded by Glen Pond to approve the bills. All
Aye.
RE: LOGO AWARDED
The council reviewed the Logos that had been drawn by the art department at Ricks
College for the City. One that was drawn by Scott Van Kampen was chosen.
