HomeMy WebLinkAbout1982.03.26 CITY COUNCIL MINUTESl~ T RE: DELINQUENT NOTICES SENT OUT The mayor told the council in the last two weeks 300 letters were sent out to people who were delinquent on their water bills, these were done on the computor. One person was sent a notice for being delinquent 10~ and some were sent a notice for being $1.00 delinquent because he had written his check out .$1.00 less than it should have been the previous month. These notices had not been sent out for five or six months so there was too many to sort through .them. We are going to get the computor set so it only sends out notices that are delinquent over $5.00. A motion was made by Jim Morris and seconded by Nile Boyle to pay the bills. All Aye. Mayor Porter discussed some of the bills that were before the Legislature. A motion was made by Jim Morris and seconded by Sander rson to adjourn. All Aye. .~ o n C. Porter ~i Rose Bagley, City Clerk ~ MINUTES OF THE CITY COUNCIL MEETING March 26, 1982 State of Idaho) County of Madison( City of Rexburg) A meeting of the City Council for the City of Rexburg, Madison, held March 26, 1982, at the City Hall. Present were the following: Mayor; John C. Porter Councilman: Sander Larson Glen Pond Morgan Garner Jim Morris Nile Boyle Councilwoman: Darlene Blackburn Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, City Treasurer A motion was made by Morgan C>arner and seconded by Darlene Blackburn to approve the minutes. All Aye. RE: REPORT ON INSURANCE POLICY Mayor Porter reported that he, Richard, and Gary Archibald had gone through the insurance policy. There are somethings in there we did not have before. We have insurance on all of our boilers which will cost another $360, and the insurance company makes an inspection each year to make sure they are okay. We now have additional police coverage .which will give them liability while they are moonlighting, for assualt by inmates, wrongful death action,. improper service, this will cost $700. On the umbrella coverage, we are covered now up to $350,000 and the state law says that is all we are liable for. Under the umbrella coverage it goes up to a million, It will save us $3000 difference if we don't get. the umbrella coverage. The council decided to forego that. We have collision insurance on our 1980 and 1981 police cars which is $2.50 deductable. We also have collision insurance on the new aquetec truck, it will cost us $600 a year for that truck because it is a $80,000 truck. RE: MADISON COOP TO LEASE PROPERTY Madison Coop has had some vandalism at their Chemical Fertilizer Plant, and they would like to put a fence around it. The railroad spur that goes in there is in such a place, they would like to move the fence into our right-or-way. There is about 14 feet from the curb that is the right-of-way and they would like to use about 7 ft. of that. They would .like to have a lease with a yearly rental of some kind. A motion was made by Morgan .Garner that we approve a lease for 7 feet of our. right-of-way to Madison Coop for $50.00 a year to be renewed each year with either party having the right to give 30 days notice to cancel the lease. Se~.onded by Jim Morris. All Aye L ~~ RE: HISTORICAL SOCIETYTO LEASE TABERNACLE Now that we have the tabernacle all completed, the Historical Society would like to rent it. They have suggested $500 a month. That will just about take care of the heat and lights. If the city has any activity we don't have to pay for it. The mayor suggested that we make the lease for one year and at the end of the year review it to see if we need to get more. The city will still maintain the building, but the historical society will do the janitorial maintenance. We will still try to get donations to help maintain it. They have some rooms which we will have the right to use for storage. The parade people would like to use the room for their storage. This would be retroactive back to the 1st of January. A motion was made by Nile Boyle and seconded by Darlene Blackburn to okay an agreement with the Historical Society to rent the tabernacle for $500 a month. All Aye. RE: NEW STOP LIGHT AT 2ND WEST AND 2ND SOUTH Mayor Porter reported that during the week the Highway Department came in with an agreement for the city to sign for a traffic light at the intersection of 2nd West and 2nd South. Our share of the cost is $2200, and we have to enter into an ,agreement to maintain it when it is taken off the highway. We dated it back to the meeting of March 3. RE: MEETING WITH BOR The mayor told the council that a meeting was held yesterday with the BOR. Nothing was resolved, except they told us they wasn't going to pay for the loan. They had had no contract with FEMA "Federal Emergency Management Association". They said. they were not interfering at all with our efforts to have the loan conceled by FEMA. They also left the door open for us to come back on them if we don't get the loan canceled to try to get them to pay a little more on our claim. RE: CITY CLEANUP We need to set some cleanup rules with the city. The mayor ask the council if they thought we should have the flat bed trucks go around and pick up .the stuff. It was decided to talk to Farrell about it and possibly start about April 15 and go for about one month. RE: CARE OF PLANTERS ON MAIN STREET There was a discussion on the care of the planters on Main Street. The mayor said volenteer labor could plant the flowers, and he suggested the council go to all the businesses in Rexburg and get them to agree if there is one in front of their place they would weed and water it. RE: COUNCIL MEETING CHANGED TO AM ON APRIL 21, BECAUSE OF AIC MEETING Mayor Porter told the council there would be ameeting in Idaho Falls on April 21 with the Assoccation of Idaho Cities, which is on council night. They will be discussing everything that happened at the Legislature and the new legislation that was passed that is important to the cities. He suggested that we have that council meeting on an early morning meeting. RE: TRAINING GROUND FOR FIREMEN DISCUSSED. Sander Larson told the council they would like to develop a training .ground for the fire department. We own the property out by the police shooting range, that could be developed for that, it takes about 112 to 2 acres of ground. We have water to that property. They would need a cement pad. After talking to the national guard he had found they would come in and smooth the land or do what ever leveling that needed to be done, so the cost of this would be very minimal.. It could possibly later have grass planted and make it into a picnic area. Possibly some of the .service clubs will donate to this. Sander said they had talked to Rex Larson about getting a plan drawn up. The council agreed to go ahead on a plan, if it didn't involve too much expense. RE: REPORT ON GOLF COURSE Jim Morris reported on the Golf Course. He-said they now have an operating budget. The city budgeted $10,000 and the county budgeted $15,000, which makes the city $5000 short. We are getting a list of equipment they have. The green fees have been set. ~ ~ p~~ M or, John C.
