RE: MATTER OF LEGISTURE - LITTLE DAVIS BACON ACT One other matter of legisture the mayor was interested in was the repeal of the Little Davis Bacon Act. All Council members was in favor of it. RE: USE OF NEW SEWER TRUCK The mayor told the council that from time to time we have requests to use the Sump Truck. He felt that we should charge $100 per hour plus a man out of the city, and $30 per hour for anyone on the sewer in the city. A motion was made by Glen Pond and seconded by Jim Morris to adjourn. Present were the following: Mayor: John C. Porter Councilman: Glen Pond Jim Morris Morgan Garner Dlile Boyle Sander Larson Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk A motion was made by Jim Morris and seconded by Sander Larson to approve the minutes. All Aye. A group of boy scouts Caere present at the meeting. RE: REPORT ON WORKMANS COMPENSATION Mayor Porter reviewed a report from State Insurance Fund on the City's Workmans Compensation, and the accidents that .had occurred in the last six months, and the pay off for these. They had paid to employees of the city $35,067.87. He ask the council to encourage the department head that they were in charge of to try to get the men to be a little more careful, because the more the company pays on claims the higher our premium is. RE: CITY TO START PROCEEDINGS TO EXCEPT STREET IN MILLHOLLO'v~ MEADOWS The mayor said Gene Palmer had been in to talk to him, he has a problem in the trailer court. Cars speed through the trailer court and there are cars parked in .the street and he can't get them to move. [Then he checked with the police, they say it is a private property and they can't do anything about it, the mayor had told him he would check with city attorney. She said she was sure that was true, but she would check on it. The mayor ask the council if they had been to the trailer court to look at the streets that he had requested to be excepted by the city. The council thought they should go ahead and start proceedings to except the through street on the west of the trailer court that goes through to the west of the trailer court through to the residential area. Mary Smith said he would have to deed it to the city. The mayor said he would contact him and tell him. ~~ RE: MAYOR REPORTS ON l~ GAS TAX Mayor Porter said he was in Boise last Thursday and Friday,. and while he was there the House voted on the 1C gas tax increase .and there was only five or six that voted against it. He had talked to a number of people in the Senate and they think it will pass there, so it looks like we will get some extra money. The highway Department are not against it but they are not enthusiatic about it, they would like it to be included as just part of the gas tax and then we would get our share from the formula. He thought it was too late now for anything like that, and this would give us more money anyway. RE: REPEAL OF THE LITTLE DAVIS BACON ACT DISCUSSED The Repeal of the Little Davis Bacon Act has passed both House and it sounded. like the Governer was going to let it become a law without his signature. RE: REQUEST FOR SPEED LIMIT TO BE CHANGED ON BARNEY DAIRY ROAD A farmer, who uses the Barney Dairy Road, had talked to the mayor and he thinks that the speed limit should be changed from 25 MPH to 35 MPH. The. farmer said he didn't think anyone that uses the road goes 25 MPH.. Glen Pond .questioned increasing the speed limit because people park along the street while they are at the ball games, also a child might chase a ball in the road, in the summer there are people riding bikes and jogging on the road. The mayor instructed Sander Larson to have the police check it. RE: REPUBLIC WOMENS ORGANIZATION WANT TO GET INVOLVED IN VOLENTEERISM Next Thursday the Republic Womens Organization want to get involved insome volenteerism. That is one of the programs that the Federal Administration are pushing and the State also has a volenteer organization. He said he had talked to Roscoe Orton and this is some of the things he suggested: Assistants at the swimming pool, planting flowers and beautifying around the pool, repainting and repairing the horses on the merry-go- round, the miniture golf, help with planting of flowers and general beautification of the parks, softball and baseball coaches, dancing and gymastic assistants, toyland at the new park,. trees need to be planted, .and the youth work program that help students from 14 to 18. The Community Chest Drive will start at the end of this month and they will help on it. We will try to pick up some extra money. from the Community Chest for the swimming pool. Glen Pond said we got about $7500 on the Community Chest last year. Roscoe Orton will ramrod the drive. RE: DROP BOX PUT IN AT CITY HALL Mayor Porter told the council there had been a drop box put in the front of the building, where people can drop their water bills and parking fines. Farrell is getting a sign made to put on it. RE: RULES SET FOR CHANGING DRIVEWAYS When people change their driveways at their homes, often they just go out-with a heavy sledge hammer and knock the curb off, and when they pour the drive they just bring it out and try to match it up. What is happening is when the gutters are full of water and that crack widens, all the water runs down under the curb and out into the street and makes a mess for the city. The mayor said we are going to put a stop to it. RE: COMPLAINTS ABOUT THE STOP SIGN ON 1st NORTH and MILLHOLLOW Mayor Porter said he had been getting complaints about the stop sign on 1st North and Millhollow. He said he had talked to the police and told them to check it. He also had some complaints from people saying it was too steep to start after they had stopped. Jim Morris said the stop sign is not set exactly where it is suppose to be, it needs to be slid ahead toward town another twenty feet and shall be, there will be a stripped section across the road and then it will be level at that point. As soon as the weather gets better Farrell will get it stripped and put another sign a little further down the hill that says caution stop ahead. He said there is a bush on the corner that is obstructing the view, and as soon as the property owner comes home we will offer to move the bush for her. RE: LETTER FROM THE SOUTHWEST IDAHO ENERGY EXTENSION SERVICE ~~, I~ The mayor read a letter from the Southwest Idaho Energy Extension Service, College of Idaho telling us there is a workshop on wind energy. Jim Morris and Morgan Garner said they would attend. <G ~ RE: DELINQUENT NOTICES SENT OUT The mayor told the council in the last two weeks 300 letters were sent out to people who were delinquent on their water bills, these were done on the computor. One person was sent a notice for being delinquent 10~ and some were sent a notice for being $1.00 delinquent because he had written his check out .$1.00 less than it should have been the previous month. These notices had not been sent out for five or six months so there was too many to sort through .them. We are-going to get the computor set so it only sends out notices that are delinquent over $5.00. A motion was made by Jim Morris and seconded by Nile Boyle to pay the bills. All Aye. Present were the following: Mayor: John C. Porter Councilman: Sander Larson Glen Pond Morgan Garner Jim Morris Nile Boyle Councilwoman: Darlene Blackburn Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, City Treasurer A motion was made by Morgan Garner and seconded by Darlene Blackburn to approve the minutes. All Aye. RE: REPORT ON INSURANCE POLICY Mayor Porter reported that he, Richard, and Gary .Archibald had gone through the insurance policy. There are somethings in there we did not have before. We have insurance on all of our boilers which will cost another $350, and the insurance company makes an inspection .each year to make sure they are okay. [ae now have additional police coverage .which will give them liability while they are moonlighting, for assualt by inmates, wrongful death action,. improper service, this will cost $700. On the umbrella coverage, we are covered now up to $350,000 and the state law says that is all we are liable for. Under the umbrella coverage it goes up to a million, It will save us $3000 difference if we don't get. the umbrella coverage. The council decided to forego that. We have collision insurance on our 1980 and 1981 police cars which is $2.50 deductable. We also have collision insurance on the new aquetec truck, it will cost us $600 a year for that truck because it is a $80,000 truck. RE: MADISON COOP TO LEASE PROPERTY Madison Coop has had some vandalism at their Chemical Fertilizer Plant, and they would like to put a fence around it. The railroad spur that goes in there is in such a place, they would like to move the fence into our right-or-way. There is about 14 feet from the curb that is the right-of-way and they would like to use about 7 ft. of that.- They would like to have a lease with a yearly rental of some kind. A motion was made by Morgan .Garner that we approve a lease for 7 feet of our. right-of-way to Madison Coop for $50.00 a year to be renewed each year with either party having the right to give 30 days notice to cancel the lease.
