HomeMy WebLinkAbout1982.02.11 CITY COUNCIL MINUTES,~ RE: WATER METERS WITH BRONZE CONSTRUCTION APPROVED Nile Boyle told the council that Delynn Edstrom said they had been having problems with plastic in the water meters, after the meter has been in a while they are running 25% to 35% slow. He wanted the council to pass a resolution that this type of water meter could not be used. He wantes the city to use meters with bronze construction which register more accurate. The council okayed him to purchase this type of meter instead of the ones with plastic but they did not need to pass a resolution. Porter ~~~ ~ City Clerk, Rose Bagley / c MINUTES OF A SPECIAL CITY COUNCIL MEETING February 11, 1982 A special meeting of the City Council for the City of Rexburg, Madison County, held February 12, 1982, at the City Hall. Present were the following: 1 Mayor: John C. Porter Councilman: Jim Morris Glen Pond Nile Boyle Also Present: Rose Bagley, City Clerk Richard Horner, Treasurer Farrell Davidson, Public Works De Lynn Edstrom, Supt. Water & Sewer Dale Burg from Community Consultants was at the special meeting to review the study his company made on sewer user rates. Mr. Burg handed out a copy of the study to all those present. (copy on file) He referredto page three the anticipated budget. There are some items in the budget he told them that is not traditionally put in the sewer utility budget, which are a direct expense for operating the utility. This amount being $12,820 for administration, including a pootion of the salary of the council, part of the treasurer salary, parts of public works director. He recommended to the councilthat when they put their budgets together from now on that they take the administration costs and departments on what every portion basis they belong. That way in especially in the revenue producing departments the city can actually know what the over all costs are, and there will be no hidden costs left. We broke the budget down in what it costs to collect the sewage, what it costs to treat it, and those items under treatment which Sugar City would participate in, and those items that Rexburg would participate in. He noted on page 2 the total treatment cost that Sugar City should participate in is $121,853. The total combined flow to be treated at the Rexburg facility is estimated to be 483,734,000 gallons per year.. Based on winter water consumption 225 million for the six month period times it by two, we are estimating that from Rexburg there will be 451 million gallons of sewage that needs to be treated. From Sugar City that is 32 million .gallons the total from both communities 483 million, and we have treatment costs of $121,853 which yields a per 1000 cost of .253. We times it by what Sugar City is going to put in and they should be paying $8157. They are estimated now that they are only going to pay $6500, so that needs to be increased. For the winter period z as an average for a regular 3/4", this amount the winter water consumption is the assumption outside use is being .made, so all the water sewer. This is a recommended method that suggest that they use. ~~ On page five shows the demand charge, per size of meter, we have meter equivalances that will result in a demand charge. On Ricks College since they have a number of meters, and some of the meters are there to allow the water system to be looped through .the campus. It is not really fair for the college to have them pay a demand charge. So we calculated what their percentage sewer flow was and it came to 21%, this is based on the winter usage. The annual cost based on measured flow would be $44,554. He suggested that if they object to this invite them to install a sewer meter. Nile Boyle said one problem with the college is that they donated about $100,000 to the sewer system, to build it. Mayor Porter said they have the winter about 7000 students and in the summer they have about 1200. On page six, Mr. Burg said the most equitable way to charge for the sewer is to charge everyone for just what they use, but there is some cases where people would be paying about 29~ for the use of the sewer, but they should pay to have the opportunity to have the sewer available. This sheet shows the revenue that would be generated through each chhrge shown on the page. Page shows base rates. The total revenue needed to meet the budget $224,820.00, total gallons used in winter months $225,832,000. Each year we would base .the rate on the previous winter usage. If we have no record because the house is new, we will estimate it at 100 gal usage per day per resident. Mr. Burg siad that. unless the water is turned off we will have to charge for sewer usage. He said he had revised the old ordinance for the rate structure, for the city attorney to look at. Mayor Porter said we would have to send it to EPA for approval Mayor Porter said they would have to have a meeting with the. College. Mayor Porter said we have an ordinance that states everyone has to pay sewer that are within 200 feet of the sewer line, we had a lady in complaining the other day, but if they do not pay we will have to shut the water off. Jim Morris said the council will have to study it over and make a decision next meeting. Mayor Porter also also discussed that it is costing us about $5000 a quarter for unemployment ben if its. Under the system we follow, people work for us three or four years ago, when his ben if its run out then they come back to his last employer. He said he would like to get those people over to Boise who specilize in it and .turn it over to them, it would save us some money. He said he was going over to Boise and he would like to sign them up. The mayor told the council that they opened the bids on the bridge, the Idaho Construction of Twin Falls got the bid for $51,110.50, that is 72% of the estimated cost so we will get some money back. He said that they think they have a go ahead on the traffic light ' by Circle K. They are setting up a contract that we will have to sign that we will maintain it after the highway is changed. The Art students at the. college have agreed to have a contest to design a logo for the city. A cash award of $50 will be given to the student whose logo design is selected.
