Present were the following: Presiding: Nile Boyle Councilman: Jim Morris Sander Larson Glen Pond Councilwoman: Darlene Blackburn Also Present Mary Smith, City Attorney Rose Bagley, City Clerk Nile Boyle told the council Morgan Garner would not be at the meeting he was in the hospital for surgery. MINUTES APPROVED A motion was made by Darlene Blackburn and seconded by.Sander Larson to approve the minutes. All Aye. RE: CERTIFICATE AWARDED TO JACK JOSEPH SHIPLEY Nile Boyle presented a certificate to Jack Joseph Shipley of the Water & Wastewater Department. This certificate shows by examination, training and experience he qualifies as a Class Lagoon operator to operate the new sewage .treatment plant. This is given in conjunction with the Certificate Program for Wastewater Operators as jointly administered by the Association of Idaho Citeis, the Idaho State Department of Health and Welfare, and the Pacific Northwest Pollution Control Association. RE: SCOUTS ATTEND THE MEETING J. D. Hancock was at the meeting with three scouts from Troup 305 Rexburg 5th Ward. The scouts were working on a Citizenship merit badge and a requirement was to attend a city council meeting. RE: INSURANCE BID AWARDED Jim Morris made a motion to award the insurance bid to Archibald Agency who was the low bidder, seconded by Darlene Blackburn. All Aye RE: MEETING WITH SUPERENTENDENT OF SCHOOL REPORT Jim Morris reported that his commettee had met with Dr. Hill, Superentendent of School, and they are not going to charge us for the use of the gym. We are going to meet again with the county people and investigate various avenues of financing the recreation programs. RE: BIDS FOR GARBAGE TRUCK OPENED Darlene Blackburn opened the bids for the garbage truck. Raymond Hill from Dale Evans Ford and Ken Burt from Tri County Equipment was at .the meeting to explain their bids. Bids were as follows: Dale Evans Ford (with tilt cab) $31,820 Tri County 30,346 Tri County 26,322 Erickson Pontiac 27,594 Taylor Chevrolet 28,367 It was decided to have Farrell DAvidson and the garbage commettee study the bids and report back to the council. RE: WATER METERS WITH BRONZE CONSTRUCTION APPROVED Nile Boyle told the council that Delynn Edstrom said they had been having problems with plastic in the water meters, after the meter has been in a while they are running 25% to 35% slow. He wanted the council to pass a resolution that this type of water meter could not be used. He wantes the city to use meters with bronze construction which register more accurate. The council okayed him to purchase this type of meter instead of the ones with plastic but they did not need to pass a resolution. A motion was made by Jim Morris and seconded by Darlene Blackburn to approve the bills.- All Aye. A motion was made by Jim Morris to adjourn and seconded by Glen Pond. All Aye. ~- May John C. Porter ~~~ -~ City Clerk, Rose Bagley MINUTES OF A SPECIAL CITY COUNCIL MEETING February 11, 1982 A special meeting of the City Council for the City of Rexburg, Madison County, held February 12, 1982, at the City Hall. Present were the following: 1 Mayor: John C. Porter Councilman: Jim Morris Glen Pond Nile Boyle Also Present: Rose Bagley, City Clerk Richard Horner, Treasurer Farrell Davidson, Public Works De Lynn Edstrom, Supt. Water & Sewer Dale Burg from Community Consultants was at the special meeting to review the study his company made on sewer user rates. Mr. Burg handed out a copy of the study to all those present. (copy on file) He referredto page three the anticipated budget. There are some items in the budget he told them that is not traditionally put in the sewer utility budget, which are a direct expense for operating the utility. This amount being $12,820 for administration, including a protion of the salary of the council, part of the treasurer salary, parts of public works director. He recommended to the councilthat when they put their budgets together from now on that they take the administration costs and departments on what every portion basis they belong. That way in especially in the revenue producing departments the city can actually know what the over all costs are, and there will be no hidden costs left. We broke the budget down in what it costs to collect the sewage, what it costs to treat it, and those items under treatment which Sugar City would participate in, and those items that Rexburg would participate in. He noted on page 2 the total treatment cost that Sugar City should participate in is $121,853. The total combined flow to be treated at the Rexburg facility is estimated to be 483,734,000 gallons per year.. Based on winter water consumption 225 million for the six month period times it by two, we are estimating that from Rexburg there will be 451 million gallons of sewage that needs to be treated. From Sugar City that is 32 million gallons the total from both communities 483 million, and we have treatment costs of $121,853 which yields a per 1000 cost of .253G. We times it by what Sugar City is going to put in and they should be paying $8157. They are estimated now that they are only going to pay $6500, so that needs to be increased. On page four shows the amount put into the they are averaging 60 thousand gallons eac'. changes per meter size. The reason we use is made that during this period of time no that enters the house should end up in the EPA of the community that has water meters sewer per meter size. For the winter .period z as an average for a regular 3/4", this amount the winter water consumption is the assumption outside use is being .made, so all the water sewer. This is a recommended method tha t suggest that they use.
