RE: MAYOR SUGGESTS THAT THE COUNCIL GO THROUGH THE SEWER PLANT
Mayor Porter suggested that the council go out to the .new sewer plant and go through
it and look it over. It was decided that they do it on January 20 at 4:00 P. M.
RE: LIABILITY INSURANCE
Mike Jeppesen representing the Association of Idaho Cities, who was planning an bidding
on the liability insurance was present at the meeting. He said he would guarentee that
he could save the city some money, and give more coverage at a lower price. He said they
have about 70 cities in the state under the program. They also have what they call a
eturn premimum program, the way it works is if the insurance company makes a profit on
11 the members of the AIC program, they can return up to 25% of their premimum. Jim Morris
aid that we would compare his bid with some of the local agencies.
Gary Archibald of Archibald Insurance Agency was also at the meeting he said their company
was anxious to cut down his bid price as well as add some coverage to the city. He
had noticed on the bid some things were listed to be covered by insurance that he did
not think was necessary, and some he thought should be added.
Mayor Porter said that when the city received the bids they would study them over.
RE: NEW WATER SUPERINTENDENT
Farrell Davidson introduced the new water superintendent, De Lynn Edstrom.
RE: ALL DEPARTMENTS ARE WORKING WELL TOGETHER
Mayor Porter told the council that Farrell had all the departments working together.
When one department needed more help with snow removal or a water problem, men from
other departments switch over and help that department. The water department had
been taking down the Christmas decorations because th.e street department had been busy.
Gordon Nelson and Louis Sommer from the sanitation and street department was at the
meeting as well as De Lynn Edstrom from the water. department. Mayor said they were doing
a good job.

Mayor Porter presented the newly elected officials their new commettees assignments.

Streets: Morgan Garner, Jim Morris, Nile Boyle
Sanitation: Darlene Blackburn, Glen Pond, Nile Boyle.
Parks & Recreation: Jim Morris, Darlene Blackburn, Morgan Garner
Water & Sewer: Nile Boyle, Sander Larson, Glen Pond
A motion was made by Jim Morris and seconded by Nile Boyle to approve the commettees.
All Aye.
A motion was made by Darlene Blackburn and seconded by Morgan Garner to appoint
Nile Boyle as president of the City Council. All Aye.
A motion was made by Jim Morris and seconded by Nile Boyle to adjourn. All Aye.

January 20, 1982
A meeting of the City Council for the City of Rexburg, Madison County, held January 20,
1982 at the City Hall.

Present were the following:
Mayor: John C. Porter
Councilman: Morgan Garner
Glen Pond

Councilwoman: Darlene Blackburn.

RE: RESOLUTION WITH IDAHO TRANSPORTATION DEPARTMENT WO WIDEN CANAL BRIDGE ON S 5 W
Mayor Porter read a resolution .agreeing to participate in Project M7716(003) with
the Idaho Transportation Department to widen the canal bridge on South 5th West.
A motion was made by Darlene Blackburn and seconded by Nile Boyle to pass the
resolution.. All Aye.
RE: DICK GRIGGS CLAIM DENIED
A motion was made by Nile Boyle and seconded by Darlene Blackburn that the Dick
Griggs claim in the amount of $1301.86 be denied inasmuch as there is no easement
on the property and the orginal agreement expired several years ago. All Aye.
RE: PROBLEMS WITH THE $25.00 METER DEPOSIT
Mayor Porter told the council that a lot of problems have come up with the $25.00
meter deposit .that is required for new water connections. A motion was made by
Nile Boyle that only people renting homes or property be required to pay the deposit:
home owners or people owning the property would not be required to pay the deposit,
and the deposits be refunded to the home owners who have already paid deposits, seconded
by Glen Pond. All Aye.
A motion was made by Morgan Garner to approve an agreement with the Union Pacific
Railroad to widen the crossing at 4th West Street - 48 feet, 2nd South Street - 24 feet,
and 1st South Street - 32 feet. The cost to the city would be $8387 and the work
would be done by the Union Pacific Railroad, seconded by Glen Pond. All Aye.
A motion was made by Darlene Blackburn to adjourn the meeting at the City Hall and
go on a tour of the new sewer plant, seconded by Morgan Garner. All Aye.
