Nile Boyle presented to the City Council a resolution for the City to
borrow $200,000.00 on a Tax Anticipation Note.
A motion was made by Glen Pond, seconded by Jim Morris to borrow the money.

Special City Council Work Meeting

Mayor Porter told the council that after the last meeting and the city borrowed
$200,000 to keep the city going and now as a council they needed to sit down and
look everything over and see where we could cut. The voters gave us the ultimatum.
He had talked to Farrell Davidson, and decided that one way we could save some
money is to put the Water & Sewer Department, Sanitation Department, Street
Department, and the Parks Department under the Works Director instead of having
various Department Heads we would have foremans or supervisors in those departments,
with the understanding that under Farrell`s direction they have to get out and
work just like everyone else. The men in those departments can be shifted around
to the other department if they need to be by doing that we can get by with
fewer employees, and do a good job.
He said the Police Department is spending more money than they should. From 1979
to 1980 their budget was $288,000and now it is $430,000. He handed out a copy
of employees and wages earned by employees. The police have 21 men, eight
patrolman, and 12 officers, they have two secretaries, dispatchers. Because
their budget is the largest, that is the one we need to trim down.

He said that Revenue Sharing money might get cut, and we will loose $10,000 there.
Another thing that is already in the works is a bill to be introduced to the
legislature is they will base the liquor on the amount of sales at the liquor store,
which would cause us to lose between $4000 and $5000.
One the police department, one of the men that are not on patrol have just got to be
laid off. Don Fowler, we have carried him for a long time, the mayor said he had the
record of his absences, he had 18 days vacation, 11 days sick leave, and one thing the
city is going to put a stop to is he put in for 80 hours for compensatory time plus
8 more hours of compensatory time, and Blair okayed it. The other day Blair brought in
letter and wanted to give him a step raise, but the mayor turned it down. He had two
accidents while working for the city and then he broke his leg out cutting wood for
himself.
Nile Boyle said he had had a lot of complaints that the police never walked around
town, to check doors or anything. He said he thought we need to get the police
on foot a little more
The mayor said he told Blair he would have to let someone go, so instead of that
he let a dispatcher go, and then had been letting the police officers work a
dispatch, and we are not saving any money at that because we pay them a lot higher
salary. We have three full time dispatch people, and have Judy Rydalch as a part
time dispatch at $4.00 an hour, but there is Saturday and Sunday with 24 hours a day
and we need more. He suggested that we find four or maybe six Ricks College
students that.could work four hours each, and there are a lot of students up there
that are pretty mature, and they need the work. We could pay them $4.00 and would
not have to pay the police officers to dispatch. The county pays half of the
dispatch, but they won't pay half of the police offiers salary to dispatch.
Jim Morris said he thought we should eliminate comp time period, people should be
able to do their job in eight hours.
Mayor Porter said that the comp time has got out of hand. In talking to various
businesses around town and in their executive people, if they have to work two or
three hours overtime to get their job done, that is what they are suppose to do
because they get more money, in doing that if they have to take a couple of hours
off some afternoon to do business or a special thing, then they let them do that.
To accumulate it and then take a full day off or a full week off they cannot do it.
We have got to put a stop to the whole thing, and he would put out a rule on it.
Jim Morris ask Richard Horner how much the new computor will cost more than we
budgeted this year. He said we had $4300 in the budget that it cost us last year for
the old computor and added on what we thought we would get for the selling of the
old computor. So we should come out even, except for the miscellaneous expenses
on the side that can be off set by saving of time.
Sander Larson ask when Lou Sommer will be retiring, the mayor told him that Lou's
birth certificate was wrong and he wants to wait until he gets it straightened out,
about six months. He also told the council Gary Owens was ready to retire as soon
as we could hire someone else, we will advertise in the paper for the job. Sander
Larson ask about the inspectors and if there was work for them to do and also if
Garald Smith could do plumbing inspections. The mayor told him the inspectors are
usually busy each day with inspections, and Gerald has not been a journeyman long
enough to do inspections. He is certified for emergency, but he has to work under
Ralph Thompson. We have the same thing with Farrell, he does inspections for
Tom Matthews in emergencies.
Jim Morris ask about snow removal this year, to what extent are we going to remove
snow. Mayor Porter told him we need to find the main route to school and past the
churches, and hospital and plow them first and the business district. We also need
to sand the intersections. Jim ask about discontinuing the school crossing guards, th
mayor said if we do need to get the PTA in and tell them it will be their responsi-
bility.
Nile Boyle ask if we should get started on a drive on the swimming pool, the mayor
told him we have already talked to the Swim Team about a drive and they will go
ahead with it. Nile ask if we do lay Don Fowler off if we have to pay unemployment
on him and how much. The mayor told him we would have to pay it at a cost
reimbursement bases. Blair laid off an officer who submitted his resignation

because he could not pass the physical and had worked for the city six or eight
months for the city and then he went over to Caldwell and got a job and worked
for about three months and didn't qualify for unemployment so we have to pay
unemployment on him. The mayor said he thought we needed to get rid of a secretary,
Jim said he thought we needed to hire a full time dispatch because the county
pays half, he would be conserned with hiring college kids, because if they
don't show up for work for some reason, it is hard to fill their shift. The
mayor suggested possibly college students wives are quite responsible, because
they have to earn the living. Sander Larson suggested we go through the intern
program in the Law Enforcement Class or we could work through the college
employment man, Hal Hess, who could find someone for us.
Jim ask how much needed to be cut out of the Police Department. The mayor
said he thought we needed to let one man go and a secretary. After
discussing it, it was decided that they needed to cut $40,000 out of that
department.
Sander Larson ask if there was anyway to pickup $10,000 combined through the
street, sanitation, and water. The mayor said he didn't think we could cut
any of those departments anymore.
The mayor said after studying the budget over he talked to Earl Kemp and he
thinks that we have about $50,000 too much in the sewer because they haven't
started it up yet. By using what we anticipate bringing in and what we
anticipate in spending we are going to pick up what we will make profit wise
$131,700.
The mayor told the council that the State starts their patrolman out as troopevP*-
at $14,365 in six months and then boost them to $15,075. They have four more
merit steps after that and the fellow told him they have never given them
becaude the legislature doesn't appropriate the money so what they have done
is promote them from trooper to corporal and that gives them $15,827 a year
and that is what has them in trouble because the Legislature only
appropriate dedicated funds, and if the money doesn't come in they don't get it.
This year themoney hasn't come in so they have to fire people
One other thing is the fire chief, we will advertise for applications and
then the personel commettee can go over them and decide on someone. We will
let it go along this month with just an assistant chief.
Sander Larson suggested that there are a lot of fireman that are very skilled
from larger cities, that are anxious to get out of larger cities and settle in
smaller cities, if you advertise you might find an exteremely skillful person.
It would also be good to have a review board possibly with one or two outside
people who are from other fire departments, and pay them for their time.
Jim Morris said they were sitting on be bids for police cars, they were higher than
we expected and we are not going to get two cars only one. We are also thinking of
going on a lease purchase plan. The Mayor said the only problem is the city
doesn't get a tax break. Sander Larson ask about going to a smaller car a Rabit
or Honda type.
The council ask the Mayor if he would go talk to the superintendent about
discontinuing the crossing guard or a letter to the school district and the
school board, and they can make a decision which is more important playground
equipment or crossing guards. Sander Laron suggested cutting out the Senior
Citizens bus.
