Porter Councilman: Nile Boyle Glen Pond Jim Morris Morgan Garner Sander Larson Councilwoman: Darlene Blackburn Park reservations were again discussed, adequate fees need to be charged for the ball diamonds and tennis court lights. They are not paying for themselves. Chief, Blair K. Siepert explained the police budget. Copy on file. Councilmen ask him about using motor cycles in the summer and saving the cars for the winter. He was also asked about foot patrol. There was also a discussion on the police hours. Porter Nile Boyle Glen Pond Jim Morris Morgan Garner Sander Larson Councilwoman: Darlene Blackburn Nile Boyle ask the mayor about an overide election. The Mayor said that it was possible, there would have to be a 2/3 vote. Sander Larson suggested the mayor might write an article for the paper which would help by giving the citizens the full picture of how bad the situation is. A motion was made by Nile Boyle and seconded by Darlene Blackburn to raise the Mayor's salary but to leave the councilman's salary the same as it is. All Aye. Mary Smith would be advised to draw up the ordinance. BUDGET MEETING CONTINUED A motion was made by Darlene Blackburn and seconded by Nile Boyle to except the budget as presented with the cuts suggested by the Mayor and Treasurer.' (copy attached) Mayor suggested giving a bonus of $100 to Richard for the excellent work he did on the budget. Council agreed. Present were the following: RE: MINUTES Mayor: John C. Porter Councilman: Nile Boyle Jim Morris Glen Pond Morgan Garner Councilwoman: Also Present: Darlene Blackburn Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, City Treasurer A motion was made by Morgan Garner and seconded by Nile Boyle to approve the minutes. All Aye. RE: DAVENPORT RENTAL PROPERTY ON COLLEGE AVE. Mae Davenport and Betty Davenport were at the meeting. Nile Boyle reported on the rental property on College Ave. owned by Price and Betty Davenport. He and Nile Brown had gone through the old hospital at 118 College Ave. Things were quite minor. The fire escape had been ruined by a very well meaning neighbor, Risa Johnson, who tore some steps off the fire escape so children would not get hurt playing on them. The fire escape has now been repaired. There had been an exposed cable but it has been repaired. In order to reach the fire escape in the upstairs, students would have to go through one room to another to escape. He said he did not think it was out of code. Some of the houses would meet code for houses but not for apartments, but corrections was being made. There was wires that had been put in and not covered, the problem is now being fixed. The outside appearance of the houses had drawn the attention of people. We have trouble when zone 1 is next to another zone. If these houses had not been next to zone 1, people would not have noticed the appearance so much. In comparison to other apartments around town, they are equally as good. The things on the list that was given to the council have either been corrected or will be corrected. 1 n J
