A meeting of the City Council for the City of Rexburg, Madison County, held June 3,
1981, at the City Hall.
Present were the following:
Mayor: John C. Porter
Councilman: Norris Reese
Nile Boyle
Jim Morris
Sander Larson
Morgan Garner
Councilwoman: Darlene Blackburn
Also Present: Mary Smith, City Attorney
Richard Horner, City Treasurer
Rose Bagley, City Clerk
RE: TRADITIONAL MEMORIAL DAY MEETING AT ARMY RESERVE BUILDING
Mayor Porter told the council that on May 30 at the Army Reserve Building there
was a meeting in recognition of the traditional Memorial Day. Four Plaques
were presented, commemorating veterans service. Hugh Johnston representing
World War I had been awarded a plaque and in turn presented it to the city.
Lee Hubbard representing World War II Presented his plaque to the city; he
has lived in Rexburg all of his life and works at the Old Timer Gun Shop.
Hyrum Bush representing the Korean War presented his plaque to the city;
he has lived in Rexburg since 1972, and is an employee of Erickson Pontiac
and is the Commander of the VFW. George Flint representing Vietnam War
presented his plaque to the city; he is presently employed with the City
of Rexburg, he said that he excepted the plaque for the ones who lost their
life from the 116th. The mayor suggested that the city hang these plaques
in the council room if the council agreed. He said that the meeting was
very impressive. Tommy Miyasaki of Sugar City was the main speaker, Col.
Jack McClea, the commander of the 162nd Support Group of Salt Lake spoke, and
Mayor Porter spoke. A scholarship was given to Joan Wilcock a graduate of
Madison High School. The community band also played. A motion was made
by Morgan Garner and seconded by Sander Larson to hang the plaques on the
wall with the names under them. All Aye.
RE: PLANNING BOARD WANT TO HAVE PUBLIC HEARING
The Planning and Zoning Commission want to have a Public Hearing for the
Trailer Overlay before they start the study on where people can set trailers.
The Mayor said as he checked over the map, there are some blocks people won't
want trailers and there are some blocks that people won't care. At the
meeting everyone can come and give their ideas. This would be an information
meeting not to decide anything permanent. The date set for the hearing was
set for June 17, it will be publicized so we can get people there and get
their ideas.
RE: PETITION FROM PEOPLE AT REXBURG HEIGHTS TO BE ANNEXED TO THE CITY
Mayor Porter showed the council a petition from the people at Rexburg Heights
to be annexed to the city. Only people owning four lots haven't signed it.
The Mayor said that he thought at the next meeting the council should decide
whether or not to annex them.
RE: GOVERNOR EVANS TO BE IN TOWN JUNE 16 FOR CAPITAL FOR A DAY
The Mayor told the council that Governor Evans will be in town on June 16 for
"'Capi.tal,,Fot.,A Day''.,, A representative from the Governor's office was in
the City Hall to discuss his visit. He said that he and Earl Kemp was going
to take him around the city and show him the different projects that need to
be done so we maybe can get him to help get money for these projects
especially the sewer improvements that we have discussed previously. He asked
the council to read the schedule that each one had in their packet of his
schedule and to encourage people to attend the public meeting and discuss the
problems that need to have attention.
RE: LETTER FROM EPA — COMMERCIAL USE OF THE LAGOONS
Mayor Porter told the council that he had received a letter from EPA,
telling us that we have to check on five things on the commercial use of
the lagoons. If we don't comply they won't give us the money for the
Sewage System. He said that he called Seattle and explained that we
are in the process of building the new Sewage Plant. He had also talked
to Grover Portee, the man that wrote the letter, he said that they
have waved the things mentioned in the letter, but we will have to
make a survey of the businesses to see how much and what they are
putting in the sewer. Mr. Portee said that they have discovered that
the survey that was done was way out of line. They decided that the
firm that had contracted doing the survey had just gone through the
yellow pages. They will send some people in and pay Earl Kemp to go
around with them and make a survey. We have to have it done by August,
in the mean time they said not to worry.
RE: BID OPENING FOR THE PARKING LOT PROJECT

RE: FINISHING OF THE MEDIA ON EAST MAIN

Civic Club called and they are ready to start planting the flowers.
RE: EARL KEMP REPORTED ON NEW GOLF COURSE
Earl Kemp reported on the new Golf Course. The front 9 will open
Saturday. The back 9 will open as soon as it drys up so they can put
roundup on it and get it planted. Mayor Porter said that it isn't the
city's problem but he thinks they should fix it so the sub doesn't
come up on the fairways.
RE: COMPLAINTS ON TWO HOUR PARKING
Darlene Blackburn told the council that she has gotten a lot of complaints
on the two hour parking. It isn't long enough for people to do what they
need to do down town, many people complain that if the city doesn't
change the parking to longer they will start shopping at the mall.
Mayor Porter said that he had given the Telephone Company permission to
park a trailer for demonstration purpose in the parking lot. The Mayor
said that the main concern on the parking lots is to keep the employees
out of them. He suggested that the city let people park all day in the lots
for a $5.00 or $10.00 fee and give them a sticker for the car. Parking
for Handicapped was discussed. Jim Morris suggested that they come in
the City Hall and make application and get a sticker to park in any of
the parking lots all day if they are employed in Rexburg. This would not
mean parking in the designated Handicapped parking places, but in any of
the parking places, no decision was made. A motion was made by Nile Boyle
and seconded by Jim Morris to change the parking in all city owned parking
lots to three hours instead of two hours. All Aye.
RE: COMPLAINTS ABOUT PARKING AT DAVENPORT HOUSING ON COLLEGE AVE.
Darlene Blackburn said that she had some complaints about the parking
at Davenports housing on College Ave. Mayor Porter said that they have
talked to him about it and he said that they have enough room in back
to put a cement slab for parking. Mr. Davenport suggested that the city
allow three students in a room in a R2 zone, he was told he would have to
get a variance. The mayor had talked to Bob Smith, from the Collegy he
was inclined to think that we should allow:
2 students in a room in R1
3 students in a room in R2
4 students in a room in R3
He said he was inclined to go along with that. Jim Morris said that he
thought we should go stricktly by ordinance.
Sander Larson was concerned about getting too many in a room. We still
need to have certain minimum square footage per person, this would also
be helpful for safety reasons.
Sander Larson was ask to get a copy of college regulations from Bob Smith, and
then possibly a further study could be done and special rules spelled out
on student housin mh' 1d d sanitary conditions.

RE: SURVEY OF THE UNKEPT VACANT LOTS
The Planning & Zoning have ask if the city would survey the un -kept vacant
lots and make sure they are cleaned up. The police have given the City
Clerk a list and letters will be sent out telling people to clean up the
lots or the city will do it and charge the people.
RE: EMPLOYEE MEDICAL INSURANCE HAS TAKEN A RAISE
Mayor Porter told the council that the employee medical insurance which is
through Blue Cross has taken a raise. Sander Larson told the council that
he had checked, and all insurances have taken a jump in premium. He said
that he understood that the employees have had good luck with Blue Cross,
and that sometimes you can get insurance cheaper but when it comes to paying
claims you run into problems. He suggested that the city keep the insurance
as is with a different percentage on the amount the city pays and the
amount the employee pays. His suggestion was:
Single - City pays 80% and the employee pays 20%
Two Party - City pays 75% and the employee pays 25%
Family - City pays 75% and the employee pays 25%
Mayor Porter said he thought that was a good idea and that the city should
stay with that percentage even when the rates increase.
A motion was made by Morgan Garner and seconded by Nile Boyle for the city
to go on the percentage that was suggested by Sander Larson. All Aye.
Mayor Porter suggested that some cities let the elected officials and
inspectors be on the medical insurance. He thought it would be a good idea
if we let our elected officials and inspectors on our medical insurance.
A motion was made by Norris Reese and seconded by Nile Boyle to let the
elected officials and inspectors, or anyone that was working on a permanent
basis not hourly employees on the medical insurance. All Aye.
RE: ART HUBSCHER PLUMBING BILL
Mayor Porter said that on April 22, Art Hubscher had a stoppage in the
sewer line. He had hired United Plumbing; they had found that the stoppage
was in the city line. He wants us to pay $50.40 for the repair bill. A
motion was made by Morgan Garner and seconded by Nile Boyle to pay him
$50.40. All Aye.

Mayor Porter read a thank you note from Leslie Crider.

A motion was made by Jim Morris and seconded by Morgan Garner to pay the
bills. All Aye.
