Box 97 Rigby, ID 83442 (/ Subject: Urban FAM Syst Rexburg, Idaho Dear Jerry: 74021 We have reviewed the changes of the FAM system for the City of Rexburg proposed by the planning section in Boise. Following is a list of modifications that we request be considered by you and the Division of Highways. We have enclosed a recent map of the City of Rexburg showing the proposed revisions. 1. A portion of the City limits have recently been extended south to Erickson Dugway Road. (13th South). Rexburg is in a state of growth and this growth is developing to the south. We request the urban boundary be extended to at least the north right-of-way line of the Erickson Dugway Road. 2. Seventh South should be deleted as a collector. From recent hearings and discussions with Ricks College, it has been decided by the City Council that no road will go through nicks College property. From the South Rexburg Arterial Assessment, it has been determined the various alternatives for an East-West Arterial have been limited to Alternative #4 or Alternative #5. ox, MPF STATE OF IDAHO REXBURG. Alternative #4 will follow the Ninth South Alignment from U.S. 20 to Mill Hollow Road. Alternative 7#5 would tie into the new spur from U. S. 20 on llth South then would proceed east on a curvilinear alignment over to Ninth South and then east on the same alignment as Alternate #4 to Mill Hollow Road. 3. FAM -7706 as a collector from Fifth West to U.S. 20 should be deleted. This alignment goes through the Louisiana-Pacific timber storage yard and sawmill and it is not feasible to construct. 4. FAM -7716 on Fifth West should be retained to the county .fairgrounds then extended to the south to Erickson Dugway Road as a collector. Sometime in the future 5th West may be extended north across the Teton River for access to northern portions of Rexburg. This is shown as a proposed collector on the map. W 5. Second West should be extended as a collector from Fourth South to the Erickson Dugway Road. 6. Second East listed as FAM -7796 as a minor arterial should extend from Main Street to"Erickson Dugway Road. 7. Mill Hollow Road should be listed as a collector from Erickson Dugway Road to Second South and then West on Second South to Second East. 8. The Barney Dairy Road in the northern portion of Rexburg is a new street which is proposed for construction within the next six months. It is shown on the map and should be listed as a col- lector with the future alignment shown as proposed. 9. All Aye. RE: ORDINANCE # 631 A motion was made by Morgan Garner and seconded by Jim Morris to introduce Ordinance #631. This being the Assessment roll for LID #24. City Attorney read the ordinance. Ordinance #631 AN ORDINANCE CONFIRMING THE ASSESSMENT ROLL, AS CORRECTED, FOR LOCAL IMPROVE- MENT DISTRICT NO. 24 IN REXBURG, IDAHO, FOR THE PURPOSE OF CAUSING CERTAIN STREETS AND ALLEYS AND PARTS THEREOF WITHIN THE CORPORATE LIMITS OF SAID CITY TO BE GRADED, RE -GRADED, GRAVELED, PAVED, RE -PAVED AND OTHERWISE IMPROVE CERTAIN STREETS WITHIN THE DISTRICT AND TO CONSTRUCT AND RECONSTRUCT CURBS, GUTTERS, DRAINAGE FACILITIES, SEWERS, AND OTHER WORK INCIDENTAL TO ALL OF THE FOREGOING IMPROVEMENTS WITHIN SAID DISTRICT, ORDERING ASSESSMENTS TO BE MADE IN ACCORDANCE WITH THE ASSESSMENT ROLL AND PRESCRIBING DETAILS CONCERN- ING SAID ASSESSMENTS, REPEALING ALL ORDINANCE OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, AND DECLARING AN EMERCENCY. (ordinance passage in LID proceedings) Council discussed the interest rate to be charged for LID #24, Mayor Porter said that it should be at least 9%. A motion was made by Nile Boyle to set the interest rate after he gets some professional advise, seconded by Jim Morris. All Aye. RE: FEDERAL MONEY FOR LIDS Mayor Porter told the council that from now on we won't be getting any Federal money to help on the paving for LIDs. People will have to pay the whole thing. Richard Horner told the council that we have already recieved $25,302.50 from Madison County on LID 24. RE: BILLS A motion was made by Jim Morris and seconded by Morgan Garner to pay the bills. Porter C RE: ADOPT A GRANDPARENT PROGRAM Mayor Porter said there was a group of college students that live in the Sunrise Student Housing that are developing an Adopt a Grandparent Program. They are planning to raise funds for this, by having a clothes drive and hang cloths up in Smith Park. The mayor had given them permission to use the lights in the park to string a line for the clothes. They want to make a record of the Longest Clothes Line in History. RE: SANDER LARSEN RESIGNATION FROM PLANNING BOARD Sander Larson told the council that he would like to announce to the council that he had fulfilled his six months on the Planning Board and would like to submit his resignation. Mayor Porter thanked him for his service on the Planning Board and told the council that a new appointment would be made at the next council meeting. Porter City Clerk se Bagley MINUTES OF THE CITY COUNCIL MEETING February 18, 1981 STATE OF IDAHO) COUNTY OF MADISON( CITY OF REXBURG) A meeting of the City Council for the City of Rexburg, Madison, County, held February 18, 1981, at the City Hall. Present were the following: Mayor: John C. Porter Councilman: Norris Reese Jim Morris Nile Boyle Morgan Garner Sander Larson Also Present: Mary Smith, City Attorney Rose Bagley, City Clerk Richard Horner, City Treasurer RE: MINUTES A motion was made by Sander Larson and seconded by Jim Morris to approve the minutes. All Aye. 7 RE: STOP SIGNS The Council discussed requests for stop signs. Norris Reese said that he had had some requests for a four-way stop at the corner of Center and First North by the Library. Mayor Porter told him that we have had this request before and have had the police run acheck on it. We need to have a through street in Rexburg, this street is a State Hiway Alternate. A motion was made by Norris Reese and seconded by Nile Boyle to put a Yield Sign on Aries going onto Park Street, and to put stop signs at the exits of all alleys and parking lots. All Aye. RE: STREET LIGHTS Jim Morris said that he needed more time on the street lights. RE: PLANNING BOARD MEMBER Mayor Porter told the council that Darlene Blackburn had volunteered to be on the Planning Board. RE: PROBLEMS WITH GARBAGE DUMPSTERS Mayor Porter told the council that we have been having a problem with people that work in town bringing garbage in town and dumping it in garbage dumpsters that belong to businesses. Some people even bring pickup loads of garabage in to dump, and some are dumping hot ashes which start fires. The fire depart- ment have had to be called several times. The bins get scorched and the city has to bring the bins into the city shop to paint them and fix them. Gordon Nelson, who is over the sanitation department, would like us to put up signs, fining people $300 for putting hot ashes in dumpsters. People are parking in front of the dumpsters and making it impossible for the dumpsters to be dumped. Mayor Porter suggested that now they have radios, that they call the police and have the cars ticketed. A motion was made by Nile Boyle and seconded by Sander Larson to proceed putting up signs on dumpsters fining people $300 for dumping hot ashes in dumpsters, and also No Parking in front of Dumpsters. All Aye. Richard Horner brought to the attention of the council that the rates for sumping dumpsters has not been changed for a long time. The sanitation committee will look over the rates to see if they need to be increased. RE: UNEMPLOYMENT INSURANCE Mayor Porter discussed with the council Unemployment Insurance. Each time an employee applies for unemployment, the city has to fill out a form to determine the eligibility. We are paying to unemployment this quarter, $6602.21. The Association of Idaho Cities have an agreement with Gibbons Company, they handle each case and do the paper work and fill out the determ- inations for unemployment eligibility. The cost would be $150.00 per year. A motion was made by Jim Morris and seconded by Nile Boyle to subscribe to the Policy. RE: CANAL LIBILITY INSURANCE Mayor Porter told the council that he met with the Fremont Madison Irrigation District. A man from Boise was there trying to sell everyone Canal Libility Insurance. Mayor Porter said he thought our insurance would cover it. A number of law suits have brought to the attention of those concerned a possible liability if a bank breads and floods a field, or if we de -moss the canal and chemicals .get on someones field, or if someone drowns, we are liable. There insurance will cost lOG an acre, we have 900 acres. No decision was made. RE: LID # 25 City Attorney read a Resolution of Intention to Establish LID #25 and a Public Hearing to be held, March 11 at 8:00 P.M. (copy of resolution to G�
