Present were the following: Mayor: Councilman Councilwoman Also Present: RE: BOY SCOUTS ATTENDED MEETING John C. Porter Jim Morris Nile Boyle Norris Reese Sander Larson Morgan Garner Darlene Blackburn Mary Smith; City Attorney Rose Bagley, City Clerk A group of Boy Scouts and their leader, Bill Christensen, were at the meeting. Mr. Christensen told the council that the scouts all over the nation were reporting to City Council meetings and that this group of scouts would like to report to the Rexburg City Council. Cory Foster representing the Cub Scouts gave his report on the things they had done during the year and presented the Mayor with a Scout Coin. Jeff Whatcott representing the Scouts gave a report and presented the Mayor with a tie tack. Val Ricks representing the Varsity Scouts gave his report to the Council. Brian Stanton representing the Explorer Scouts told of their projects during the year. Mayor Porter thanked the scouts and told them that the City appreciated the projects that the scouts had done for the city. In the past the scouts had done projects in the City Parks, erected signs at the Smith Park, built dugouts that were destroyed in the flood, planted flowers in the flower beds along main street, painted the Steam Engine and many other things. RE: TRAILER PARKING IN THE CITY Mayor Porter discussed the trailer parking in the city. The City has a Trailer Ordinance which requires no trailers to be parked except in trailer parks. Two years ago Arlo Nelson did a study of Rexburg, his study showed that there are some areas in Rexburg where lots could have trailer houses on them. This would be called an over -lay zone. In some areas there are trailers because after the;fiood and since then permission has been given to put a trailer on a lot for one year, and we have not followed up to make sure they were moved at the end of the year. There are areas in R2 and R3 that trailers could be put if the person owns the lot. Nile Boyle suggested that this be turned over to the Planning and Zoning Committee for further study. I RE: SEWAGE TREATMENT PLANT BIDS Mayor Porter said that the Army Engineers had called and said that it was okay to go ahead on the Sewage Treatment Plant with the low bidders. The bids would be awarded for the five schedules to the low bidders that was discussed at a prior meeting. Earl Kemp said that they anticipated starting construction in about two weeks. RE: COMPLETE SEWER MAP OF REXBURG Earl Kemp showed a complete sewer map of Rexburg, that is something that the City has never had before. This will help with the process of monitoring the flow in the City and will help measure the flow. The study had indicated three critical areas in the City (1) 1st West and College Ave, (2) behind 4th east by Smith Park, (3) on Second South near the mens dorms. Earl Kemp said that he talked to EPA, and they will participate with us on this. Mayor Porter told the council that we should agree to go ahead with the study and ask for 90% grant to enlarge lines and put new lines in where they are needed. We can use TEDRO money for our share. The computor study of lines will be funded by TEDRO. The mayor said it would be to our advantage to approve this while we are doing the Sewage Treatment Plant. We would also need some new manholes. In some areas where the 8" line is not adequate we may need to go to a 12" or a 14". A motion was made by Nile Boyle and seconded by Jim Morris to go ahead with the study and as the problems areas are found fix them and apply to EPA for their partici- pation. All Aye. RE: EARL KEMP SHOWED THE COUNCIL A WATER MAP OF THE CITY. Earl Kemp also showed the council a water map of the City. It is divided into three zones. We also now have a valve book. Mayor Porter said that some of the shut off valves are a foot under ground. He said that he had read about a magnetic marker used to locate valves, that we should probably get; something needs to be done to have some kind of a way to find the valves. We should bring all the valves up to the surface, so if there is a line break we will be able to turn the line off before a lot of damage is done. Earl Kemp told the council that they have an electronic system to hook on the waterlines and trace them to the valves. They would be glad to let the city use it. Mayor Porter suggested that we have the people that still have low pressure call the City Hall and we will let Forsgren Perkins know and they can go out and make a study. We have a lot of 1" and 2" lines in the city and we need to pin point them. Some people have plumbing problems in their own homes. RE: BARNEY DAIRY ROAD Earl Kemp told the council that we now have the Barney Dairy road on the new City Street map. RE: BEER LICENSE Mayor Porter read an application for sale of retail beer, bottled and canned, not to be consumed on the premises for Mighty Mite. A motion was made by Jim Morris to issue the beer license and seconded by Nile Boyle. All Aye. RE: ONE WAY TRAFFIC SIGN$ Mayor Porter told the council that the One Way Traffic signs for the alleys have arrived and will be put up next week. The signs for the parking lots have not arrived, these lots will have to be policed when the signs are put up. Jim Morris suggested that possibly the Parking lot across from the Holiday Theatre could be used for employee all day parking during the daytime only. Mayor Porter said if we.did this we would have to charge a parking fee, this could be worked out later. Nile Boyle said that when the Public Hearing is held this would probably be discussed. RE: STREET LIGHTS Jim Morris reported that he and Mr. Johnson from Utah Power & Light have gone around checking the areas that need street lights. Mayor Porter said that since the last council meeting he had had a lot of calls from people wanting street lights in their area. There are areas in the city that have too much light and some areas that don't have enough. Jim Morris said that when they have finished with the survey they will type up a recommendation as to where they would recommend putting lights and where they would recommend taking lights out. If any of the councilman have any input they should let him know so they can feed them in. The mayor said that the council needs to make a decision on the lights within the next 30 days. RE: ADOPT A GRANDPARENT PROGRAM Mayor Porter said there was a group of college students that live in the Sunrise Student Housing that are developing an Adopt a Grandparent Program. They are planning to raise funds for this, by having a clothes drive and hang cloths up in Smith Park. The mayor had given them permission to use the lights in the park to string a line for the clothes. They want to make a record of the Longest Clothes Line in History. RE: SANDER LARSEN RESIGNATION FROM PLANNING BOARD Sander Larson told the council that he would like to announce to the council that he had fulfilled his six months on the Planning Board and would like to submit his resignation. Mayor Porter thanked him for his service on the Planning Board and told the council that a new appointment would be made at the next council meeting.
