SPECIAL LID 24 PUBLIC HEARING

A special Public Hearing for LID 24 for the City council was held September 10, 1980
at the City Hall.

Mayor Porter told the council that the city would be able to enlarge the EPA grant and use
matching funds with the TEDRO money to enlarge sewer lines next year.
RE: GERALD JEPPESEN — CONCERN ABOUT DRAINAGE ON 4th South and 4th West
Gerald Jeppesen was at the meeting, he said that he had been talking to Harold Nielson who
had been concerned about why the city had made him pay for curbs and streets. Mr.
Gerald Jeppesen said that he was concerned about the financial burden that the LID
would put on him. Mr. Jeppesen and his wife were also concerned about the drainage on 4th
South and 4th West. They felt that if the curb was put in they would have more flood
problems than before. They wanted to know why the city couldn't just oil the street
and not put curb in. They do not object to the street. Mayor Porter said that if they
put in a good street they had to put in curb. The Mayor said that we would not be able
to put in curb along the canel, because it would make it too narrow. We will need to
level off the canal bank.
RE: BUD HUNZIKER MET WITH COUNCIL ABOUT BARE AVE.
Bud Hunziker told the council that he didn't like the street that was put in at Bare
Ave. Mayor Porter said that was put in by the contractor and the city was aware that
the street was not put in correct and are trying to correct it. Earl Kemp assured Mr,
Jeppesen that the drainage problem had been corre c ted with the lines that had been prat
in down town and with the line at the college. If it is not corrected we have put money
aside to use for a lift pump in that area.
Bud Hunziker also questioned the sewer line that had been put in going past his house,
and why it wasn't put in deep enough to accomadate the basements.
RE: PROTEST FROM PEOPLE ON 4th West and lst North
There was a protest from the people on 4th West and lst North. Mayor Porter said there
was no problem, we would take it off the LID if they did not want it on. A motion
wa&ade by Nile Boyle and seconded by Morgan Garner to exempt from the LID from Main
Street to lst North, where Salem Ave. is. All Aye. (official minutes recorded by

RE: STREETS IN THE ORGINAL TOWNSITE
Nile Boyle explained to Mr. Jeppesen that with regard to Mr. Harold Nielsen's property,
any street in the orginal townsite, the city has to oil. If the street has been oiled
previously the city will go in and re -surface it.
In 1950 the City passed a General Obligation Bond to pave the streets in the original
townsite and the citizens helped pay for it. The Council went on record that anyone
in the Original Townsite would get their streets paved..
Bud Hunziker ask if the streets would be torn up all winter. John Millar told him that
we would not start on them unless we can finish them this fall.

RE: LOW BID FOR THE PARKING LOTS
mayor,Porter.told the council that Ards Excavating had got the low bid for the Parking
Lots in -the amount of $72,411. A motion was made by Norris Reese and seconded by Nile
Boyle to except the bid. All Aye.
RE: WATER STUDY
Mayor Porter told the council that they had started on the water study. The girls in the
office are going over every meter read, so that when they do the study they can tell
what needs to be changed.
RE: MEETING WITH ALL DEPARTMENT HEADS.
Mayor Porter reported that we had a meeting with all department heads. He had told th
that on all large items and quantity items would have to be bid out. All parts fittings,
and tires would have to be bid out. Emergencies would be different. The department heads
are going to cut down on their gas usage by 5%. We are re -bidding the gas now.
RE: SALARY SHEETS ALSO REGULATIONS ON CONVENTIONS.
Richard Horner is making a salary sheet. We also need to set up some rules and regulations
on conventions. Two days is long enough to go to conventions. Any out of state conventions
should get council approval.
RE: AUDIT BIDS
Norris Reese said that he had gotten a letter fro Joe Call, and Bob DaBell had called
him. They are worried. We are going to get two other bids on the audit and compare.
RE: BILL FROM EARLY BIRD SPRINKLERS
Discussion on the bill from Early Bird Sprinklers. Earl Kemp had checked it over and
circled what pertained to our contract. Mayor Porter was going to check with Archibalds.
RE: REPAIROF CITY HALL ROOF
Mayor Porter said that the insurance company had allowed us $1500 to repair the city
hall roof.
MEDIA BY PETERSONS
John Millar reported that they had a meeting with H & K. They are going to re -do one
block of the media by Petersons. The cost of putting top soil in and reseeding the
media by Peterson's and the new sprinkling system. The total thing would cost $8774,
H & K will have to spend $3000 anyway to put things back the way they were, and the
cost to the city will be $5474 extra if we put the sprinkling system in and put top s=oil
and re -seed it. A motion was made by Norris Reese and seconded by Mim Morris to do tii.s.
RE: GOLF COURSE CLUB HOUSE
Earl Kemp said that the state had appraised the new Golf Course Club House at $190,000.
RE: CANAL BY CHAPPLES
Mayor Porter said that we have another problem with the canal by Chapples.
RE PROBLEM AT CHARLES SMITH'S
Earl Kemp ask about the problem at Charles Smith's. Earl was in the city hall the other
day when Mr. Smith came in very irritated about the problem. Earl said that he called
the State Highway Department about the problem and they told him that the city had
to maintain the storm sewer. A motion was made by Morgan Garner and seconded by
Darlene Blackburn that the city put a catch basin in on a 75% cost for the city and a25%
cost for Mr. Smith. All Aye.
SCORE BOARD AT THE HIGH SCHOOL FOOTBALL FIELD
Nile Boyle said that the score board at the High School football field won't work. They
want to get the old score board at Porter Park and use it.
RE: WINTER RECREATION PROGRAM
Nile Boyle said that he had had a meeting with Roscoe Orton about the recreation. They
had decided to cut out the city's participation in the basketball, wrestling, football,
and baseball. The only thing that the city would participate in during the winter is the
ice skating. The council agreed.
