The Mayor told the council that the police had gone around the city and surveyed
any hazard areas that needed to be corrected. The City would need to check each
one out to find out who the property owners were and write them a letter. ( list
attached )
RE: DEBRIS ON VACANT LOTS
Mayor Porter told the council that he and Jim Morris had briven aroung town and
noticed that there is a lot of old cars and machinery on residential lots in the
city. This distracts to the appearance of the city. He said that he would have
the police make a survey and list of these. Then the city could write a letter
to the owners or have them impounded if the owners could not he located. Then
if the owners did not haul them away the city would and charge the people.
RE: MAIL BOX REGULATIONS
The Mayor discussed mail box regulations. He said that he had talked to the post
office, and they had a rule that in some areas they would not deliver mail if
the mail box was not on the curb. In some areas people have put the mailboxes back
on the sidewalk making it necessary for the mailman to drive on the sidewalk to
deliver the mail. The post office suggested that the city pass an ordinance speci-
fying how the mail box should be put in front of the house. Mary Smith was in-
structed to draw up the ordinance.
RE: NEW FLAG POLE FOR KIWANIS CLUB
Nile Boyle said that he had a protest from Mr. & Mrs. Terrel Arnold and Mr. & Mrs.
Frank Thompson asking the city to not let the Kiwanis Club put a flad up on the
East end of Main Street by their houses. (copy attached). They protested that
the ropes on the flag and the flag itself would make an undesirable noise. Nile
explained that the Kiwanis Club was going to put a permanent flag up which would
be lighted. A power line would be ran directly to the flag. The council said
that they thought the Kiwanis Club should go ahead with the flag at the location
using all precautions to keep the noise down.
RE: BILLS
A motion was made by Jim Morris to approve the bills and seconded by Darlene Black-
burn. All Aye.
RE: ADJOURNMENT
A motion was made by Morgan Garner and seconded by Norris Reese to adjourn. All
Aye.

A special work meeting of the City of Rexburg, Madison County, held May 28, 1980,
at the City Hall.
Present were the following:

RE: DISCUSSION OF THE VARIOUS PROJECTS
Earl Kemp of Forsgren Perkins was present to discuss the various projects. He
first discussed the new Sewage Treatment Plant. We presently have four cells at
the lagoons. With the new system they would be divided so there would be five
cells. The aeration would add oxygen to the system. He discussed the different
aeration systems and the difference in the maintenance in each. He recommended
the Static Tube System, because of the maintenance and cost. This system would
have three 150 horse power motors. They anticipate using only two and have one
for a back-up. There would be three buildings one for office, shower, and storage
room. The aeration system keeps the sewer mixed and the smell down unless it goes
septic. Earl Kemp said that the city would keep spare parts for the motors and
other things. It will be built so we could lower any cell at anytime if needed.
The Static Tube is $200,000 cheaper, the maintenance is easier, cheaper, and
lowest on power demand of any of the other systems.
RE: CONTRACT TO DEE ARD AND H & K
Earl Kemp told the ocuncil that the contract to Dee Ard and H & K committed all
but $200,000 of the Storm Sewer Money. We will not get $70,000 of the money
until next year from Ricks College. There is an advantage for the City to bid
out that amount right away. He told the council that we need to decide the pri-
orities. Mayor Porter ask if the city could buy a sump pump right away with EDA
funds. Earl Kemp gave estimates on strom sewers at Ricks Wade, 5th South, lift
pump. He also said that something needed to be done with the problem where the
canel overflows.
RE: PETITIONS ON LID
Mayor Porter said that he had petitions on the LID. The only one that he did
not have is the one by the Fair Grounds. We need to get the Title Company to get
the property discriptions. Earl Kemp said that the streets needing to be done
was 4th West, 2nd South from the Canal down 5th West. He ask about building the
bridge on 3rd East. The Mayor said that we need to do the streets where people
are now living first. Earl ask if they wanted to overlay Main Street to lst
East where it is torn up. The council told him that they did. Earl also ask
about making a street from 350 South to Millhollow. The council said taht we
would have to do the priorities and do the streets that are falling apart and
then see if we have enough money before we make other commitments.
RE: EASEMENT FROM DARRELL NEVILLE
Mr. Kemp told the Mayor that we still don't have an easement from Darrell Neville.
RE: OVERLAYS AND SEAL COATS
Discussion on the needed overlays and seal coats.
RE: MR. KEMP LIST OF STREETS, STORM SEWERS TO BE DONE
Nile Boyle ask Mr. Kemp if he would get a list of streets, storm sewers to be done
and the estimates for the next council meeting.
RE: BOND ELECTION
Mayor Porter told the council that the Bond Election would be scheduled for July
29.
