HomeMy WebLinkAbout1980.03.19 CITY COUNCIL MINUTESRE: ADJOURNMENT Morgan Garner moved that the meeting be adjourned, seconded by Darlene Blackburn, All Aye. j" City Clerk 15� MINUTES OF THE CITY COUNCIL MEETING MARCH 19, 1980 State of Idaho) County od Madison(SS City of Rexburg) A meeting of the City Council for the City of Rexburg, Madison County, held March 19, 1980, at City Hall Present were the following Acting Mayor: Nile Boyle Councilman: Morgan Garner Jim Morris Sander Larson Councilwoman: Darlene Bleck- urn Also Present: Rose Bagley City Clerk RE: MINUTES APPROVED A motion was made by Darlene Blackburn and seconded by Sander Sarson to approve the minutes. IRE: EASEMENT THROUGF KENNETH BLUNCK PROPERTY DISCUSSED Kenneth Blunck was present to discuss the easement through his property for the Storm Sewer. Earl Kemp explained that they would like to obtain an easement from him. They would also need to have one from the Manwar- ings and one from Seth Wood. If they did not obtain these easements they would have to take the alternate route and go down main street. If they went down main street they would have to tear up the parking lane of the street. Mr. Kemp told him that the pipe for the storm sewer would be 36" and would require a 10' easement. If the sewer line went through Mr. Blunck's property Nile Boyle told him that a time limit would be set as to when it would be started and finished.. Mr. Kemp told him that if they did acquire the easement from him and put the line through his property it would limit what he could build on the portion of the property. Mr. Blunck said that he would not give them an easement through his property he would only sell it to them. Nile Boyle ask him if he would go home and think about it and they would contact him later. RE EARL KEMP ASK FOR APPROVAL TO ADVERTISE BIDS ON MAJOR PORTION OF SEWER Earl kemp ask the council to give their aporoval for him to advertise for bids to have a bid opening on April 11 for the major portion of the storm sewer, some work will still have to be done. A motion was made by Jim Morris and seconded by Darlene Blackburn to hold a bid opening on April 11 for the major portion of the sotrm sewers. All Aye. RE: EARL KEMP REPORTED ON THE ELEVETATED WATER TANK Earl Kemp reported on the elevated water tank. When they first was plann- ing the tank they found rock down seven feet, when they ran further tests they found a sediment layer under that layer of rock. When Charles Zollinger dug down he found that to hit solid rock they would have to go down 11 feet. Earl Kemp recommended that the city issue a change order allowing them to increase the height of the pedestal 4 feet to keep the tank at its original height. The change would cost an additional $1000. A motion was made by Morgan Garner and seconded by Jim Morris to issue a change order. All Aye. /to RE: KENT MARLER WAS AT MEETING WITH HIS CLASS TO OBSERVE - REPORT ON GOLF COURSE Kent marler was at the meeting with his class to observe. Mr. Marler did report on the new golf course.. Marlor said that the joint agreement for the city and county authorizing the golf course board is being drafted and will be presented at a further meeting. He also reported on the grant for the building. He said that they had ordered trees which would be here in about 3 weeks. He told them that they had started working to get the river diked. Earl Kemp reported the dikes will prevent most of the spring flooding, but said there will be areas of the course that will be under water during high flooding. The flooding will not damage the golf course as long as the water does not flow across the property. Mr. Marler told them that they are preparing specs for the bids on equipment. RE: DITCH TO BE CLOSED WHEN NEW SORM SEWER CONSTRUCTED When the new storm sewer is constructed approximately 8 to 9 feet of ditch would need to be closed. The ditch is no longer needed from the border of Ricks College on 2nd South going north to where the canal will be re- lined for construction of the Barney Dairy Road. Earl Kemp ask the council to have Mary look into the legal allocations of closing that part of the ditch. RE: PETITION PRESENTED TO ALLOW GORDON MEREDITH DAY CARE CENTER ON N. 3rd W. Nile Boyle presented a petition that had been circulated to allow Gordon Meredith to operate a day care center in a double wide trailer court on North 3rd West. All the neighbors had signed the petition with the ex- ception of two who could not be found at home. All the people thought it would be an improvement. Morgan Garner moved that he be given a variance for one year and that he should come in each year and re -new it. Seconded by Darlene Blackburn. All Aye. RE: MORGAN GARNER REPORTED HE HAD MADE A LIST OF ALL STREETS TO BE FIXED WITH TEDRO MONEY Morgan Garner reported that they had checked all the streets that neede to be fixed with the TEDRO money. He had made up a list. They would have to determine how much money they had to spend and determine the priorities. We would need to go over the list of commitments, to make sure they are not missed. Mr. Garner ask the city clerk to check to see if North 4th W. going along the canal is a street in the original town site. RE: PROGRESS OF BARNEY DAIRY ROAD Earl Kemp reported on the progress of the Barney Dairy Road. RE: AUDIT TO BE PRESENTED AT NEXT COUNCIL MEETING Sander Larson reported that the audit would be presented at the next council meeting. RE: BILLS It was moved by Darlene Blackburn and seconded by Jim Morris that the bills be paid. All Aye. RE: ADJOURNMENT It was moved by Jim Morris and seconded by Sander Larson to adjourn. All Aye.
