A meeting of the City Council for the City of Rexburg, Madison County, held December 19,
1979, at the City Hall.
Presiding was President of the Council: Barton Jensen

Mary Smith, City Attorney
RE: CITY ATTORNEY TO PREPARE ORDINANCE RO ANNEX AIRPORT, GOLF COURSE ,CITY SHOP & DUMP
The Council instructed City Attorney, Mary Smith to get the legal discriptions and
prepare the ordinances to annex the airport, golf course, and the city shop and
dump property.
RE: DISCUSSED NEW OFF STREET PARKING
The council discussed the new off street parking, and the property in question. Mary
Smith said she had talked to most of the property owners and told them the appraisal
prices. She also told them that because we had a limited amount of funds, we might
not be able to pay them that much.
RE: JIM BARRETT AND VAL DIETRICH AT MEETING TO DISCUSS SELLING PROPERTY TO CITY
Jim Barrett and Val Dietrich was at the meeting to discuss selling their property
to the City. Galy Loynd had made an appraisal of the property for the City which was
$61,500. Jim Barrett and Val Dietrich had an appraisal done by Reed Larson for
$71,200. Mary Smith told the council that if their was two appraisals, legally the
city would be committed to the lower appraisal. The council ask Barrett and Dietrich
what they would except. They said that they would except $65,000, and have the City
pay the LID against it. Mary told them that they would have to pay for the title
insurance. Barrett and Dietrich was told by the council that the committee would
meet tomorrow about 11:00 A.M. and make a decision, then report to Mayor Porter
RE: DAN MOULTON DISCUSSED PUTTING A CULVERT BY BUNKHOUSE APARTMENTS
Dan Moulton was at the meeting to discuss putting in a culvert and covering the ditch
by the Bunkhouse apartments. He told them that the city would buy the pipe and that
Dee Ard would put it in. Dee Ard's cost could be extended off the other project
that he was doing. ban told them that they would start on it next week. Nile Boyle
moved that they go ahead on the construction, Jim Morris seconded. All Aye.
RE: CITY CLOSING ON DECEMBER 24, MONDAY.
The council discussed the city closing on December 24, Monday. The council decided
that trey could nit afford to pay overtime to the employees that would have to work
so they would not close. Any employee that wanted to take a vacation day off c~ul~.
-RE; MAYOR CHECKED INTO REIMBURSEMENT OF KENT JOLLF.Y -CRESTHAVEN PROPERTY
Barton Jensen told the council that the Mayor h.ad checked into the reimbursement of
Kent Jolley for sewer line and firehydrants in the Cresthaven Property. He could be
reimbursed under the TEDRO money for Sewer Systems for $11,850 and under the TEDRO
money for Water System for the cost of the firehydrants only at $575 each making a
total of $6,325.
RE: BEER LICENSES TO BE APPROVED
Barton Jensen read the beer licenses to be approved:
Circle K and Rexburg Food Center.
Jim Morris moved that they be approved, seconded by Nile Boyle. All Aye.
RE: Bills
Jim Morris made a motion to pay the bills, seconded by Morgan Garner. All Aye.
RE: ADJOURNMENT
Nile Boyle moved that the meeting be adjourned. Jim Morris seconded. All Aye.

RE: DISCUSSION ON THE ANNEXATION OF THE AMR PROPERTY

Mayor Porter told the council that he and the engineers had talked to some of the
farmers about the annexation of the AMR property. The farmers suggested putting
in a frontage road along the property, so that the property owners would not be
backing out on the main road. Mayor Porter felt that they should put in the frontage
road before anyone starts building. The frontage road could have two or three roads
exiting on to the main road.
RE ORDINANCE NO 607
City Attorney read Ordinance No. 607 ANNEXATION OF THE AMR CORPORATION LAND.
Ordinance No. 607
AN ORDINANCE ANNEXING CERTAIN LANDS TO THE CITY OF REXBURG, IDAHO; DESCRIBING SAID
LANDS AND DECLARING SAME A PART OF THE CITY OF REXBURG, IDAHO; AND AMENDING AND
CHANGING THE ZONING MAP OF THE CITY OF REXBURG, IDAHO. TO SHOW SUCH ANNEXATION
AND THE CLASSIFICATION OF THE SAME UNDER THE ZONING ORDINANCE OF THE CITY OF REXBURG
IDAHO, AND PROVIDING WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE.
A motion was made by Councilman Warren Porter and seconded by Councilman Morgan
Garner that the rules requiring an ordinance of a general and permanent nature to be
read on three occasions be dispensed with and that said ordinance be numbered 607.
