Present were the following: Presiding President of the Council: Barton Jensen Councilman: Jim Morris Warren Porter Morgan Garner Councilwoman: Darlene Blackburn Also Present: RE: MINUTES APPROVED Mary Smith, City Attorney Rose Bagley, City Clerk Motion was made by Jim Morris and seconded by Warren Porter that the minutes of September`5, 7, and 19 be approved. All Aye, RE: BIDS ON NEW GARBAGE TRUCK Bids were opened for a new garbage truck. Tri County Equipment $15,359.00 Taylor Chevrolet 16,085.54 Erickson Pontiac 13,775.00 Morgan Garner and Dan Moulton will check the specs on the bids and decide on the lowest bid that meets the specs. RE: BIDS ON POLICE CARS Bids were opened for police cars. Town & Country Motors $ 6,634.00 Taylor Chevrolet 7,189.49 Taylor Chevrolet 7,169.00 Chief Siepert and Jim Morris will check the specs on the bids and decide on the lowest bid that meets the specs. RE: LYLE SMITH - GARBAGE PICKED UP Lyle Smith wants his garbage picked up. He lives just outside the city limits. Dan Moulton said that the garbage truck turns around in front of his house, and they would be able to pick up the garbage without any problems. RE: STREET REPAIRS REPORT Dan Moulton gave a report on the street repairs that have been done. RE: DISCUSSION ON THE CROSSING AT THE ADAMS SCHOOL RE: ANNEXATION OF THE AMR CORP. PROPERTY The annexation of the AMR Corp, property south of Rexburg on the hill was discussed. The annexation was reviewed and discussed by the City Planning and Zoning Board, and because of lack of public input at the hearing they held, they had referred it back to the City Council without making any recommendaiton. City Attorney was ask to re- search it to see if we can get any tax money for it. The Council is also to study the costs incol~ed with street maintenance, garbage collection, fire and police protection, if the property is annexed. Warren Porter moved that a Public Hearing be scheduled for December 5, at 8:30 P.M. after research on costs have been done, Darlene Blackburn seconded. All Aye. RE: ORDINANCE 606 Mary Smith read Ordinance 606 the ordinance abandons the street between Ray Oakey's Service Station and Farm Bureau building. Ordinance 606 AN ORDINANCE VACATING AND CLOSING ALL THAT PORTION OF THIRD NORTH STREET BETWEEN SECOND EAST AND THE REXBURG CANAL AS IT NOW EXISTS TO THE WEST, IN THE CITY OF REXBURG, IDAHO, SUBJECT TO EXISTING RIGHTS OF WAY AND EASEMENTS AND RESERVATION BY THE CITY OF RIGHTS OF WAY AND EASEMENTS OVER, ACROSS AND UNDER SAID PROPERTY FOR CITY UTILITIES AND PURPOSES; PROVIDING SAID STREET REVERT TO THE OWNERS OF ADJACENT REAL ESTATE, ONE-HALF ON EACH SIDE THEREOF; PROVIDING WHEN SAID ORDINANCE SHALL TAKE EFFECT. Motion was made by Morgan Garner that the rules be suspended, seconded by Warren Porter. All Aye. Warren Porter made a motion to pass the ordinance, Darlene Blackburn seconded. All Aye. RE: PROPOSED STORM SEWER SYSTEM Earl Kemp told the council he had talked with Ricks College officials about the proposed storm sewer system to be constructed in the City. He said the proposal of the college to be included in the system will be presented to the college president and the board of education soon. We could possible get some financing from the College so they would hook on it. He also had talked to the Idaho State Highway Department about storm drain extension, and them participating with us. RE: BILLS Jim Morris moved that the bills be approved. Morgan Garner seconded. All Aye. RE: ADJOURNMENT Warren Porter moved that the meeting be adjourned. Morgan Garner seconded.
