A Special Budget meeting of the City Council for the City of Rexburg, Madison County,
held on August 17, 1979, at the City Hall.
Present were thQ following: Mayor: John C. Porter
Councilman: Morgan Garner
Jim Morris
Nile Boyle
Barton Jensen
Councilwoman: Darlene Blackburn
Also Present: Rose Bagley, City Clerk
RE: RECREATION BUDGET
Bob Gentry presented the Recreation Budget. He suggested raising the swimming
pool fees. He also felt that we should charge more for the county people, people
that use the pool, and increase the ball diamond usage fees for the county. Mayor
Porter and Nily Boyle will meet with the County Commissioners to discuss the problem.
The leak in the swimming pool was also discussed. Bcb also suggested that we buy
chemicals for the pool in bulk, which would be cheaper, and store them for the entire
summer.
RE: WATER. DEPARTMENT BUDGET AND OFFICE BL?DGET
Mayor Porter presented the Water Department Budget and the Office Budget.
RE: ASSESSED VALUATION OF THE CITY
Mayor Porter told the Council that the assessed valuation of the City is $18,915,128.00.
RE: DECISION ON PICKIP~G AN ENGINEERING FIRM
A decision on picking an engineering firm for the TEDRO projects was discussed.
Barton Jensen make a motion that Mayor Porter and the finance committee meet with
Forsgren Perkins and negotiate on afair fee. If there is any problems they could
refer it bac?: to the City Council. Morgan Garner seconded the motion. All Aye.
RE: DISCUSSIO?`? 0~' RAISi?`IG THE MAYOR AND COUNCIT,'S ~ALART_ES
The Council discusses raising the Mayor and Council's salaries. The Mayor will
talk to Mary about it and discuss it at the next Council meeting. He suggested
that the travel pay be increased.
RE : BUDGET MEETIPdG
Another Special Council meeting will be called to finalize the budget.
RE: PROBLEM ON BILL WEBSTER'S CORNER
Barton Jensen discussed the problem on Bill Webster's Corner. Mayor Porter said
that they would probably need to tear the curb and street out and check i_t and
redue it. Morgan Garner felt that we should get it started.
RE: TEDRO AND PARK GRANT
Mayor Porter said that we will get $80,000 administrative fund on r_he TEDRO Projects.
We will get $65,000 back on the Park Grant.
RE: OLD GRAVEL PIT
Mayor Porter told the Council that the County was interested in using the old
gravel pit behind the shop for a lnadfill. The Council felt that we should first
make sure that ;ae wouldrL't need it for a settling pond for the storm sewer. Nile
Boyle said that if we don't need to use it, re thought it would be a good. idea.
RE: LEVELING THE OLD DUMP SITE
Barton Jensen told Council that he thought we should get a bid from Ted Garner for
leveling the old dump site.

RE: PROPERTY FOR PARKING LOTS
Mayor Porter told Council that Val Dietrich and Jim Barrett were in yesterday to
discuss property for parking lots. Nile Boyle said that they would have to get
an appraisal.

Jim Morris moved that the meeting be adjourned. Barton Jensen seconded. All Aye.

BUDGET MEETING
August 24, 1979
John C. Porter
A special budget meeting of the City Council for the City of Rexburg, Madison
County, held on August 24, 1979, at the City Hall.
Present were the following:
Mayor
Councilman

John C. Porter
Jim Morris
Nile Boyle
Warren Porter
Morgan Garner
Barton Jensen
Darlene Blackburn
Mayor Porter told the Council that the assessed valuation of the City is
$18,915,128.00.
RE: TENTATIVE BUDGET
A tentative budget of $1,549,400.00 for the fiscal period October 1, 1979 to
September 30, 1979 was presented. Darlene Blackburn moved that it be passed.
Jim Morris seconded. All Aye. Final Budget Hearing will be held September 7,
1979 at 7:30 P.M.
RE: PETITIONS FOR TRAILOR HOUSES

Mayor Porter told the Council that LeMoyne Monk had brought a petition into the
City Hall to put a trailor house at 469 West Fourth South. Paster Jerry D. James
had also presented a petition to put a temporary trailor in at 276 North 2nd West.
Jim Morris moved that they be given permission subject to a building permit.
Darlene Blackburn seconded. All Aye. (Copies attached)
RE: HOUSE BY TACO TIME
The Council discussed the house by the Taco Time. The man did not take the porch
off he just enclosed it. The building inspector needs to check it.
RE: PROBLEM AT BILL WEBSTER'S
Discussion on the problem by Bill Webster's. Morgan Garner and Barton Jensen
would get together with Dan Moulton after the meeting anddecide what to do and
get it started on.
RE: BRENT HEBDON - BEER BAR
Jim Morris told the Council that Brent Hebdon at 258 South 2nd West had ask him

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Rexburg City Council will hold
a public hearing Wednesday, August 15, 1979, at $ p.m., at the City
Nall Rexburg, Idaho, on the application of Garth Harker for a
Special Use Permit to operate and maintain a commercial business,
that is, a "T" Shirt Shop at 236 1/2 South First West, Rexburg, Idaho.
Interested persons shall have the opportunity to be heard at
the time and place set for hearing.
The permit, if granted, will be non-transferable.
