Present were the following: Mayor: Councilman: John C. Porter Barton Jensen Jim Morris Nile Boyle Warren Porter Morgan Garner Also Present: Mary Smith City Attorney Rose Bagley City Clerk RE: MINUTES Jim Morris moved All Aye. that the minutes of May 16, 1979 be approved, Warren Porter seconded. RE: COUNCIL MEETING DATE CHANGED It was decided by the Council that the July 4th City Council meeting would be changed to the 11th of July because of the holiday. It was also decided to give the employees July 24th off as a holiday. RE: BOR VOUCHER Mayor Porter told that Council that he had received the voucher on the B.O:R. money and had signed it and returned it. RE: GENE DUNNS HOUSE ON SALEM STREET Agroup of citizens from Salem Street sere present to discuss the problem of the house that Gene Dunn moved in on his property. Floyd Roundy acting as their spokesman for the group presented a petition to the Council. They are against Mr. Dunn putting the house on the property. Mr. Dunn is doing his own work in his spare time, and they feel that he will not get the house fixed up. They felt that since Mr. Dunn does not live on Salem Street that he does not care what the house makes the street look like. The house is a danger to the children on the block. Their are sixteen children ~- onthat street under the age of 10. They felt that their is not enough footage to put another house on his property. It only has 114 feet of frontage. Mayor Porter said that the two houses would fit on the property and have 10' in;:between them. It was felt that Mr. Dunn had put the sewer and water line in quickley over night for the house that was moved in, before the people could protest. Mr. Dunn stated that he had done this so he would not have to tear up the street & curb and gutter that was going to be put in. The Building Inspector had given Mr. Dunn permission to move the house in on the lot, but would not issue the building permit untill it was put on a foundation and was in compliance. The Council felt that a moving permit should be issued first wgeb a giyse was being moved and then a building permit issued if it would be in compliance on the property that it was being moved on before the foundation was put in. Jim Morris suggested that the people on Salem Stteet and Mr. Dunn get together in a meeting and discuss the problem, to see if they could come up with a solution suitabel to both parties. If they could not then come up with a solution, they could come back to theCity Council for them to take action. This was agreeable for both parties. RE: FIREWORKS PERMITE~APPL'TCATIONS Mayor Porter read application for Fireworks Permits for the following: Kenneth Brown Samuel Gardner & Darrell Henderson M. H. Kings Kristy Fullmer Ace Fireworks Company Barton Jensen moved that they be approved. Jim Morris seconded. All Aye. RE: TEDRO RESOLUTION Mayor Porter stated that the Council needed to pass resolution on the TEDRO funding. (ATTACHED) Mary Smith read the resolution. Nile Boyle moved that the resolution be approved. Jim Morris seconded. RE: LID FOR PROPERTY TO MAKE PARKING LOTS Mayor Porter suggested that an LID be set up for buying property for the parkings lots. He also stated that as part of the Kevin Watts plan there be sidewalks to the parking lots, that there be a pedestrian area at street crossings for them to stand before crossing the street. AND, WHEREAS, at the time this program was authorized in June, 1977, the need for said projects existed, and WHEREAS, the conditions have not changed and the need for such projects still exists. Nile Boyle and Warren Porter were appointed to-work with the Chamber of Commerce and form a group to start planning development of the parking lots, and down town project. RE: MOUNTAIN BELL REQUEST FOR ALLEYWAY NON-PRIVATE Mayor Porter read a request from the Mountain Be11 Phone Company to make the Alleyway between their building and the Fire Station an open alley instead of a private alley. RE: PROBLEMS WITH MOUNTAIN BELL It was tabled for a discussion to be made at a future date. Their was also a discussion on places in the street that the phone company had dug up and had not repaired the street. Mayor Porter told the. Council the problem that our water department had had when they needed the Telephone Company to come locate lines when they had had an emergency and needed to dig the street. It wook so long for the Telephone Company to come locate the line that sometimes they had to dig without a line located and had cut the cab~~ The Phone Company would then send a bill for the cut cable. RE: PLUMBING PERMITS Plumbing permits fees were discussed. Barton Jensen moved that the license fees be increased to meet with the States charges, Morgan Garner seconded. All Aye. (Copy Attached) RE: REVIEW OF FACILITY PLAN Mayor Porter read a letter from Monty G. Marchus, Environmental Engineer for the State of Idaho. A review of the Facility Plan Showed that it is complete and they are requesting that a step II application be submitted. RE: SEWER TESTS Mayor porter also read a letter from the Environmental Peaple that Forsgren Perkins send the sewer tests to , stating that the tests in Fevruary was too high. They need to send a letter explaining why. Earl Kemp said he would get a letter right off. RE; TRAFFIC ON MILLHOLLOW ROAD Discussion on the traffic on the Millhollow road. The cars go too fast on that road when they come off from the dry farm. Barton Jensen dais that he had talked to Chief Siepert and instructed him to have signs put up as they enter the City Limits. LID PUNCH LIST Mayor Porter told the Council that Mary had sold all of the LID Bonds. The LID had been Completed and Morgan Garner, Dan Moulton and Earl Kemp had inspected the LID area that day, Earl Kemp had made up a punch List. (Copy Attached) RE;';PROJECT UNDER HUD GRANT Mayor Porter told the Council that the project under HUD grant was underway. It was to put sewer and water lines in for low income families where needed. It would be for four blocks of water line and one block of sewer line. We had received $6,000, for that project. The City crew would do it themselves. RE: LEASE ON OLD DUMP Mayor Porter told the Council that David Walters wanted to wait until the next meeting to discuss the leade on the Old Dump Property. RE; BILLS Jim Morris moved that the bills be approved. Morgan Garner seconded. All Aye. RE: ADJOURNMENT Morgan Garner moved that the meeting be adjourned. Warren Porter seconded.
