the Traffic Safety Committee to make a survey and the state will provide plastic to mark
areas. They will do this for two years and after that we are on our own. The Mayor ~`
stated there is a new manual for traffic devices for 1979 and that Chief Siepert had
sent for one.
RE: MAYOR REPORTED 402 FUNDING AVAILABLE
The Mayor reported 402 funding was available under a three-year program for medical
training for firemen, training for city attorney's and staff in prosecuting cases,
training police in investigation, and training engineers. The matter was discussed.
RE: SUBJECT OF FOUR-WAY STOPS DISCUSSED
Tire matter of four-way stops at various streets was discussed. Nile Boyle stated
he thought that two-way stops should be re-established at Porter Park and Al Klingler's
corner, also on College Avenue in as much as the Taylor Chevrolet has moved. Darlene
Blackburn also suggested that the four-way stops on her street corner be eliminated. The
Mayor stated he would have Chief Siepert take care of eliminating the four-way stop
signs on those streets.
RE: BILLS
It was moved by Jim Morris, seconded by Darlene Blackburn and unanimously carried that
the bills be approved and paid.
RE: ADJOURNMENT
It was moved by Darlene Blackburn, seconded by Morgan Garner and unanimously carried
that the meeting adjourn.

A meeting of the City Council for the City of Rexburg, Madison County, was held on
April 18, 1979, at the time of 7:30 P.M. at the City Hall. Present were the following:
Mayor: John C. Porter
Councilwoman: Darlene Blackburn

Also Present: City Attorney, Mary Smith

RE: PERMISSION FOR OUTDOOR DANCE ASKED FOR
Mayor Porter stated that some Ricks College students had contacted him about having an
outdoor dance. They had requested having one at Rainbow Apartments, they had notified
all the neighbors and gotten an okay from them. The dance would end at 11:00 P.M.
Barton Jensen reminded the council that all student outdoor dances had to be cleared with
Ricks College.

,,RE: GARTH FLAMM - ASKING ABOUT 4-WAY STOP SIGN ON 2nd NORTH AND lst EAST
~ Garth Flamm was present to ask the council if they had decided to take out the 4-way stop
sign on 2nd North and 1st East. He was informed that the traffic commission was in
charge of that. He was advised to check with Robert Smith, Chairman.
RE: POLICIES, PROCEDURES, AND CHARGES FOR City owned ball diamonds
The council members were given suggested policies, procedures, and charges for usage of
City owned ball diamonds for the summer of 1979. (attached) Bob Gentry had checked with
the people involved and everyone was in agreement. Warren Porter said that he thought
we should make sure that the lights were turned c_~ff at night. Bob Gentry got information
from the Utah Power & Light so that charges could be set up. On the new baseball field
the charge would have to be more. The council members questioned if the City could
control the lights on the ball diamonds like is being done on the tennis courts.
RE: BEER LICENSE
Application for a beer license was presented to the council for Ray Grindrod for the
V-1 Station. Barton Jensen moved that it be approved. Nile Boyle seconded. All Aye.
RE: KEN BIRD'S NEW APARTMENT HOUSE
Discussion about Ken Bird's new apartment rouse. Several. neighbors had called about it.
The planning board had okayed it after Ken Bird had told them that the council had given
him a variance. The council had only given a variance on some other property not the crre
in question. Mayor Porter showed a plan of the apartment house. There is a house
south of where the apartment house is being built which will be torn down for parking.
RE: CHARGES FOR WATER METER HOOKUPS - SEWER CONNECTS
Jim Morris ask about charges for water meter hookups. He wondered if a refund was given
IF THEY ~I~TGED THE WATER METER UR TOOK 1'T GUT, He was advised that there was no
refund given because they usually had to be repaired. Discussion on sewer connects.
When the street has to be torn up for a sewer connect the fee should be more than when
it does not have to be torn up.

A group of citizen: from the area of North 3rd West and West 2nd D<arth were present
to give the council a petition recluestirig the council to take i:mmediat.e action to
stop trucks from parkir:y alor.cJ the above streets. There have been two trucking firms
using those streets far parking and servicing their truck". Mayor Porter stated teat
now that curb and gutter is being put in, tre city right of way will be clear and the
trucks can be ticketed. Barton Jensen moved trot signs be ported "No Turck Parking fi t
Anytime'" on bate side" of the streets and that the Police be instructed to ticket the
trucks; Nile Boyle secancled. All Aye.

Contract. The Mayor felt tr!at we should buy tires under the state cor~tract. The City
would have to notify the State about a week prior to getting thee: as to what they need.
This will help keep the costs down.

Nile Boyle ask the N,ayor about the 1% Initiative. It will cut about $80,QG0 or '
$9G,OOQ from property t.ar. It is frozen however this next year and we will rot get a
cut. It will come after that.

Barton Jensen told tY!e Cour.~cil that he had had complaints that the street sweeper had
been throwing travel on the sidewalks.

RE: READING OF ORDINANCE: F.,Oa
City Attorney Nlary Smith read Ordinance 603 setting up the bond schedule far LID 23.
Councilman Barton Jensen thereupon introduced anAordinance entitled "An ordinance
concerning the creation of, improvements in, assessments against property in, and
street improvement bonds far Local Improvement District No. 23 for the purpose
of causing certain streets ar,.d alleys and parts ther.eef within the corporate limits
of said oi.ty to be graded, regraded, graveled, paved, re-paved and otherwise improve
said streets within the district and to construct and reconstruct curbs, gutters,
sanitary sewer mains and service lines, water mains and service lines, drainage
facilities, a canal bridge, and otherworks incidental to all_ of the foregoing improve-
ments along said streets within said district, and providing when this ordinance shall
be in effect:."
The motion was made by Councilwoman. Darlene Blackburn, and ,ecrrded by Councilman Nile
Bayl.e, that the rule requiring ordinances of a general and permanent. nature to be fully
and. distinctly read on three different days be dispenses., with and treat said ordinance
numbered 6~3 be read in full and at lengtYe and placed upon its final passage.
Thereupon, The Clerk was ordered to call the roll ~n said motion, ar~d the roll. call
upon said motion was as follows:
