IDAbO, AND PROVIDING WHEN THIS ORDINANCE SHALL BF("OMF E'FF'ECTIVE.
A motion was n!ade by Councilman, Nile Boyle and seconded by Councilman Jim Morrie
that the rules reruiring an ordinance of a general and permanent nature to be read on
three occasions be dispensed with ~~nd tha.t said Ordinance 602 be placed before t}~e
counr_il for f.iral passage.

Ordinance 602 was then placed before the council. The Acting N[ayor then called
far the voting of final. passage of the Ordinance, the motion was made by Morgan
Garner and seconded by Darlene Blackburn.. The call call of the council by the City
Clerk far the final. passage of the Ordinance was as follows:

The call showed all councilmen present voting "Aye" carried, Acting Mayor Jensen
declared that the majority of all. the members of the City Council had voted for
the passage of saidOrdinarce, and the said Ordinance was duly and regularly passed.
Acting Mayor Jenser. declared the motion carried.
R.E: CROSS WALK AT 5th WEST AND HIGHWAY 8$
Marsha Robison, member of the Kennedy PTA was present to discuss the problem of the
crass walk at 5th West and Highway 88. The cars don't slaw dawn or stop far children.
The PTA had bir. Crass from the Highway Department come and check the traffic and
the number of children crossing the Highway. They counted ?2 crildren crossing.
When the traffic is deverted around 5th West past the Kennedy School while the bridge
is being put. in on 4th South, the Highway department will put a safety guard at the
crossing. Mrs. Robison said treat the PTA and the Schaal Board would share in the
cost. of a Safety Guard for tree chart time this spring while the traffic was being
deverted. She would like to have a permanent solution to the problem. Nile Boyle
made the notion that the City would pay lj3 the cost of a Safety Guard for the

to be referreci to the Safety Council far a permanent solution. Morgan Garner seconded.
All Aye. The City Clerk was instructed to call Bob Smith, head of the council, and
have him check into the problem. Pars. Robison said that: the PTA would find the
Safety Guard. She said they would like a stop 1_ight put in. The council told her
that the Highway department. Yaave certain guidelines that. might prevent it. The
council also discussed a Crass Gverwalk for the crosti~ing.
RE: POLICE DEPARTMENT PON?I=R BILL
Jim Morris broc+ght up the matter of the Police Department Power Bill. He stated that
when the new Police building was built, they did not put in two meters for poorer,
consequently the power bill was on a differer_t rate making the bill too high. It
was costing about $1000 a month. The County is looking into getting it corrected.
Barton Jensen felt th.e Architect should take care of it. The County has held bar-k
$20,000 from the general cor.,tractor until it. is corrected.
RE: PARKING PROBLEM A`i' PROFESSIONAL PLA7A
Doug Smith of. Professional Plaza had ask Jim Morris to discuss the parking problem
at Frofessioral Plaza. At tYze present time i.t is being ticketed for two hour controlled
parking. TYie council felt that if they wanted the parking changed that they should
all sign a petition and present i.t to the City Council.

Morgan Garner moved that the bills be approved, Tn?arren Porter seconded.

A Meeting of the City Council for the City of Rexburg, Madison County, was held on April 4
1979, at the time of 7:30 P.M. at the City Hall. Present were the following:

In the excused absence of Rose Bagley, the Mayor asked Mary Smith to take the minutes.
RE: MINUTES BEING APPROVED
On motion of Jim Morris, seconded by Darlene Blackburn and unanimously carried, the
minutes of the regular meeting of the City Council held March 21, 1979, were approved.
RE: GORDON THATCHER AND VAR MANWARING- DRILLING WELL FOR RACQUET BALL COURTS
Gordon Thatcher and Var Manwaring were present and stated that they were building
racquet ball courts in Rexburg on 1st East. They explained the heating and air Condit-
Toning system which would require the installation of a 70-foot well to be located
at the front of the lot and which would produce 50 gallons of water per minute.;' that they
would run the water through the system for heat in the winter and air conditioning
in the summer. The matter of draining the water into the storm sewer was discussed.
