A Meeting of the City Council for the City of Rexburg, Madison County, was held on
December 6, 1978, at the time of 7:30 P.M. at the City Hall. Present were the
following:
Mayor: John C. Porter
Councilwomen: Darlene Blackburn
Councilmen: Barton Jensen
Jim Morris
Nile Boyle
Morgan Garner
RE: MINUTES BEING APPROVED
Barton Jensen moved that the minutes be approved. Jim Morris seconded. All Aye.
RE: PTA DISCUSSION OF THE CROSSING OF THE HIGHWAY AT ADAMS SCHOOL
Members of the Adams School PTA were present to discuss the crossing of the highway
at the Adams School. There is a real problem with the traffic not stopping before
making a right hand turn when the light is red. The council suggested taking the sign
that is there and moving it across the street. The Mayor said that the Traffic Safety
Council suggested that they would have a police officer periodically at the crossing
to check the traffic. They also suggested putting up a sign designating NO RIGHT TURN
ON A RED LIGHT. The PTA wanted the City to hire someone to patrol that crossing like
they have by the Washington School. The Council said they could not do that because
there was a light to control traffic. Roger Harris suggested a different kind of a
light where all the traffic lanes stop and only the pedestrians are allowed to cross.
The Mayor and Council discussed putting a timing device on the stop light to change it.
Mayor Porter said he would set up a meeting with the State Highway Department to discuss
the timing device for the light. In the mean time the Council said they would have the
signs designat117g NO RIGHT TURN ON A RED LIGHT be installed.
2ND WEST PROPOSAL
Bob Lee, Grant Bowen & Levi Thompson were present with a proposal from themselves and
Ricks College that 2nd West be built to a 34" width between 5th South and 7th South
under an extension of current 7th South contract of H & K Construction and that funds
that were to be used to extend 7th South between 1st and 2nd West, be used to extend 2nd
West North. (Copy of Proposal attached). The Council felt it was a good proposal.
Since there could not be any work done until spring, they would make a decision at a
later Council meeting.
RE: MEETING WITH COLLEGE POSPONED TO JANUARY
Jim Morris stated that the meeting that he was to set up with the College for the
second Wednesday in December had been posponed until sometime in January.
RE: PUBLIC TRANSPORTATION SYSTEM PRESENTATION
Mayor Porter gave a Public Transportation System presentation. He showed a copy of
the booklet put out by Mitchell Transit System. They want to come to Council and
make a presentation. They are introducing a Gondola type of a car. This travels in
the air with a post every 24 feet to support it, at the tip of the post is a motor
to move the car on. You put money in it to ride. The Mayor said it would be good to
travel from the airport to town or the college to town.
SEWER SYSTEM
Mayor Porter reminded the Council that after the flood the City had the sewer system
T.V. monitered and grouted. They took pictures of all lines, prepared maps and books
to enable us to refer to it and find any problems. All manholes and connections are
shown. It allows us to locate any service connection. The Mayor stated that it had
been helpful that day in locating a connection. The Mayor stated that it had been
helpful that way many times before.
RE: LID 23
Earl Kemp from Forsgren was there to go over LID 23 adjustments.
RE: REWARD OFFERED gOR INFORMATION
Barton Jensen moved that we post a $500 reward for any information given leading to
anyone turning on or tampering with fire hydrants. Darlene Blackburn seconded.
All Aye.
RE: TRAFFIC SAFETY COMMISSION
It was moved by Barton Jensen and seconded by Morgan Garner that Ed Richardson be
appointed to the Rexburg Traffic Safety Commission. All Aye.
RE: PLANNING & ZONING BUILDING BOOKLET
Mayor Porter presented a Bonneville County Planning & Zoning Building Booklet and
asked for approval for the Planning Board to prepare one for the City. %Approval
was given.
RE: LID 22
Jim Morris asked about LID 22 Item 78 owed by John H. Smith for his late father J. Fred
Smith. He wondered what piece of property that was for. It was felt that it was on
North 4th East. Jim said he would take a copy of the LID to American Land Title and
check it out.
RE: AIC MEETING
Mayor Porter stated that at the last AIC meeting at Boise that he had at~t*ended, he ~iad
talked to the Mayor of Blackfoot about a self insurance plan that Blackfoot has. Mrs.
Bob Kerr in Blackfoot handles it. She is getting information and will give a present-
ation to the Council at a later Council meeting. The Mayor stated that one advantage
was that it would give the employees a $10,000 life insurance policy.
RE: CHRISTMAS BONUS
The Council decided to give city employees turkeys and a Christmas Bonus. They would be
given $2.00 a month for each month they had been employeed by the city with a maximum of
$25.00.
RE: RAILROAD ACCIDENTS
Steven Whitfield of KRXK asked if the city would check into safety precautions at the
railroad crossings, because of the train accidents that had occured. The council
suggested that most of the accidents had been out in the County and that he should check
with the County Commissioners.
RE: BEER LICENSES
Jim Morris moved that beer licenses for the following be approved:
Rex Tac Inc.
V-I Oil
Mighty Mite
Safeway Stores
Barton Jensen seconded the motion. All Aye.
RE: BILLS
Morgan Garner moved that the bills be paid. Nile Boyle seconded. All Aye.
RE: ADJOURNMENT
Morgan Garner moved that the meeting be adjourned. Jim Morris seconded. All Aye.

NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will be held
at ~~x8ua ~ C'.ry NA ~~ Rexburg, Idaho, at 7: 3Q ~~ A0
p.m. on January 31, 197~9for the purpose of discussing
various alternatives for sewage treatment.. Proposed alternatives
consist of upgrading the existing lagoon with aeration and
discharge to canals or spray irrigation, or construction of
a new mechanical treatment plant at the existing site. All ,
concerned citizens are invited to attend to voice their
opinions on the proposed project.
