A meeting of the City Council for the City of Rexburg, Madison County, was held on
September 6, 1978, at the time of 7:30 P.M. at the City Hall.

Jim Morris moved that they be approved. Darlene Blackburn seconded. All
RE: AIRPORT HA5 A CHANCE TO GET TIE-DOWNS
The Mayor reported that the Airport Board has a chance to get tie-downs for the
Department of Transportation at no cost to the Airport. They have available to
the public 6 or 8 of them. In order to get these tie downs, the City has to approve
a resolution to the effect. The Mayor read the Resolution (attached). Barton
Jensen moved that the Mayor be authorized to sign the resolution and that the
Council pass the resolution. Jim Morris seconded the motion. All Aye.
RE: TRANSPORTATION DEPARTMENT
Mayor Porter read a letter from the Transportation Department relative to the Bridge
on 4th South. (attached)
RE: STOP SIGN PLACED AT HOSPITAL
Mayor Porter presented a proposal from the Traffic Commission. They proposed to have
a stop sign placed at the point where the new Hospital driveway meets the parking
lot and Main Street. The stop sign would be for traffic leaving the new Hospital
area and entering Main. They also proposed that a stop sign be placed at the point
where Ash Street enters Main Street. Nyle Boyle moved that we approve these stop
signs. Jim Morris seconded. All Aye, except Barton Jensen who Opposed.
RE: PINEVIEW APARTMENTS
Mayor Porter read a letter from the owners of Pineview Apartments. They claim there
is a large white house located by them that has had nothing done to it since the flood.
It is a detriment to the appearance of their property. They want to be advised as
to who owns it so they can contact them. The Mayor is to write a letter telling them
the owner is Russell Archibald.
AIC
AIC has made a proposal that they have arranged with the Gibbons Company to handle
all Cities Unemployment Insurance for the Cities that want to participate. They will
put l~ of total salary for 3 months into a fund that will draw interest and pay ex~-
penses of the firm. They will handle unemployment. It was given to the finance
committee to study.
RE: SALE OF LAND TO TELEPHONE COMPANY

The Mayor stated that the Council needed to make a decision on the sale of property
the Telephone Company was interested in buying. We would have to get two appraisers
to appraise the property. There are two appraisers in Rexburg, Reed Larsen and Gail
Loynd, who are both licensed. Blair and Dan have found a place by the City Shop
that is larger to use for an impound lot. The Telephone Company is willing to pay
the property cost plus cost of fence and cost to enlarge it. Council discussed if
the City would need the property in the future, they felt that they would not need
it. Nyle Boyle moved that the City Attorney prepare an ordinance and that we pro-
ceed with the necessary steps for the sale of the property. Morgan Garner seconded.

RE: APPRAISER FROM BOR TO DISCUSS BUILDING PERMIT
An appraiser from the BOR was present to discuss and get a dicision from the Council
on a building permit for the Charles Zollinger building to be rebuilt. Mr. Zollinger
wants to re-build a building for his business in a residential zone. City Attorney
stated that the .building was 50$ destroyed in the flood and could not be repaired.
His property is in a Residential zone and could not be allowed to re-build. Morgan
Garner made a motion that the Council be in agreement with the building .inspector
that the building permit be turned down. Nyle Boyle seconded. All Aye, except
obstained Jim Morris, he felt he did not know enough about the situation.
RE: MAYOR PORTER ASKED FOR A LETTER
Mayor Porter asked the City Attorney to write a letter to John Morford about the
house on 3rd South, that is was non-conformance and a nuisance.
RE: CLARK APARTMENT PARKING
The Clark Apartment Parking was discussed. It is still a problem. From now on
anyone wanting to build a 4 plea will have to have a plot plan showing parking.
RE: SIDEWALKS
Jim Morris stated that he had had some calls from residents complaining that there
was not a.Cidewalk on lst North between Zirkers and Newtons. The property owners
have to pay for sidewalks themselves. The people complaining will have to contact
the property owners.
RE: APPOINTING A NEW MEMBER FOR THE COUNCIL PLANNING BOARD
Jim Morris felt that it was time to appoint a new member for the Council to the
Planning Board. The rest of the Council felt Jim was doing a good job.
RE: SAFETY PROBLEM CONCERNING TRAFFIC
Bob Smith of the Traffic Safety was in attendance and stated that there was a
safety problem on the North side of the street by Verlan's Auto-Matt. There is
gravel in the center of the road. The street department have been informed of the
problem and will take care of it. Barton Jensen stated that the gutter by the Armory
needed to be cleaned. The City Clerk is to tell the Street Department of the
problem. The problem of the traffic coming off South 5th West on the Highway 191
was discussed again. Mayor Porter stated that the State was supposed to paint
a design on the highway to help traffic problems after they finished oiling, which
has now been completed. Bob Smith will talk to the State about it.
RE: HISTORICAL SOCIETY
Dwayne Wiling was present on behalf of the Historical Society, he stated that
there were several Historical spots in Rexburg that needed marked. (1) The original
Rexburg Electric Light Company where the old Horkley Plant was on W. 2nd North,
(2) The original Sawmill, Grist Mill and Shingle Mill on N. 2nd East where the high-
way crosses the canal, (3) Original Survey Stone for Rexburg has been moved, it was
where Dave Halls old Service Station was, and (4) where Water Mill was on Millhollow.
Barton Jensen moved that they go ahead with the markers. Darlene Blackburn seconded.

RE: TABERNACLE
Mayor Porter presented a check for $50,000 to President Don Rydalch and Pres~:dent
Mark Ricks for the LDS Church for Payment of the Tabernacle. Jerry Glenn, Arthur
