State of Idaho) County of Madison(ss City of Rexburg) A meeting of the City Council for the City of Rexburg, Madison County, was held on August 2, 1978, at the time of 7:30 P.M., at the City Hall. Present were the following: Mayor: John C. Porter Councilmen: Nile Boyle Morgan Garner Warren Porter Jim Morris Councilwoman: Darlene Blackburn Also Present: City Attorney, Mary Smith City Clerk, Rose Bagley RE: AFTON ANDERSON RESIGNATION Afton Anderson Submitted resignation as City Clerk and Treasurer. Mayor Porter stated that he had appointed Rose Bagley as the New City Clerk and Treasurer, pending approval of the City Council. He also stated that the City was going to hire a bookeeper that would do nothing but keep books. The computor was going to be set up so it would work more effeciently. Nile Boyle moved that Rose be put in as City Clerk. Darlene Blackburn seconded. All Aye. RE: CLAUDIA WOOD REQUESTED PUTTING A TRAILER ON 42 SOUTH 2nd WEST Claudia Wood was present to request putting a trailer house at 42 South 2nd West for one year for her daughter and son-in-law to live in. Morgan Garner moved that they be allowed to put a trailer there for one year. Darlene Blackburn seconded. All Aye. DEAN HOLLIST REQUESTING CAMPERS AND TRAILER HOOK-UPS Dean Hollist requested to be permitted to put in a facility for 4 hookups for over- night campers and trailers and a trailer holding tank. He had checked with the Planning Board and been told that a trailer park needed 2 acres of ground. The Council felt that 2 acres should not apply to an overnight trailer parking. The Council suggested that he go back to the Planning Board for review. RE: CON CARLSON REQUESTED CURBS Con Carlson and his wife were there to request approval of not putting curbs on 5th South along his property for the following reasons: 1. When they develop the rest of their property they would like to put the curb in themselves at their own expense with curb cuts at the right places. 2. If the curbs were put in before the property was developed, when the construc- tion was done the curbs would be broken up. 3. If the curbs are put in now it will make the water back up worse. The Mayor stated they needed to get a sump put in, the engineers are planning to put _ one in. The Council said they understood his problem and will check with the engineers and try to work out the problem. RE: RANDALLS TO GET CLARIFICATION OF THE R2 ZONING Randalls were present to get clarification on the R2 zoning on their property on~ 246 South 3rd West. They wanted to know what they could build on their property. They have 127 foot frontage and the property is 177 feet deep. The Council felt they could put 2 four plexes on this property, but that they should go to the Planning Board. re; ECIPDA MOVED TO WHERE THE LIBRARY WAS The Mayor stated that ECIPDA had moved in where the Library was. One of the rooms down the hall H,o uld be used for storage and the other for the Planning Board. RE: BEER LICENSE APPROVED FOR VI OIL TRANSFERED TO REESE G. STACEY RE: NEW ELECTRICAL ORDINANCE TO UPDATE THE OLD ORDINANCE New Electrical Ordinance to update the old ordinance. Tom Matthews has checked it. Warren Porter made the motion that rules requiring ordinances to be read on three different occasions be dispensed with. Nile Boyle seconded. Darlene made a motion that the Ordinance be passed. Morgan Garner seconded. All Aye. RE: NEW COMPREHENSIVE PLAN DISCUSSED Acceptance of the New Comprehensive Plan discussed. Planning Board has recommended it. Nile Boyle moved that Council accept. Warren Porter seconded. All Aye. NEED WORK ON BUDGET Mayor stated that we need to start working on the budget. We also need to have a Revenue Sharing Hearing this year. RE: CHURCH-McCLURE AMENDMENT PASSED SENATE Mayor Porter reported that the Church-McClure amendment has passed the Senate. It would provide money for Madison - Fremont County to rebuild Diversion Dam, and money for the Barns. RE: IMPROVEMENTS Dairy road, money for Madison Hospital, City Storm drain system, Water Tower at the New Reservoir, Sewer Main Extensions, Street Improvements on damaged streets, Off Street Parking, and for the Fair Grounds. RE: BILLS Warren Porter made a motion that the bills be paid. Morgan Garner seconded. All Aye. RE: ADJOURNMENT 1 Morgan Garner made a motion that the meeting be adjourned. Jim Morris seconded.
