HomeMy WebLinkAbout1978.06.07 CITY COUNCIL MINUTES RE: WATER METER SITUATION. Mayor Porter reported that people all over town are landscaping and covering their water meters. The meter readers can't read them and the water department has to uncover them at the cities expense. This is becoming a larger expense all the time. As of now the plumbing inspector will not okay if the meters are not to grade. Anyone that covers their meter will have to have it uncovered at their own expense. The city will send these people a letter that they must get them uncovered, and that they will be charged double on their water until this is done. Councilman Barton Jensen so moved. All Aye FE: DISCUSSION - DOG PROBLEM RE: DISCUSSION - GARBAGE PROBLEMS Most people commenting that they don't mind paying more for their garbage service if they will go back to twice weekly pick-up. RE: VALLEY BANK WILL LEND MONEY Mayor Porter reported that the Valley Bank will lend money on our BOR claim. Council- man Nile Boyle moved that the city borrow what is necessary to operate on until the claim is paid. Councilman Barton Jensen seconded. All Aye RE: FACILITIES PLANNING STUDY Forsgren & Perkins explained the facilities planning study that has been completed. The rough draft has gone to EPA. It cannot be finalized until we know what specifications we have to meet. RE: AMMENDED RESOLUTION ON LID 23 Mary Smith the City Attorney read the ammended resolution on LID 23. Councilman Barton Jensen moved the resolution be passed. Councilwoman Darlene Blackburn seconded. All Aye RE: CLARK APARTMENT HOUSE PARKING Discussion- parking at apartment house owned by Mrs. Clark south of the post office. All agreed that they must have a lawn in front and parking in the rear. Councilman Barton Jensen seconded. till Aye. ~ RF': KEITH STI'IT~1.:R ASK FOR SOM> ACTICN GP1 TRAFFIC BY HGS~?ITAL Keith Steiner was present to ask the Council to take some action to stop the traffic hazard by the hospital. They will be moving into the new hospital next month. The entrance has been changed and the ambulance will be cutting accross main where the traffic is very heavy. He asked that stop signs be placed on Ash street to prevent accidents. He also asked that no parking be allo~f~ed on either side of the street from Myron Lewis' to the hospital. There is no narking where the street narrows. The council agreed that it should be turned over to the traffic safety committee for study to see if there should be no parking along the Plain Street side of the park. ~ RE: I'>?AYO? One on the Palmer property on the North-k'est corner and one on the Rogers Bros. property. They need matching funds. Rogers Bros., Ricks College, Madison County, and the City of Rexburg must donate their share. The City share is X2,000. Councilman Nile Boyle moved we sign the agr=cement. The College doesn't ~.,~ant it through the campus. Later there ~f;ill be a small street through the campus but not any major arterial.
