HomeMy WebLinkAbout1978.06.01 CITY COUNCIL MINUTES RE: MINUTES OF THE PLANNING BOARD MEETING WERE READ BY JIM KELLER RE: ELECTRICAL CODE AND RATES DISCUSSED Electrical Code. The State wants the city to raise the charges for electrical permits to match the state charges. Tom Mathews has prepared a new electrical code. Councilman Barton Jensen moved a hearing be set for the new code. Councilman Nile Boyle seconded. All Aye I,~ RESOLUTION PROTESTING POWER INCREASE Mayor Porter stated that the Mayor of Ammon City has asked the City of Rexburg to join with them in protesting the increase asked for by Utah Power & Light. Councilman Nile moved the council pass a resolution protesting the power increase. Councilman Warren Porter seconded. All Aye RICKS COLLEGE DISCUSS PROBLEMS President Hafen, Brent Kinghorn,and Rex Bennion, of Ricks College were present to discuss any problems. They were told that the planning board has expressed concern that the college does not have adequate parking for all the new buildings they are putting up. Mr. Bennion reported that there was three homes across from the new fine arts building that will be taken out for approximately 250 additional parking places. Discussion on 7th South. President Hafen expressed concern that a main road would go through the campus. He asked for an agreement that if a road were put there it would have to be reasonable and would have to be okayed through the proper channels of the churgh. Mayor Porter reported that the council had decided to put 7th South thorough to the campus. If at a later date they decided that it was necessary to put it on through the city could condemn the property and build the necessary street. Mayor Porter expressed a desire to resolve this before the next meeting. ZACKERSON SUBDIVISION PLAT ACCEPTED Brian Burt presented a plat of the Zackerson Subdivision. Councilman Barton Jensen moved the plat be accepted. Councilwoman Darlene Blackburn seconded. ADJOURNEb All Aye Councilman Barton Jensen moved the meeting be adjourned. State of Idaho) County of Madison(ss City of Rexburg) A meeting of the City Council for the City of Rexburg, Madison County, was held on June 1, 1978, at the time of 7:30 P. M, at the City Hall, present were the following: Mayor: John C. Porter Councilman: Barton Jensen Nile Boyle Warren Porter Jim Morris Morgan Garner Councilwoman: Darlene Blackburn Also Present: Mary Smith, City Attorney Afton Anderson, City Clerk Leland Thompson, Public Works Director RE: WATER METER SITUATION: Mayor Porter reported that people all over town are landscaping and covering their water meters. The meter readers can't read them and the water department has to uncover them at the cities expense. This is becoming a larger expense all the time. As of now the plumbing inspector will not okay if the meters are not to grade. Anyone that covers their meter will have to have it uncovered at their own expense. The city will send these people a letter that they must get them uncovered, and that they will be charged double on their water until this is done. Councilman Barton Jensen so moved. All Aye FE: DISCUSSION - DOG PROBLEM RE: DISCUSSION - GARBAGE PROBLEMS Most people commenting that they don't mind paying more for their garbage service if they will go back to twice weekly pick-up. RE: VALLEY BANK WILL LEND MONEY Mayor Porter reported that the Valley Bank will lend money on our BOR claim. Council- man Nile Boyle moved that the city borrow what is necessary to operate on until the claim is paid. Councilman Barton Jensen seconded. All Aye RE: FACILITIES PLANNING STUDY Forsgren & Perkins explained the facilities planning study that has been completed. The rough draft has gone to EPA. It cannot be finalized until we know what specifications we have to meet. RE: AMMENDED RESOLUTION ON LID 23 Mary Smith the City Attorney read the ammended resolution on LID 23. Councilman Barton Jensen moved the resolution be passed. Councilwoman Darlene Blackburn seconded. All Aye RE: CLARK APARTMENT HOU5E PARKING Discussion- parking at apartment house owned by Mrs. Clark south of the post office. All agreed that they must have a lawn in front and parking in the rear.
