MINUTES OF THE CITY COUNCIL MEETING
May 17, 1978, 7:30 P. M.

A meeting of the City Council for the City of Rexburg, Madison County, was on May
17, 1978, at the time of 7:30 P. M. at the City Hall. Present were the following:
Mayor: John C. Porter
Councilman: Barton Jensen
Nile Boyle
Jim Morris
Warren Porter
Morgan Garner
Councilwoman: Darlene Blackburn
Also Present: Mary Smith, City Attorney
Afton Anderson, City Clerk
Leland Thompson, Public Works Director
RE: MINUTES APPROVED
Councilman Nile Boyle moved the minutes be approved as corrected. Councilwoman Darlene
Blackburn seconded.

RE: TETON VILLA TO HAVE BUS SERVICE ALSO ASK TO HAVE STORE
Doug Olaveson, Manager of the Teton Villa, advised the council that they were buying a
bus for students and Sun City people. They also invite the Rexburg Citizens to use the
service. They will make a couple of rounds per day to the main parts of town and the
campus. They are having a craft show at their recreation center and are asking local artists
to participate. The Council suggested he contact the Chamber of Commerce. Mr. Olaveson
also stated that they wished to have a small store; perhaps a temporary trailer for
the small items that are hard to get downtown to purchase. Mayor Porter reported that
it would be necessary to have a petition signed by the neighbors. He advised making
the property limited commercial or maybe even giving a variance for 1 year. The city
attorney will check the legality. A decision will be made at the next regular meeting. -
RE: SAFETY COMMITTEE NEEDS ANOTHER MEMBER
Mayor Porter stated taht the Safety Committee needs another member. Robert Smith,
Chairman suggested Mrs. Kidd be appointed. Councilman Barton Jensen moved that Mrs.
Kidd be appointed. Councilman Nile Boyle seconded.

RE: MAP SHOWING THE LID 23 PROPOSALS

Ken Spires and Jim Keller presented the map showing the LID 23 proposals. They explained
the 4 alternatives. The City cost will be $170,272.00. The Melvin Cook property was
discussed. The bonding agents will have to advise whether bonds can be sold on unimproved
property.

RE: MINUTES OF THE PLANNING BOARD MEETING WERE READ BY JIM KELLER
RE: ELECTRICAL CODE AND RATES DISCUSSED
Electrical Code. The State wants the city to raise the charges for electrical permits
to match the state charges. Tom Mathews has prepared a new electrical code. Councilman
Barton Jensen moved a hearing be set for the new code. Councilman Nile Boyle seconded.

RESOLUTION PROTESTING POWER INCREASE
Mayor Porter stated that the Mayor of Ammon City has asked the City of Rexburg to join
with them in protesting the increase asked for by Utah Power & Light. Councilman Nile
moved the council pass a resolution protesting the power increase. Councilman Warren
Porter seconded.

~. RICKS COLLEGE DISCUSS PROBLEMS
President Hafen, Brent Kinghorn,and Rex Bennion, of Ricks College were present to discuss
any problems. They were told that the planning board has expressed concern that the
college does not have adequate parking for-all the new buildings they are putting up.
Mr. Bennion reported that there was three homes across from the new fine arts building
that will be taken out for approximately 250 additional parking places. Discussion on
7th South. President Hafen expressed concern that a main road would go through the
campus. He asked for an agreement that if a road were put there it would have to be
reasonable and would have to be okayed through the proper channels of the churgh. Mayor
Porter reported that the council had decided to put 7th South thorough to the campus.
If at a later date they decided that it was necessary to put it on through the city
could condemn the property and build the necessary street. Mayor Porter expressed
a desire to resolve this before the next meeting.
ZACKERSON SUBDIVISION PLAT ACCEPTED
Brian Burt presented a plat of the Zackerson Subdivision. Councilman Barton Jensen
moved the plat be accepted. Councilwoman Darlene Blackburn seconded.
