State of Idaho) County of Madison(SS City of Rexburg) A meeting of the City Council for the City of Rexburg, Madison County, was on April 5 1978 at the time of 7:30 P. M, at the City Hall. Present were the following: Mayor: Councilman: Absent: Also Present: RE: MINUTES OF MEETING APPROVED John C Porter Jim Morris Nile Boyle Morgan Garner Barton Jensen Mary Smith, City Attorney Darlene Blackburn, Councilma:~ Warren Porter, Councilman Afton Anderson, City Clerk Leland Thompson, Public Works Director Minutes of the previous meeting were read and discussed. Councilman Jim Morris moved the minutes be approved as corrected. Councilman Morgan Garner seconded. All Aye RE: REQUEST FOR 4-WAY STOP Mayor Porter reported that a petition had been turned in to him requesting a 4-way stop be put at the corner of 2nd North and 1st East. Mayor Porter advised that part of this problem would be alleviated when the new bridge and truck route was finished; however, he would turn this over to the traffic safety committee for their recommend- ation. Councilman, Morgan Garner suggested postponing the decision until ne~ct meeting when they will know the recommendations of the planning board; meanwhile the police can be instructed to check for speeders on that street. RE: REXBURG IRRIGATION ASKS FOR CITY WATER SHARES Lorin Kauer and Keith Erickson, representing Rexburg Irrigation asked the council to give them a legal agreement for the city water shares as soon as the present leases are up. Mayor Porter stated that the leases could go for another four years. He did assure Rexburg Irrigation that the city would not renew the present leases. Councilman, Barton Jensen moved that Mary Smith find details on water; exactly how many shares the city owns and how many are leased out. Councilman, Morgan Garner seconded. All Aye. All felt sure that all shares have not been leased, and the remainder has been uded by Rexburg Irrigation. ~~~ 1 ~~ ~RE: DISCUSSION ON GARBAGE TRUCK AND RATES Leland Thompson reported that a garbage truck, like the city of Rexburg needed, would cost us at least $24,000. Idaho Falls has just purchased one for that price. Councilman Nile Boyle moved that Lee get the specifications from Idaho Falls and get it advertised for bids. Councilman, Barton Jensen seconded. All Aye. Discussion of business that do not have bins. They must be forced to purchase bins. Some bulk charges should be set for bawling large items away. COMPLAINTS PASSED ON TO LELAND THOMPSON ABOUT GARBAGE SERVICE Complaints passed on to Leland Thompson about garbage service. The block behind afeways and Ards is terrible. Greens rest home. The people should be forced to do o something about these vacant buildings. Council members felt no housing should be llowed where there is not proper off-street parking. All agreed to have a resolution ade up to pass. ARE: MAINTENANCE AGREEMENT FOR KENT VERNON Mayor Porter read a maintenance agreement for Kent Vernon, to care for Porter Park, Starlite Park, Madison High School Park, and the Golf Coruse. Councilman Nile Boyle moved the city accept the maintenance agreement with Kent Vernon for $8,400.00. Councilman Morgan Garner seconded. All Aye IRE: DISCUSSION ON TRENCHES AND DIGGING PERMITS Discussion on trenches and digging permits. Leland Thompson felt the cost for digging permits should be raised from $200 to $33; as a trench can't be repaired for $200. All agreed that the checks should be cashed at the time the digging permit is purchased. If the trench is repaired correctly, the city will issue them a check. BILLS APPROVED Councilman Morgan Garner moved seconded. RE: ZACKERSON PROPERTY the bills be approved for payment. Councilman Nile Boyle All Aye Zackerson property. Mayor Porter read the planning board minutes approving annexa- tion and recommending it be zoned R-2. Mayor advised that a hearing would be set. ARE: MAYOR INSTRUCTED TO SIGN CONTRACTS ON 5th WEST AND 1st NORTH Councilman Nile Boyle moved the Mayor be instructed to sign contracts on 5th West and 1st North. Councilman Morgan Garner seconded.. All Aye IRE: CITY TO PAY COLEEN WALKER CLAIM Councilman Nile Boyle moved the city pay the Coleen Walker claim. Councilman Jim Morris seconded. All Aye .
