2E: BRIAN BURT PRESENTS H & R SUBDIVISION
Brian Burt presented plans for H & R Subdivision. The subdivision is outside the City
limits but requires approval by the City Council. Mayor Porter read the recommendations
of the planning board from their minutes. Councilman Barton Jensen moved we accept the
general plan with the planning board recommendations. Councilwoman Darlene Blackburn
seconded.

2E: COMPLAINT ON SNOW REMOVAL
Jerry Roundy was present to complain about the state of the streets. The snow removal
is not adequate,
~E: JIM KELLER - DISCUSSION ON DEVELOPMENT GUIDLELINES
Jim Keller - Discussion on development guidelines. Studies on water and sewage
collection. Traffic and street planning. Storm sewers. Developers should have to
pay their own expenses.
RE: RESOLUTIONS STATING DUTIES OF LELAND THOMPSON
Councilman Nile Boyle moved we pass resolution stating the duties of Mr. Leland
Thompson, Public Works Director. (attached)
RE: AMBULANCES IN OLD CITY SHOP
Mayor Porter reported that the ambulances are in the old city shop until the
hospital is finished.

January 18, 1978
Minutes of regular council meeting of the City of Rexburg, Idaho, held January 18, 1978,
at the City Hall. The following were present:

The Mayor asked Mary Smith to take the minutes.

Mayor read the minutes of the regular council meeting held January 4, 1978. Morgan
Garner moved the minutes be approved. Seconded by Nile Boyle and unanimously carried.

RE: AUDIT DISCUSSED
The City audit was discussed. The Mayor reported the computer had been properly
programmed.
RE: SECOND HUD MEETING TO BE HELD
The Mayor stated the Second HUD meeting was to be held and urged all council members
to attend. The various benefits the City could receive under the programs were
discussed.
RE: REQUEST FOR ZONE CHANGE FOR MEDICAL CLINIC
Roger Hoopes requested that an area adjacent to the hospital on the East and which
was zoned R1 be rezoned R3 for the purpose only of constructing and maintaining a
medical clinic. He presented a sketch of the proposed facility. The Mayor read from
the planning board minutes which approved the requested zone change for the purpose.
The matter was discussed and determined that it be limited commercial rather than a
zone change from R1 to R3. The Mayor stated the City would have a petition circulated
among the property owners within a 300 foot radius of the perimeter of the property
for which the zone change was requested. He asked Mr. Hoopes to prepare the petition.
RE: LELAND THOMPSON PRESENTED A CITY WATER STUDY
Leland Thompson presented a study of the cost and projected cost of City Water.
A copy of the study is attached to these minutes. The matter was discussed at great
length and it was determined that additional information would be needed before the
council could determine what changes should be made in the operation of this city
utility.
RE: MR. THOMPSON ASKED COUNCIL IF THEY HAD RECOMMENDATIONS FOR CITY PERSONNEL REPORT
Mr. Thompson asked if the council had any recommendations pertaining to the City Personnel
Report he read submitted a month ago. The matter was discussed and councilman Boyle
suggested Mr. Thompson distribute the report to the city employees for their input.
IRE: GARBAGE PICKUP DISCUSSED
The matter of the weekly garbage pickup for the residential area was discussed and it was
concluded more effort should be made to make the people aware of the schedule for the
various areas and possible time of pickup.
IRE: STREET PROGRAMS DISCUSSED
Various street programs were discussed and the State Highway program. The Mayor reported
the State had let the contract to improve the highway through Rexburg and work would
commence as soon as weather permitted.
RE: KENT VERNON WOULD LIKE TO BID ON MAINTENNANCE OF PARK AND GOLF COURSE
Nile Boyle stated that Kent Vernon would like to bid on the maintenance of Porter Park and
the Golf Course for 1978. The matter was discussed.
IRE: MATTER OF CLOSING A PORTION OF 5th WEST DISCUSSED
The matter of closing a portion of 5th West for a race track was discussed. Also the
proposed location of a club house for the golf course.
IRE: COMPREHENSIVE PLAN FOR CITY DISCUSSED
The comprehensive plan for the City aws discussed. The Mayor stated the second hearing
was January 19, 1978, at 7:30 P. M. at the Washington School auditorium and he would
like to have as many there as possible.
