The matter of expanding the sewer treatment plant was discussed. The Mayor stated
that the City would have to take some action within the next year to serve additional
users.
I RE: RE-ZONING OF THE WEST HALF OF BLOCK 25 TO R2 DISCUSSED

The re-zoning of the West half of Block 25 to R2 was discussed. Moved by Nile Boyle,
seconded by Barton Jensen and unanimously carried that rezoning of the same be set for
public hearing.
BEER LICENSES APPROVED

Moved by Barton Jensen, seconded by Nile Boyle that the following beer licenses for sale
of canned and bottled beer but not to be consumed on the premises, be approved:
Safeway, Vl Oil, acid Stephenson's Market. The following councilmen voted "Aye":
Barton Jensen, Nile Boyle, morgan Garner, and Darlene Blackburn.

Moved by Nile Boyle, seconded by Barton Jensen and unanimously carried that the bills
be approved and paid.

City Clerk Afton Anderson read a portion of the minutes of the November 2, 1977, meeting
which had not been formerly approved. Councilman Barton Jensen moved the minutes be
approved. Councilman Morgan Garner seconded.

RE: MINUTES OF THE DECEMBER 21, 1977 MEETING APPROVED
MINUTES APPROVED FOR NOV. 17, 1977
City Clerk, Afton Anderson read a portion of the minutes of the November 17, 1977 meeting
of the City Council. Councilman Barton Jensen moved the minutes be approved. Council-
woman Darlene Blackburn seconded.
Minutes of the December 21, 1977 meeting were read by the City Clerk. Councilman
Morgan Garner moved the minutes be approved as corrected. Councilman Warren Porter
seconded. All Aye

RE: BEER LICENSES APPROVED
The Circle K Corporation and Mighty Mite have made application for a beer license to
sell bottled and canned beer; not to be consumed on the premises. Councilwoman
Darlene Blackburn moved the licenses be approved. Councilman Warren Porter seconded.

RE: REXBURG MUNICIPAL CODE ARRIVED
City Attorney, Mary Smith announced that copies of the Rexburg Municipal Code have
arrived. She urges all members of the council to read and notify her of any
corrections that should be made.

Councilman Nile Boyle moved the bills be approved for payment. Councilman Barton
Jensen seconded.

RE: DISCUSSION OF FINAL BILL OF VIDEO PIPE
Discussion of final bill for Video Pipe. Mayor Porter advised that the final pay-
ment would not be made until any damages ttrey incurred were paid. We will deduct
them from the balance if not already taken care of.

Mayor Porter appointed the chairmen for the following committees;
Barton Jensen-Water Dept.

Jim Morris- Parks and Recreation

Warren Porter moved that Barton Jensen remain as President of the Council. Council-
woman Darlene Blackburn seconded.

RE: HUD HEARING HELD
Gary Jeppson, HUD Planner for ECIPTA was present to direct the hearing for HUD.
He told the council what programs were eligible on this grant. The hearing is
to get input from the people as to which programs they would most like to see in
Rexburg. The next hearing will be in two weeks at the regular meeting.
RE: GERWIN BOWEN REQUESTS FOR ZONING CHANGE
Gerwin Bowen asked for a variance for his property at 5th West and 6th South. The
property is presently zoned R-2. He wants to change the zoning to R-3 so he can
build another 18 units, for married couples. Mayor Porter advised that he would
have to go to the planning board. Councilman Barton Jensen asked that he sketch
in landscaping.
RE: CHURCH FINAL PLATT SUB-MITTED TO COUNCIL
Brian Burt presented the church property final Platt showing the right-of-way and
access which may be put through when property on sides are developed. Councilman
Nile Boyle moved we accept the Platt showing accepted right of way. Council-
woman Darlene Blackburn seconded. All Aye. Mayor Porter read the recommendation of the
planning board from their minutes.

Resolution:
Be it Resolved•
That the Council appoint a City Works Director,
whpse duties shall be performed under the direction and
supervision of the coun cil.
1. He shall oversee the various City Departments
and direct and work with the city employees in charge of such
departments, and also the employees working in the department,
in order that the employees' efforts be expended for the best
.advantage and benefit of the city. .~?
2. See that the ordinances and policies of the city
are complied with and faithfully executed.
3. Attend all meetings of the council at which his
attendance is required by that body.
4. Recommend for adoption to the council such
measures as he may deem necessary or expedient.
- 5. Keep the council fully advised of the financial
condition of the city and make studies as requested as to the
City's future needs.
6. Prepare and submit to the council in cooperation
with the city clerk, a tentative budget for the next fiscal year.
9. Perform such other duties as the council may
.establish by ordinance or resolution.

2E: BRIAN BURT PRESENTS H & R SUBDIVISION
Brian Burt presented plans for H & R Subdivision. The subdivision is outside the City
limits but requires approval by the City Council. Mayor Porter read the recommendations
of the planning board from their minutes. Councilman Barton Jensen moved we accept the
general plan with the planning board recommendations. Councilwoman Darlene Blackburn
seconded.

2E: COMPLAINT ON SNOW REMOVAL
Jerry Roundy was present to complain about the state of the streets. The snow removal
is not adequate.
~E: JIM KELLER - DISCUSSION ON DEVELOPMENT GUIDLELINES
Jim Keller - Discussion on development guidelines. Studies on water and sewage
collection. Traffic and street planning. Storm sewers. Developers should have to
pay their own expenses.
RE: RESOLUTIONS STATING DUTIES OF LELAND THOMPSON
Councilman Nile Boyle moved we pass resolution stating the duties of Mr. Leland
Thompson, Public Works Director. (attached)
RE: AMBULANCES IN OLD CITY SHOP
Mayor Porter reportdd that the ambulances are in the old city shop until the
hospital is finished,
