We received 3 bids; Horkley Oil-reg 50.7, Diesel #1 39.7, Diesel #2 38.85; Oakeys - reg. 51.9, Diesel #1 42.75, Diesel #2 38.85; Valley Oil- reg 52.2, Diesel #1 41.9, Diesel #2 39.9. Horkley Oil was the low bidder and will be our gas supplies. RE: VARIANCE FOR TRAILER BEHIND STANDARD PLUMBING SHOP Mayor Porter read a letter askfor a variance to put trailer behind Standard Plumbing Shop. Councilman Barton Jensen moved they be granted a variance for one year. Councilman Nile Boyle seconded. All Aye RE: MINUTES OF PLANNING BOARD MEETING Mayor Porter read the minutes of the planning board meeting. They rurned down the La Mont Bell trailer court as presently shown. The council agreed to study and make decision next council meeting. RE: ROSS REESE REQUESTS ZONING CHANGE Ross Reese wants to change the zoning of his property on West Main. He wants it changed to Limited Commercial so that he can build an office building. Councilman Barton Jensen moved a petition be passed around. Councilman Morgan Garner seconded. The planning board has approved the change. All Aye RE: BILLS APPROVED Councilman Nile Boyle moved the bills be approved for payment. Councilman Warren Porter seconded. All Aye RE: PETE THOMPSON RESIGNED Mayor Porter reported that Pete Thompson has resigned as Asst. Plumbing Inspector. RE: ARCHIBALD PHILLIPS TRAILER NEEDS EXTENTION The Archibald Phillips trailer needs 30 day extention. All agreed Councilman Morgan Garner moved the meeting be adjourned. State of Idaho) County of Madison(ss City of Rexburg) A meeting of the City Council for the City of Rexburg, Idaho, Madison County, was held on Wednesday, the 21st of Sept. at the time of 7:30 P.M. at the City hall. Present were the following: Mayor: Councilman: John C. Porter Barton Jensen Norman Holman Morgan Garner Warren Porter RE: LAMONT BELL TRAILER COURT A drawing of the LaMont Bell trailer court was studied. The lots are too small for our trailer house ordinance. They should have a playing area, reduce their court to 10 lots, and put in black top and concrete pads. Councilman Barton Jensen moved they get plot plan with the improvements and specifications shown on the trailer park and the council will approve under those circumstances. Councilman Morgan Garner seconded. All Aye. All agreet that the washing facilities could be waiver. IRE: ROSS REESE ASKS FOR ZONE CHANGE Ross Reese has asked for a zone change. The police have taken around the petition and all signed with the exception of the Garrett Cases who wish to express their opposi- to a beer parlor in the area. If this would in anyway indorce the tavern they will with- draw their approval. Councilman Barton Jensen moved the zone change be approved. All Aye ~RE: ZONE CHANGE REQUESTED FOR SENIOR CITIZENS APARTMENT HOUSE Mayor Porter reported that they are building a Senior Citizens apartment house in Rexburg. They will be subisdized rentals and a recreation hall. They will need a Zone change in order to build in the block they wish; directly behind Rexburg Floral on North Center. They want the property zoned R-3; one part is now zoned R-2 and the other commercial. Councilman Nile Boyle moved a hearing be set to change the zoning. Councilman Morgan Garner seconded. All Aye ARE: JACK RANDALL REQUESTS A ZONING CHANGE TO BUILD MEDICAL CENTER Jack Randall has requested a zoning change to build a medical center by the hospital. The property is now zoned R-1 and he wants it changed to limited commercial. Mayor Porter read the planning board minutes. The planning board wants building plans and plat before approving. Mr. Randall will resubmit. Councilman Morgan Garner moved that we uphold the planning board in their decision. Councilman Nile Boyle seconded. All Aye ~ RE: ROBERT PURRINGTON APPOINTED FOR PLANNING BOARD The planning board has requested three more members. There are presently six members. The Mayor presented the name of Robert Purring ton, Councilman Barton Jensen moved that Robert Purrington be appointed to the planning board. Councilman Warren Porter seconded. All Aye ~_ 69 ~ RE: PRESCINCT FOR ELECTION SET City Clerk, Afton Anderson presented a city map showing the new City limits of the City. She asked that a fourth prescinct be added. Councilman Warren Porter moved and Ordinance be drawn up setting the discussed boundaries. Councilman Barton Jensen seconded. All Aye. City Clerk, Afton Anderson presented the names of the four registrars to be approved as follows: 1st prescinct - Beverly Erickson- 2nd prescinct- Edna Lewis; 3rd prescinct- Loretta Rigby; 4th prescinct- Edytha Poulson. The council approved the appointments. _._._._ ~ RE: INSURANCE TO BE CHANGED TO $1000 DEDUCTABLE ~i~ Gary Archibald of Archibald-Phillips Insurance Agency, asked the council to consider going to $1,000 deductible on insurance coverage. Councilman Warren Porter moved for approval and Councilman Morgan Garner seconded. All Aye. The? will get an appraiser to re-evaluate all City buildings. STATE ASKING CITY TO ADOPT THE STATE UNIFORM TRAFFIC CODE The State is asking the City to adopt the State uniform traffic code. -The City Attorney, Mary Smith will study and report on the request. IRE: MILL LEVY SET After okaying the budget for 1977-1978 the mill levy is set at 31.476 for the City. ~fl RE: PUBLIC WORKS PROJECTS APPROVED The public works projects under EDA have been approved. We are now getting easements and right-of-ways. RE: MAYOR REPORTS THE BOR CLAIM FOR STORM SEWER IS TURNED DOWN Mayor Porter reported the BOR claim for storm sewers was turned down; -they cannot find in Idaho Law prohibiting sumps. The Department of Health in researching. RE: CITY RECEIVES A STOP ORDER ON SEWER HOOKUPS, RESOLUTION PASSED The City of Rexburg has received a stop order on sewer hookups form the health department. A survey of sewer hook ups show the lagoons have reached capacity. The City passed a resolution saying that we would take immediate action. Only 100 more hook-ups can be made until we receive further okay. RE: RESOLUTION OF INTENTION FOR LID 23 READ Mary Smith, City Attorney, read a resolution of intention for LID 23. The protest hearing was set for October 19 and to pass the ordinance creating the district. Councilman Barton Jensen introduced resolution. Councilman Morgan Garner seconded. All Aye RE: BIDS ON POLICE CARS Bids on police cars were as follows: Taylor Chevrolet for Chev Nova $5,186; Stones Town & Country for Dodge Monico $5,866.37; and Rexburg Motor $5,632.18 for LTD II; Erickson Pontiac $5,422.18. The low bid was turned in by Taylor Chevrolet. The bids will be turned over to the Chief of Police to make sure they pass specifications. RE: BILLS PASSED Councilman Nile Boyle moved the bills be passed for payment. Councilman Morgan Garner seconded. RE: MEETING ADJOURNED All Aye Councilman Nile Boyle moved the meeting be adjourned.
