trailers bring in a transient type which they don't want. He doesn't want to live by
them. Juanita Bruce lives in a trailer house because she lost everything in the flood.
She was very upset to think people looked down on her becuase of it. Terry Brunson
expressed his anger that people aren't allowed to live in the kind of home they can
afford. Everyone can't affr~rd big homes on the hill. Jim Morris is not opposed to the
court. Gwen Lee advises that there is such a hazardous road conditon there that the
court shouldn't be left there. It was pointed out that the hazardous rd.ad condition
would be there regardless of whether-their were trailer homes or homes axe there.
Donna Sanford stated that there is already an overcrowded problem with the Adams
school now and that court would increase that problem. Councilman Warren Porter
stated that it was not the job of the city council to prohibit children; there will
be an increase in children there whether they build homes in that area or have a mobile
home park. Mayor Porter reported that a road from Barney Corner directly to North 2nd
East is being planned. This would help alleviate the traffic hazard. Robert Swartz
opposed. Gordon Thatcher advised that homes in Rexburg are too high for young people
just starting out or old people. We can't refuse to let people live in Rexburg because
they can't afford $65,000 homes. Robert DaBell apposed.
Mayor Porter reported that the purpose for the hearing was to find out the feelings of
the neighbors. The planning board must now make their decision and report to the
City Council. The council will then make their decision.
The hearing adjourned 10:30 P. M.
IRE: LORIN CLEMENTS ASKS FOR VARIANCE
Lorin Clements asked for a variance on his lot. His lot is only 55 feet wide;
however, his home will still leave 5 feet on each side. Councilman Morgan
moved the variance be granted. Councilman Nile Boyle seconded.

RE: DAN MOULTON RESIGNED HIS POSITION AS SUPERINTENDENT OF STREETS
Dan Moulton has resigned his position as Superintendent of the street department.
Louis Sommers is taking over until a new man is-hired as Supt. Leland Thompson is
also supervising. They are now in the process of rerouting the garbages routes and getting
the time schedule closer. There have been so many complaints on that department. A
lot of the problem has been with the regular men on vacation.

Boyle seconded.

A meeting of the City Council for the City of Rexburg, Idaho, Madison County, was held
on Wednesday, the 17th of August at the hour of 7:30 P. M. at the City Hall. Present were
the following:

RE: MINUTES APPROVED
The minutes of the August 3 meeting were read and discussed. Councilman Nile Boyle
moved the minutes be approved as corrected. Councilman Barton Jensen seconded.

RE: ROBERT WOODMANSEE ASKS FOR PERMANENT PARKING ZONE
Mayor Porter read a letter from Robert Woodmansee asking the City to rent him a per-
manent parking zone at the side of Kings on College Ave. He agrees to pay more than
was charged in the past. It was suggested that he obtain parking in one of the lots as
the City really can't rent the street as that belongs to everyone. Councilman Nile
Boyle suggested it be tabled until he can check on parking space rental from Barretts.
RE: HEARING: PALMER TRAILER COURT ANNEXATION
Palmer Trailer Court annexation. Mayor Porter read the minutes of the planning board in
which they recommended the annexation of the Gene Palmer nproperty and his proposed 3
phase plan for his mobile home park. Mayor Porter then asked the people for their.
ruling. He stated that a great deal of the opposition to the court was the present
hazardous street. He advised that measures would be taken to correct this condition
regardless of whether that is annexed or not. Councilman Nile Boyle moved the Palmer
property be annexed and zoned R-3 as the planning board recommended. Councilman Morgan
Garner seconded. Darlene Blackburn-Aye, Warren Porter-Aye, Norman Homan-Aye, Barton ,
Jensen-Aye.
RE: MARIAN NELSON BUILDING
The police have been to everyone within 300' os the Nelson property and have obtained
petitions signed by them. Nine were against the building and seven were for the building.
Councilman, Nile Boyle suggested that Mr. Nelson be made to sign an agreement that if
he uses the building for commercial purposes the city could make him pay demages of
$10,000 and remove the building. The attorney was instructed to draw up the agreement
and have Mr. Nelson sign.

RE: LETTER FROM PRESIDENT OF THE WASHINGTON SCHOOL PTA ASKING COUNCIL TO TURN DOWN BEER LICENSE
Mrs. Garrett Case read a letter from the president of the Washington School PTA
asking the city council to turn down an application for a beer license. The Council
assured them that they will take this in to consideration if a request is made for a
beer license in the 200 block of West Main.
RE: VIOLATIONS WHERE PEOPLE ARE OPERATING COMMERCIAL BUSINESS IN RESIDENTIAL ZONES
It was brought to the attention of the council that there are numerous violations
where people are operating commercial enterprises from their homes in resid~nh~lal
zones. Strobel-Kidd-Yost, and others They should be written a letter to inform then
thay they must stop.
RE: WALDO BODILY HAS COMPLAINT ON HOLE ON HIS PROPERTY THAT HAS NOT BEEN FILLED
Waldo Bodily had a waterline fixed by his property 4 years ago. The barricade is
still there as the water dept. has never filled the hole
RE: EPA ADVISED THAT CITY CANNOT HOOK ANY ADDITIONAL DEVELOPMENTS-ONTO THE CITY SEWER
Mayor Porter advised that EPA has written to the city stating that we cannot hook
any additional developments onto the city sewer system as our lagoons are to
capacity now. Councilman Barton Jensen moved that a resolution be passed as soon as
possible that the city will take steps to improve the lagoons. Councilman Nile Boyle
seconded. All Aye. (Resolution attached). They are going to move the pipe from
the middle to the far side to increase the action. This should help right now.'

IRE: HISTORICAL SOCIETY PRESENT PLANS FOR TABERNACLE
Dewaine Wilding of the Historical Society, was present to discuss the plans for the
tabernacle. Paul Jensen, Architect is fixing up a brochure of the history of the
tabernacle to use for fundraising for the project. There have been pledges already and
feel sure they will have no problem raising the funds.
IRE: REROUTING THE GARBAGE PICKUPS
Leland reports that they are rerouting the garbage pickups. They are sending separate
trucks out to pick up large articles that are too big for garbage trucks. Extra routes
at Christmas, spring & fall. Must limit weight of garbage cans to 50 lbs. They have to
lift these cans high and it will prevent someone from being hurt. Councilman Nile
Boyle so moved. Councilwoman Darlene Blackburn seconded.

IRE: NEW STREET LIGHTS BEING PUT UP
Mayor Porter reported that Utah Power & light is putting in the new street lights that
we approved a year ago.
RE: SPECIAL MEETING ON BUDGET TO BE HELD
The council will have a special meeting August 31 to work on the budget at 6:30. We
will have to have it ready for the newspaper to publish twice. It must be presented
to the County by the 2nd Monday in September.
IRE: V-l OIL BEER LICENSE APPROVED
V-1 Oil has made application for a retail beer license. Councilman Barton Jensen moved
the license be issued. Councilman Warren Porter seconded. All Aye.
IRE: BIDS FOR GASOLINE ADVERTISED FOR
Leland reported that he has advertised for bids on gasoline.

RE: CITY TO PUT WATER SEWER LINE ON 3rd EAST BEFORE LID
Merlin Muir is building condominums on 3rd East. Neighbors accross the street want to
hook on the same line. They are on the LID. The condominums are already rented and
Mayor Porter wants to go ahead and put the line in now under an emergency situation.
Councilman Warren Porter moved the meeting be adjourned. Councilman Nile Boyle
seconded.
