Porter MINUTES OF THE CITY COUNCIL MEETING May 18, 1977, 7:30 P. M. State of Idaho) County of Madison (SS City of Rexburg) A meeting of the City Council for the City of Rexburg, Idaho, Madison County, was held on Wednesday, the 18th of May at the hour of 7:30 P. M. at the City Hall. Present were the following: Mayor: John C. Porter Councilman: Barton Jensen Nile Boyle Warren Porter Also Present: Mary Smith, City Attorney Afton Anderson, City Clerk Absent: Morgan Garner, Councilman Norman Holman, Councilman Minutes of the May 4th meeting were read and discussed. Councilman Nile Boyle moved the minutes be approved as corrected. Councilman Barton Jensen seconded. All Aye RE: PROPOSALS MADE BY THE TRAFFIC SAFETY COMMITTEE Mayor Porter read a list of proposals made by the Traffic Safety Committee. 1. They propose that the alleys between 1st East and College Ave. and 1st East and College Ave. and 1st Eat and No. Center be made one-way. They suggest the one by City Hall should go West and the other to the East. 2. There should be some safety measures made at So 5th West and 4th South. Councilman Barton Jensen moved the City agrees but will table until the highway dept. proposal is studied. Councilwoman Darlene Blackburn seconded. All Aye. 3. They want left turn bays on the South highway from the bridge on 4th South to 7th South.As the state is planning to widen and resurface that highway, it would be a good time to initiate. Councilman Nile Boyle moved the Council approve this recommendation. Councilwoman Darlene Blackburn seconded. All Aye. PRESENTATION ON BLUE CROSS INSURANCE Presentation on Blue Cross Insurance. Councilman Barton Jensen moved Warren Porter study the plan and mane recommendation. RE: LID REQUESTS Discussion- LID requests sz RE: RE: RE: DISCUSSION FEDERAL GRANTS AND CLAIMS TO BOR Discussion Federal Grants and claims to BOR. BILLS APPROVED Councilman Nile Boyle moved the bills be approved for payment. Councilman Barton Jensen seconded. All Aye , RE: RE: RE: BID OPENING FOR SPRINKLERS FOR THE NEW PARK The bid opening was held on the sprinklers for the new park. Early Bird Sprinklers were the low bidder. Bengal Electric of Idaho Falls were the low bidders on the wiring. The bids for the restrooms were Intermountain Construction $37,900.00 and Zollinger Construction, $40,000.00. Intermountain Construction was low bidder and has started work. TABERNACLE PROPERTY Discussion on the tabernacle property. Mayor Porter received a call saying they had accepted the cities offer to purchase the tabernacle. It does not include the stake office building property. The property around the tabernacle will be maintained by the parks department. In the basement the City will put public restrooms and the historical society is going to use part of it for displays. They plan to set up a Teton Disaster Flood museum. It will be a tourist attraction. ADJOURNMENT Councilman Barton Jensen moved the meeting be adjourned. Councilwoman Darlene Blackburn seconded. M. at the City Hall. Present were the following: Mayor: Councilman: Councilwoman: Also Present: Absent: RE: LID REQUESTS HAVE BEEN TURNED IN John C. Porter Norman Holman Barton Jensen Morgan Garner Nile Boyle Darlene Blackburn Mary Smith, City Attorney Afton Anderson, City Clerk Warren Porter, Councilman 1 Mayor Porter reported that all the LID requests have been turned in now and they are starting the preliminary work immediately. The City Attorney will get with the engineer tomorrow.
