Porter MINUTES OF THE CITY COUNCIL MEETING May 4, 1977, 7:30 P. M. A meeting of the City Council for the City of Rexburg, Idaho, Madison County, was held on Wednesday, the 4th of May at the hour of 7:30 P. M. at the City Hall. Porter Barton Jensen Morgan Garner Nile Boyle Warren Porter Darlene Blackburn Mary Smith, City Attorney Afton Anderson, City Clerk Norman Holman, Councilman Minutes of the April 20th meeting were read and discussed. Councilman Barton Jensen moved the minutes be approved as corrected. The motion was seconded by Morgan Garner. All Aye ZONING CHANGED FOR MRS. HAROLD HILL'S BEAUTY SHOP Mayor Porter read a petition concerning the operation of a beauty shop in Mrs. Harold Hill's home at 122 North 1st East. None of the neighbors contacted were opposed. Councilman Nile Boyle moved that the zoning be changed to limited commercial. Council- woman Darlene Blackburn seconded. All Aye kE: STEVE REED ASKS PERMISSION TO OPERATE A DANCE HALL Steve Reed was present to ask for a business license to operate a dance hall and lunch counter in the basement of the Idamont Hotel. Mayor Porter advised them to check the state laws on dance halls in basements. He also was warned about the parking problem. They could keep open until 1:00 A. M. ~'~ DISCUSSION ON FEDERAL DISASTER VERIFIERS Discussion- Federal Disaster verifiers. Additional streets need repaired. ,~D RE: DISCUSSION ON PARKING LOTS. The city has applied for a grant to purchase property for parking lots. RE: SUGGESTION MADE THAT CITY GET STRICKTER CODES AS TO FIRE PROTECTION Bob Zeal suggested the City get strickter codes as to fire protection. Apartment houses should be required to have fire extinguishers for each apartment. Mr. Zeal complains that the stairways in the Wagon Wheel Apartments, where he lives, are all wood and would be the first thing to burn. There would then be no way out of the building. RE: GEORGE WILLMORE PRESENTED PLATT OF CONDOMINUMS George Willmore presented a platt of the condominums they are building at 52 So. 2nd East. They will have an entrance onto 2nd East and also lst South. There will be 25 units, 2 and 3 bedroom. They will be for retired persons. The planning board has approved. RE: DISCUSSION -STREETS NEED REPAIRS Discussion- streets needing considerable repairs. Stricter inforcement of the digging permits. Dan Moulton is checking all the street cuts now. Those that have not been repaired properly will forfeit the funds turned over for a digging permit and pay any additional costs incurred by the city. RE: DISCUSSION SETTING SPEED LIMIT IN THE ALLEYS Discussion-setting a speed limit in the alleys. Should be posted 10 miles an hour and inforced. RE: NOT ENOUGH PARKING FOR KEN BIRD APARTMENTS Discussion-not enough parking for the Ken Bird apartments. RE: ENGINEERS SHOULD SEE IF MANHOLES AND FIRE HYDRANTS ARE PUT IN PROPERLY The City engineers must see that the manholes and fire hydrants are put in properly or the city should withhold their pay. RE: PETITION IN MANWARING AREA PROTESTING ANY ZONE CHANGE THERE Mayor Porter read a petition signed by the people in the Manwaring area protesting any zone change there. The hearing was called off. RE: ORDINANCE 578 City attorney, Mary Smith read Ordinance 578 changing zoning from R-2 to R-3 of Lots 3 of block 3 of the Klingler Addition. AN ORDINANCE AMENDING AND CHANGING THE ZONING MAP OF THE CITY OF REXBURG, IDAHO, TO PROVIDE THAT CERTAIN PROPERTY HEREINAFTER DESCRIBED IN REXBURG, MADISON COUNTY, IDAHO, LOCATED WITHIN THE CITY LIMITS AND HEREINAFTER DESCRIBED AS THE SOUTH HALF OF LOT 3, AND ALL OF LOT 4 OF BLOCK 3 OF THE KLINGLER ADDITION TO THE CITY OF REXBURG BE ZONED R3. A motion was made by Councilman Barton Jensen and seconded by Councilman Darlene Blackburn that the rules requiring ordinances of a general and permanent nature to be fully and distinctly read on three different occasions be dispensed with and that said Ordinance be numbered 578 and be read in full and at length and placed ` upon its final passage. Thereupon the Clerk was ordered to call the roll on said motion and the roll call upon said motion was as follows: Those voting Aye: Barton Jensen Morgan Garner Nile Boyle Warren Porter Darlene Blackburn Those voting Nay: None RE: LELAND THOMPSON HIRED AS PUBLIC WORKS DIRECTOR Mayor Porter advised the council that he has hired Leland Thompson as a Public Works Director. He will start in August of this year. :~pril 15, 1977 Rexburg City Council City Hall, Rexburg, Idaho 83440 Gentlemen: 'on'e are requesting permission to park a 14 foot wide trailer in 'back of the"R and B Drive In in Rexburg. There was a trailer parked. at this site` Before the flood. We desire to replace it. To replace the trc}iler we understand the council ~:ust grant us a variancar. The property is in a Commercial zone. As far as we know, there is no objection to a trailer being located in this area from residents living in the area. i~'e respectfully ask immediate action on this request as we have a trailer on o~dPr. State of Idaho) County of Madison (SS City of Rexburg) A meeting of the City Council for the City of Rexburg, Idaho, Madison County, was held on Wednesday, the 18th of May at the hour of 7:30 P. M. at the City Hall. Present were the following: Mayor: John C. Porter Councilman: Barton Jensen Nile Boyle Warren Porter Also Present: Mary Smith, City Attorney Afton Anderson, City Clerk Absent: Morgan Garner, Councilman Norman Holman, Councilman Minutes of the May 4th meeting were read and discussed. Councilman Nile Boyle moved the minutes be approved as corrected. Councilman Barton Jensen seconded. All Aye RE: PROPOSALS MADE BY THE TRAFFIC SAFETY COMMITTEE Mayor Porter read a list of proposals made by the Traffic Safety Committee. 1. They propose that the alleys between lst East and College Ave. and lst East and College Ave. and lst Eat and No. Center be made one-way. They suggest the one by City Hall should go West and the other to the East. 2. There should be some safety measures made at 50 5th West and 4th South. Councilman Barton Jensen moved the City agrees but will table until the highway dept. proposal is studied. Councilwoman Darlene Blackburn seconded. All Aye. 3. They want left turn bays on the South highway from the bridge on 4th South to 7th South.As the state is planning to widen and resurface that highway, it would be a good time to initiate.
