RE: SIX REQUESTS OF THE TRAFFIC SAFETY COMMISSION
Barton Jensen read the 6 requests of the Traffic Safety Commission.
1. The pedestrian signs used in the middle of the street are against the Idaho State
State Law and should be removed. Rejected: This was okayed through the highway dept.
2. A traffic safety guard should be placed at West Main and 1st West.
Accepted: A guard has been hired.
3. The City should have a new master map done and hanging on the City Council Chambers
wall with a plastic overlay so proposals may be drawn on the overlay.
Accepted: New map has been drawn up.
4. That the entrance at the Jr. High School be made one-way only with a do-not-enter
sign placed at the West entrance.
Accepted: Will check with school.
5. They asked to be informed by the City Council of any. new developments, sub-
divisions, contruction or changes which may effect or involve traffic safety,
Accepted.
6. Asked to have a full time person in charge of up-dating, replacing, taking
inventory, and installing new signs. The person hired should be required to attend
training course on signing in Boise, be paid adequate wages, have equipment necessary
to complete his job and have use of private contractors until equipment can be
purchased by the City.

Councilman Warren Porter moved the bills be accepted for payment. Councilman Norman
Holman seconded.

A meeting of the City Council for the City of Rexburg, Idaho, Madison County, was held
on Wednesday, the 6th of April, at the hour of 7:30 P. M. at the City Hall. Present
were the following:
Mayor: John C. Porter
Councilman: Morgan Garner
Barton Jensen
Norman Holman
Warren Porter
Nile Boyle
Councilwoman: Darlene Blackburn
Also Present: Mary Smith, City Attorney
Afton Anderson, City Clerk
RE: RETORT ON FIRESTATION
Mayor Porter reported on the firestation. The bids were $40,000 below the grant which will
enabel them to blacktop the parking lot and install a storm drain. Both alleys will be
widened.
RE: MINUTES APPROVED MARCH 2, 1977
Minutes of the March 2, 1977, meeting was read and discussed. Councilman Nile Boyle moved
the minutes be approved as corrected. Councilman Barton Jensen seconded.

RE: SALEM AVENUE WANTS TO BE ON LID
RE: MICHAEL GROVER GIVEN PERMISSION TO BUILD ON A LOT 56 FEET WIDE
Michael Grover bought the property at 29 East 2nd North and wants
The lot is 56 feet wide and the building code requires 60 feet.
Jensen moved that in as much as there was a home there before the

RE: MAYOR REPORTS ON SEWER PROBLEMS

Mayor Porter reported on sewer problems. They are filming for sewer leaks at the present
time. In some cases the sewer is backing up into basements and HUD trailers. They
found that in some places where the street sank after the flood, it broke sewer lines
Under the street. They are busy with repairs.
RE: RE-ZONING HEARING ON THE LOREN GROVER PROPERTY
Re-zoning hearing on the Loren Grover property. The planning board has approved of
the change from R-2 to R-3. Mayor Porter asked if there was anyone opposed. No one present
to protest. Mary Smith, City Attorney presented Ordinance 576.
RE: ORDINANCE 576
AN ORDINANCE AMENDING THE CHANGING THE ZONING MAP OF THE CITY OF REXBURG, IDAHO, TO
PROVIDE THAT CERTAIN PROPERTY HEREINAFTER D~SrRIBED IN REXBURG, MADISON COUNTY,
IDAHO, BE CHANGED FROM R2 RESIDENTIAL TO R3 RESIDENTIAL.
A motion was made by Councilman Nile Boyle that the rules requiring ordinances of
general and permanent nature to be fully and distinctly read on three different occasions
be dispensed with seconded by Warren Porter and said Ordinance be numbered 576 and
be read in full. and at length and placed upon its final passage.
Thereupon the Clerk was ordered to call the roll on said motion and, the roll call upon
said motion was as follows:

The Mayor thereupon declared that the motion, having been passed by not less than three-
fourths of the Council, had been duly carried, Ordinance No. 576 was then read by the Clerk
in full and at length.
RE: ANNEXATION HEARING ON THE LYLE ROBISON PROPERTY
Annexation hearing on the Lyle Robison property. The property is approximately 23 acres
just north of the Tri County property on the north highway. They want annexed and
zoned commercial or industrial. The planning board recommended that they be annexed and
zoned Industrial #1. The City will take the water and sewer to the north bank of the river
the property owner would have to put in their own lines on to their service. The
sewer cannot be put across the river unless we get a grant to help build a
lift station. The grant has been applied for and the prospects of getting the grant
~is good. Discussion. Mayor Porter says there is a study underway to run the sewer
clear to Sugar City. The comprehensive plan shows this property as industrial.
It has been six months since the moratorium was set. The property would be annexed with
the understanding that the city couldnot extend the lines out to them. It would have to be
done at the property owners expense.
RE: ORDINANCE 577
AN ORDINANCE ANNEXING CERTAIN LANDS TO THE CITY OF REXBURG, IDAHO; DESCRIBING SAID LANDS
AND DECLARING SAME A PART OF THE CITY OF REXBURG, IDAHO; AND AMENDING AND CHANGING
THE BONING MAP OF THE CITY OF REXBURG, IDAHO, TO SHOW SUCH ANNEXATION AND CLASSIFICATION
OF THE SAME UNDER THE ZONING ORDINANCE OF THE CITY OF REXBURG, IDAHO, AND PROVIDING WHEN
THIS ORDINANCE SHALL BECOME EFFECTIVE.
A motion was made by Councilman Nile Boyle and seconded by Warren Porter that the rules
requiring ordinances of a general and permanent nature to be fully and distinctly read
on three different occasions be dispensed with and that said Ordinance be numbered 577
and be read in full and at length and placed upon its final passage.

RE: DISCUSSION RAISING 2nd NORTH
Discussion-raising 2nd North street repaired to flood plain height.
RE: DISCUSSION ON TENNIS COURTS
Discussion-tennis courts. Jim Poulson met with state parks. Tennis courts were built in
Rupert, very simular, for $44,000. A number of the contractors said the specs were too
ridged. The state parks people are sending new specs. April 20th new bids will be
opened.
RE: ASSISTANT PLUMBING INSPECTOR HIRED
Mayor Porter advised that he has hired an assistant plumbing inspector. P. O. Thompson
III is a licensed plumber and the state has okayed him as a plumbing inspector.

Barton Jensen seconded.
RE: DR. FIELDING WOULD LIKE TO CHANGE APARTMENTS TO CONDOMINIUMS
Dr. Fielding would like to change apartments to condominiums. He was advised to wait
until the City gets their condominium ordiance passed. The Council will then approve
the plans.
RE: DISCUSSION ON SMOKING IN PUBLIC PLACES
Discussion-smoking be made illegal in public places.
RE: BILLS APPROVED
Councilman Nile Boyle moved that the bills be approved for payment. Councilman Morgan
Garner seconded.
