A meeting of the City Council fo the City of Rexburg,, Idaho, Madison County, was held
on Wednesday, the 16th of March, at the hour of 7:30 P. M, at the City Hall. Present were
the following:

RE: BUDGET DISCUSSED

The budget was discussed. Councilman Warren Porter moved the tentative budget be
approved, and the budget hearing set for Wed. 30th at 8:00 P. M. Councilman Morgan
Garner seconded. All Aye The number of employees now employed by the City was discussed.
It was suggested that when these Cheta programs are finished, the departments be cut
back on their help.
RE: PLANNING BOARD ASKS THAT CARRIAGE HOUSE BE MADE TO DEVELOPE PARKING SPACES
Barton Jensen read the planning board minutes in which they recommended the Carriage
House be forced to develop immediately the parking spaces which were on the plan okayed
by the planning board and council.. Many complaints have been voiced about the lack of
adequate parking in that development. Councilman Nile Boyle moved the City Attorney,
Mary Smity, be instructed to write the owners a letter instructing them they must
have the full number of parking spaces required by July 1st, Councilman, Norman
Holman seconded.

RE: HEARING SET FOR LOREN GROVER PROPERTY ON CENTER STREET
A hearing was set for the Loren Grover property on Center Street for April 6 at 8:00
P. M. This will concide with the Lyle Robinson annexation hearing set for April 6.
Councilman Norman Holman moved that the hearing be both set for April 6 and Councilman
Morgan Garner seconded.

RE: PLANNING BOARD REQUESTS COPY OF BUILDING PERMIT REPORT
The planning board requests that they receive a copy of the building permit report at
the 1st of each month.
RE: STATE PL~NNiNG COMMISSION PRESENTS CONTRACT FOR FUNDS TO BE USED FOR COMPREHENSIVE PLAN
The State Planning Commission presented a contract which needs signed for the
planning HUD funds. The contract is for $39,400 for the City and County with a
$19,000 match. It will be used to update the comprehensive plan the county now has.
It will do actual landscaping, study traffic flow. There is also a capitol improvement
program. A letter has been sent to consultants asking for proposals. Councilwoman
Darlene Blackburn moved that Acting Mayor, Barton Jensen be instructed to sign the
Comprehensive Study Plan. Councilman Nile Boyle seconded.

RE: 5IX REQUESTS OF THE TRAFFIC SAFETY COMMISSION
Barton Jensen read the 6 requests of the Traffic Safety Commission.
1. The pedestrian signs used in the middle of the street are against the Idaho State
State Law and should be removed. Rejected: This was okayed through the highway dept.
2. A traffic safety guard should be placed at West Main and 1st West.
Accepted: A guard has been hired,
3. The City should have a new master map done and hanging on the City Council Chambers
wall with a plastic overlay so proposals may be drawn on the overlay.
Accepted: New map has been drawn up.
4. That the entrance at the Jr. High School be made one-way only with a do-not-enter
sign placed at the West entrance.
Accepted: Will check with school.
5. They asked to be informed by the City Council of any new developments, sub-
divisions, contraction or changes which may effect or involve traffic safety,
Accepted.
6. Asked to have a full time person in charge of up-dating, replacing, taking
inventory, and installing new signs. The person hired should be required to attend
training course on signing in Boise, be paid adequate wages, have equipment necessary
to complete his job and have use of private contractors until equipment can be
purchased by the City.

Councilman Warren Porter moved the bills be accepted for payment. Councilman Norman
Holman seconded.

A meeting of the City Council for the City of Rexburg, Idaho, Madison County, was held
on Wednesday, the 6th of April, at the hour of 7:30 P. M. at the City Hall. Present
were the following:

RE: REPORT ON FIRESTATION
Mayor Porter reported on the firestation. The bids were $40,000 below the grant which will
enabel them to blacktop the parking lot and install a storm drain. Both alleys will be
widened.
