MINUTES OF THE CITY COUNCIL MEETING
February 16, 1977, 5:00 P.M.

A meeting of the City Council of the City of Rexburg, Idaho, Madison County, was
held on Wednesday, the 16th of February, at the hour of 5:00 P. M., at the City Hall.
Present were the following:
Mayor: John C. Porter
Councilman: Nile Boyle
Warren Porter
Morgan Garner
Barton Jensen
Councilwoman: Darlene Blackburn
Absent: Councilman Norman Holman
Also Present: Mary Smith, City Attorney
Afton Anderson, City Clerk
RE: SAFETY COUNCIL RECOMMENDS A TRAFFIC GUARD BE PUT AT WASHINGTON SCHOOL
The safety council has recommended that the City have a safety traffic guard at the
Washington School. The Mayor reports that the City could hire a guard on the Cheta
program.
RE: DISCUSSION AUDITORS
Discussion auditors. It was agreed that Merrill Rudd would do the audit for 1976 because
of the added complications of the flood. After this year however, the audit will be
put up for bids.
RE: ORDINANCE X74
Mary Smith, City Attorney, read ordinance 574 annexing the Tri-County property and zoning
said property Industrial.
AN ORDINANCE ANNEXING CERTAIN LANDS TO THE CITY OF REXBURG, IDAHO; DESCRIBING SAID LANDS
AND DECLARING SAME A PART OF THE CITY OF REXBURG, IDAHO,; AND AMENDING AND CHANGING THE
ZONING MAP OF THE CITY OF REXBURG, IDAHO, TO SHOW SUCH ANNEXATION AND THE CLASSIFICATION
OF THE SAME UNDER THE ZONING ORDINANCE OF THE CITY OF REXBURG, IDAHO, AND PROVIDING WHEN
THIS ORDINANCE SHALL BECOME EFFECTIVE.
A motion was made by Councilman Nile Boyle that the rules requiring ordinances of a
general and permanent nature to be fully and distinctly read on three read on three
different days be dispensed with and that said Ordinance be numbered 574 and be read in
full and at length and placed upon its final passage. Darlene Blackburn seconded.
Thereupon the Clerk was ordered to call the roll on said motion and the roll call upon
said motion was as follows:

Those Voting Nay: None
The Mayor thereupon declared that the motion, having been passed by not less than
three-fourths of the Council, had been duly carried, Ordinance No. 574 was then read by
the Clerk in full and at length.
RE: PLANNING BOARD MAKES RECOMMENDATIONS ON ZONING CHANGES
The planning board has recommended that changing of lots 3 & 4 of the Klingler addition
from R-2 to R-3 residential. Notice of public hearing for Wed. 2nd of March.
RE: AGREEMENT TO MAINTAIN ROAD TO UNION PACIFIC DEPOT DENIED.
Discussion on agreement with Union Pacific Railroad for maintenance of the road to their
depot. After discussion all agreed not to sign the agreement.
RE: GARY BALL APPOINTED FOR NEW TERM AS CHAIRMAN OF AIRPORT BOARD
Mayor Porter reported that Gary Ball's term as chairman of the airport board expires.
He is currently the member at large for the City and County. Councilman Barton
moved Gary Ball be appointed for a new term of 3 years. Councilman Warren Porter seconded.

FAIR BOARD ANXIOUS TO GET AGREEMENT TO REBUILD FAIR GROUNDS
The fair board is anxious to get an agreement to rek~uild the fair grounds. FDA funds are
over $200,000. They wish to build a covered arena for year round sales or sports. The
grand stand is alright. We will schedule for the next meeting.
~= STARTING DOG POUND
They are starting on the dog pound next week.
RE: JOHN MORFORD HOUSE TO CLOSE T® THE STREET
Mayor Porter reports that John Morford has moved a house from the campus to 3rd South.
The property is commercial. The house has been set on a basement. The house is too close
to the street. Meeting was moved to the property in question. Discussion. Councilman
Barton Jensen moved the neighbors be contacted to see what the objections are; the Mayor
can then make a decision. Councilman Morgan Garner seconded.

Councilman Barton Jensen moved the bills be paid. Councilwoman Darlene Blackburn
Darlene Blackburn seconded.

Councilman Morgan Garner moved the meeting be adjourned. Councilman Barton Jensen
seconded,

on Wednesday, the 2nd of March, at the hour of 7:30 P.M. at the City Hall. Present
were the following:
