A meeting of the City Council of the City of Rexburg, Idaho, Madison County, was held
on Wednesday, the 18th day of January, at the hour of 7:30 P. M. at the city hall at
which meeting there were present and answering roll call, the following:

RE: REXBURG HAS MORE COMMERCIAL AREA THAN NEEDED
Boing Computer Service has made a study of the commercial properties within the City.
Rexburg has more commercial area than is needed for a city of 10,000 (Enclose Letter).
'RE: OPPpRTUNITY TO ACQUIRE TABERNACLE PROPERTY
Mayor Porter reported that we may have an opportunity to acquire the tabernacle
property. If the LDS Church does give the property to the city, we are going to have
to have money to rehabilitate the grounds. We must put in the budget to restore the
grounds. The tabernacle is a national historical monument which would mean that we
could get Federal funds to restore.
PEOPLE WANT ANNEXED
Last Thursday the planning board met. They listed a number of people who want annexed.
Tri-County Equipment and Lyle Robinson, Taylor Chevrolet want 9.8 acres annexed South
of Rexburg. The planning board wants. to observe the moratorium of 6 months. Council-
man Nile Boyle moved to follow the recommendation of the planning board on the Tri-
County property. Councilwoman Darlene Blackburn seconded.

RE: PROTEST AGAINST UTAH POWER & LIGHT RATE INCREASE
Mayor Porter stated that he had received a letter from the Mayor of Ammon asking the
City of Rexburg to join them in protesting the rate increase that Utah Power & Light
has asked for. Councilman Mile Boyle proposed that the Mayor write them a letter
expressing our concern that the city may have to raise taxes if the power bills in-
crease. Councilwoman Darlene Blackburn seconded.

RE: PROTEST AGAINST THE CHANNELING OF THE CITY WATER SHARES
The city has shares in the Teton Island Canal and Rexburg Irrigation. Members of the
Rexburg Irrigation Company protest the channeling of the city water shares into this
proposed park on the Walker' property. What would this do to the sub level for farmers?
Mayor Porter said years ago when the city wanted that property for a landfill the health
dept. decided that there was very little leakage from the pits. The county said that
they were short of water for this man made lake. The City was sure they could turn
water from the city ditch and put back into the canal after going into this lake.
Dell Palmer said he was sure the city could not do this legally. City Attorney, Masy
Smith agreed that it would have to be studied. They also questioned if the tax payers
would be required to maintain this park.
RE: NEW ZONING MAP
The zoning commission should have a new zoning map with current changes by the end
of the month.
RE: DELIVERY OF GARBAGE TRUCK
Mayor Porter reported that the city had taken delivery on a garbage truck to handle
8 yd bins. It was government surplus. Louis Sommers went to Seattle and drove it
home. They will put in areas where burners used to be. All stores can use--must
adjust charges.
RE: ZONING VIOLATION
Zoning violation. Manwarings have bought the Wilding property and are intending to
use ascommercial. The property is zoned R-l. Mayor Porter advised Mr. Var Manwaring
that if the property is used as commercial, the city will get a court order to stop
them. Moving farthe~e will be a violation and we will stop you. If necessary we will
fine you $100 per day for each day of Violation.
RE: PETERSON'S HOUSE OF CARPETS WILL HAVE TO PROVIDE OFF STREET PARKING
Peterson's House of Carpets was built with no off street parking. They were told that
they would have to provide parking. They told the building inspector that they were
tearing down the house in the back for parking area. They have not done so; they must
comply. The Archibald-Phillips Building is built so that the water drains from their
roof onto the House of Carpets building. They will have to fix a drain to aleviate
the problem.
RE: SELL THE ~ PARKING METERS AND KEEP NEW ONES
Mayor Porter reported that the company that sold the city the parking metters have
offered to buy the new meters for $5.00 a piece and pay freight. Councilman Barton
Jensen moved we sell the new ones and keep the old ones. to sell for $5.00 each as
momentos. Councilman Norman Holman seconded.
RE: BILLS APPROVED.

Councilman Barton Jensen moved the bills be approved for payment. Councilman Warren
Porter seconded.

Mayor Porter advised that the Gar~~er pit is now closed to any dumping.
Councilman Morgan Garner moved the meeting be adjourned. Councilman Warren Porter seconded.
