All Aye RE: TRAILERS AND DOUBLE WIDE MODULAR HOMES TO BE IN TRAILER COURTS ONLY Jack Randall asked the council to stop any trailer or double wide modular homes being allowed in Rexburg, unless in trailer parks. Mayor Porter stated that double wides are classified as modular homes which are not violations of our trailer house ordinance. The city requires them to be put on a permanent foundation and that they meet state building codes. This is all the city can do. Mr. Randall stated that trailers depreciate far faster than houses do. Al Knutson reported that in 1974 the specifications on double wides were changed to make them equivalent to a pre-fab home. Mr. Wilson, an architect living in Rexburg, advised that double wide homes are equivalent to a pre-fab home and they have a steel frame. Mr. Randall feels that the city will be a shanty town in five years if trailers are allowed all over. Mayor Porter stated that the council could not tell old people that they had to build a home when it would mean being unsettled for a year; when they can buy a double wide and move in a week later. RE: ELECTRO VIDEO GAME ROOM Francis Ripplinger asks for permission to operate He wishes to have a family recreation center which Porter gave the city clerk permission to issue Mr. an electro video game room in Rexburg. is clean and well supervised. Mayor Ripplinger a business license. RE: SEWER LAGOONS REPAIRED Mayor Porter reported that the sewer lagoons have been repaired and are back in full operation. RE: REZONING PART OF INTERMOUNTAIN BLOCK'S BLOCK Intermountain Block has asked for rezoning of a portion of their block between 4th West and 5th West. The new equipment necessary for manufacture of blocks requires a lot more room. If they are not able to rezone they will have to move out of the city limits. Councilman Barton Jensen moved the council turn down the rezoning to industrial as it is so close to R-1 zone. Operating industrial in commercial zone, council voted would not change. Councilman Nile Boyle seconded. All Aye RE: BILLS APPROVED Councilman Nile Boyle moved the bills be okayed for payment. Councilwoman Darlene Blackburn seconded. Porter MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO The regular meeting of the City Council of the City of Rexburg, Idaho, Madison County, was held on Wednesday, the 1st day of December, at the hour of 7:30 P. M. at the city hall at which meeting there were present and answering roll call, the following: Mayor: John C. porter Councilwoman: Councilman: Darlene Blackburn Barton Jensen 26 Absent: Also Present: RE: MINUTES READ AND APPROVED Morgan Garner Norman Holman Nile Boyle Warren Porter City-Attorney, Mary Smith City Clerk, Afton Anderson Minutes of the November 17th meeting were read. Councilman Morgan Garner moved they be approved. Councilman Norman Holman seconded. RE: INTERMOUNTAIN BLOCK REMAIN IN COMMERCIAL ZONE All Aye Mayor Porter reported that he had wrote to Intermountain Block telling them that the council had refused to change their property to industrial. They will still maintain their location as commercial but will move the manufacturing plant to an industrial area. RE: HUD BLOCK GRANT HEARING The planning board has set the HUD Block Grant hearing for Thursday, December 9th, at 7:30 P. M. It will be an open hearing for residents to make suggestions as to what they feel needs improved first. Mayor Porter asked all councilmembers to be there. There will be a second hearing in two weeks. RE: 4 WAY STOPS REQUESTED Mayor Porter reported that Jack Randall has requested that 4 way stops be placed at the intersections of Center St. lst East and 2nd East along 2nd South. Mayor Porter said the intersection at 1st east could not have a 4 way stop as the cars could not stop there when the roads are icy anyway. It was suggested that it be turned over to the new traffic safety council for recommendation. Nile Boyle, Councilman, moved that the traffic safety council study it. Councilman Barton Jensen seconded. All Aye RE: NO BUILDING PERMITS IN THE CLARK ADDITION The Public Health and State Environmental people issued orders and we upheld that the City could issue no building permits in the Clark Addition as they hadn't received a waiver for water and sewer extention. When the plat was approved, the State should have signed saying it was okayed to use city water and sewer. If not the city must not let them build there. They had a meeting at the courthouse Monday. The County Attorney says the law is not clear. When the plat was okayed by the Council, the State said the restriction had been lifted.. and had been signed. There was to be a letter attached that there had to be a revision; no one received the letter. There was a lack of communication between the city, county, and public health people. They put a statement on the plat that it is signed with restrictions before recorded in County Clerks office. If people building homes there come to the city for a building permit, we must first find out if the restrictions have been lifted before a building permit can be issued. RE: NEW ELECTRICAL CODE Mayor Porter reported that there have been some problems with electrical inspections. Anything over a 4 Alex has to be in conduit. The city Electrical Inspector, Tom Matthews is at the present time developing a new electrical code. The state and national code is not so stringent. The City does not allow less than X12 wire. The national. allows #14. As of this year plaster board can be bought with the wiring for electric heat already in it; however, it has #14 wire so can not be used in Rexburg. Maybe we will have to comply. RE: MORRELL RIGBY PROPOSAL CHANGED Mayor Porter reported that the Morrell Rigby proposal has been changed. They have presented a new plan for honing. There would be a 300' buffe zone of homes with an area of R-3 for apartments. They have a petition signed by all but one within 300 feet. The planning board will study and make their recommendation at their meeting December 9th. Councilman Barton Jensen moved the publication be made that the hearing be held January 5th. Councilman Morgan Garner seconded. Councilman Nile Boyle voted Nay. The rest voted Aye. I RE: RE: RE: RE: DEVELOPMENTS AT THE GOLF COURSE Mayor Porter reported on the latest developments at the Golf Course. After the flood the pro, Mark Hipkins took over supervision as there was no one else who had the time or experience. People from Salt Lake City came to rehabilitate the golf course. In a very short time the course was back in shape again with a temporary club house. The Mayor appointed a golf committee; fob Barber, Janice Meikle, Ray Payne, Brick Parkinson, Roy Summers, Evan Meyers, and Steve Meikle. He would like I:he council to approve their appointment for 1 year. Councilman Norman Holman made the motion. It was seconded by Nile Boyle. All Aye TRAILERS IN TOWN Discussion trailers that are in town. Councilman Nile Boyle moved we write letters nine months after flood notifying them they have until June 5th, 1977 to be out. GETTING GOVERNMENT SURPLUS 8 YD BINS Mayor Porter reported that we are getting from government surplus 8 yd bins and have made application for a truck that will dump that size. They could be placed around in problem areas. PUT APPROACHES AT THE TURN LEAVING REXBURG TO HUD TRAILER COURT Mayor Porter suggests putting approaches at the turn leaving Rexburg to HUD Community Trailer Court similar to those put up by the state highway department at the aproachway to bridges. This was approved. BEER LICENSES FOR FOOD CENTER, SAFEWAY, CIRKLE K AND MIGHTY MITE Beer Licenses were okayed for the Food Center, Safeway, Circle K, and Mighty Mite. RE: ASSISTANT CITY ATTORNEY Councilman Barton Jensen moved that Brent Moss, Attorney, be appointed Assistant City Attorney. Councilman Nile Boyle seconded.
