ADMENDMENT TO GRANT AGREEMENT
The following Resolution was introduced by Councilman Barton Jensen,rsad, in full,
considered and adopted:
Resolution of the City of Rexburg, Idaho, authorizing and directing the execution of
an Amendment to Grant Agreement for the purpose of increasing the maximum obligation
of the United States set forth in the Grant Agreement executed bg~the City of Rexburg,
Idaho, on October 16, 1974.
Be it Resolved by the member of the City Council of the City of Rexburg, Idaho,
as follows:
Sec. 1. That the City of Rexburg shall enter into an agreement with the United States
called Amendment No. 1 to Grant Agreement for Project No. 7-16-0031-•02 for the purpose
of increasing the maximum obligation of the United States set forth in the Grant Agree-
ment executed by the City of Rexburg, Idaho, on October 16, 1974, from $28,213.00 to
$31,034.30; and
Sec. 2. That the Mayor of the City of Rexburg is hereby authorized and directed to
execute said Amendment No. 1 to Grant Agreement on behalf of the City of Rexburg, and
the City Clerk is hereby authorized and directed to attest the signature of the Mayor
and to impress the official seal of the City of Rexburg on said Amendment No. 1 to
Grant Agreement at the place marked "(SEAL)"; and
CUT OFF DATE FOR DEBRIS REMOVAL
Mayor Porter announced that the cut off date for debris removal would be December 15th.
At that time the city was going to have to enforce clean up.
STUDY MADE TO UPDATE SEWER TREATMENT FACILITIES
The public health is having a study made for Sugar City and Rexburg to determine what
should be done to update our sewer treatment facilities.
BILLS APPROVED

A meeting of the City Council of the City of Rexburg, Idaho, Madison County, was held
on Wednesday, the 17th of November, at the hour of 7:30 P.M. at the city hall. Present

Attention: Blair Siepert
Construct block building approximately 20 x 34 with exterior
dog runs as per plans with the following additions:
1- Reber and grout vertical block calls every 60"
and on both sides of all openings.
2- Use K Web horizontally every 2 courses.
3- Paint complete interior of building and interior
of block walls for dog runs using block filler then
latex sealer then off white heavy duty gloss enamel
interior and exterior.
4- Install precast concrete roof on airtight chamber.
S- Concrete footing and block foundation around perimeter
of outside dog runs and also pour thickened concrete
slab where each 4" block is located with #4 re bar
out of concrete slab into block. Add 2 lights in in-
side hall and one light and exhaust fan in airtight
chamber.
6- Install three-ply mopped asphalt roofing to complete
roof area.

Nile Boyle seconded and asked that the plan show how streets would be put in between
the residential and commercial zones.

RE: TRAILERS AND DOUBLE WIDE MODULAR HOMES TO BE IN TRAILER COURTS ONLY
Jack Randall asked the council to stop any trailer or double wide modular homes being
allowed in Rexburg, unless in trailer parks. Mayor Porter stated that double wides
are classified as modular homes which are not violations of our trailer house
ordinance. The city requires them to be put on a permanent foundation and that they
meet state building codes. This is all the city can do. Mr. Randall stated that
trailers depreciate far faster than houses do. Al Knutson reported that in 1974
the specifications on double wides were changed to make them equivalent to a pre-fab
home. Mr. Wilson, an architect living in Rexburg, advised that double wide homes are
equivalent to a pre-fab home and they have a steel frame. Mr. Randall feels that
the city will be a shanty town in five years if trailers are allowed all over.
Mayor Porter stated that the council could not tell old people that they had to build
a home when it would mean being unsettled for a year; when they can buy a double
wide and move in a week later.
RE: ELECTRO VIDEO GAME ROOM
Francis Ripplinger asks for permission to operate an electro video game room in Rexburg.
He wishes to have a family recreation center which is clean and well supervised. Mayor
Porter gave the city clerk permission to issue Mr. Ripplinger a business license.
RE: SEWER LAGOONS REPAIRED
Mayor Porter reported that the sewer lagoons have been repaired and are back in full
operation. ~ -~
RE: REZONING PART OF INTERMOUNTAIN BLOCK'S BLOCK
Intermountain Block has asked for rezoning of a portion of their block between 4th
West and 5th West. The new equipment necessary for manufacture of blocks requires
a lot more room. If they are not able to rezone they will have to move out of the
city limits. Councilman Barton Jensen moved the council turn down the rezoning to
industrial as it is so close to R-1 zone. Operating industrial in commercial zone,
council voted would not change. Councilman Nile Boyle seconded.
