Present were the following: Mayor: John C. Porter Councilwoman: Darlene Blackburn Councilman: Norman Holman Barton Jensen Nile Boyle Morgan Garner Warren Porter Also Present: Mary Smith, City Attorney Afton Anderson, City Clerk TRI-COUNTY ANNEXATION OF PROPERTY REQUESTED Mayor Porter advised that prior to the flood Tri-County had requested annexation of their property North of the river to the Rogers Brothers road. They wish to get .that annexed. The hearing on the Shannon motel property annexation is set f®r November 17th.~.- RE: APPLICATION FOR NEW FIRE STATION Mayor Porter reported that he has made an application for a new fire station, grant for $385,950.00. The fire station if constructed would be a joint city and county fire station. RE:4 WAY STOP AT HIGH SCHOOL Councilman Norman Holman reported that he had been gett stop by the high school. He asked what the purpose was Gilman Barton Jensen said the parents in that area were hit crossing the road. Coun- afraid the children would be there so bad that the council Mayor Porter suggested this to study. RE: NIL~BROWN, BUILDING INSPECTOR, ..PASSED TEST Mayor Porter reported that Building Inspector, Niles Brown, had gone to Boise and passed his test with a high grade. He now has a permanent license. RE: CURB, GUTTER & PAVING REQUESTED Mayor Porter advised that Harold Neilson on South 4th West wants to be on the next LID. He wants curb & gutter, and paving. RE: COLLEGE WATER LINE BROKE Last night a 12 inch water line going across the top of the college broke flooding the whole area. The pipe must be faulty as this is the 3rd time to burst. Bud Armstron, city plumbing inspector felt that the pipe may have been damaged when the line was put in. They used a front end loader to move the pipe across very bumpy ground which bounced them around a lot. The trenches were flooded where the college was putting in a storm sewer line. They will now have to dry out before they can be covered back up. RE: RICKS AVENUE THRU TRAFFIC PROBLEM Mayor Porter reported on the problem on Ricks Ave. The Lamprecht sisters do not want the traffic from the new apartment house coming onto Ricks Avenue. If the street were regulation size there would be no problem. When the council first met they th®ught everyone agreed to close the road to through traffic. Because of snow removal and garbage pickup, the council felt it should be one-way traffic with speed bumps. It was brought to the attention of the council that the Lamprechts have apartments in their homes along that street and their renters parked on the street; if they were required to have off street parking, the street wouldn't be too narrow. 24 RE: RE: RE: RE: ADMENDMENT TO GRANT AGREEMENT The following Resolution was introduced by Councilman Barton Jensen read, in full, considered and adopted: Resolution of the City of Rexburg, Idaho, authorizing and directing the execution of an Amendment to Grant Agreement for the purpose of increasing the maximum obligation of the United States set forth in the Grant Agreement executed bg~the City of Rexburg, Idaho, on October 16, 1974. Be it Resolved by the member of the City Council of the City of Rexburg, Idaho, as follows: Sec. 1. That the City of Rexburg shall enter into an agreement with the United States called Amendment No. 1 to Grant Agreement for Project No. 7-16-0031-•02 for the purpose of increasing the maximum obligation of the United States set forth in the Grant Agree- ment executed by the City of Rexburg, Idaho, on October 16, 1974, from $28,213.00 to $31,034.30; and Sec. 2. That the Mayor of the City of Rexburg is hereby authorized and directed to execute said Amendment No. 1 to Grant Agreement on behalf of the City of Rexburg, and the City Clerk is hereby authorized and directed to attest the signature of the Mayor and to impress the official seal of the City of Rexburg on said Amendment No. 1 to Grant Agreement at the place marked "(SEAL)"; and CUT OFF DATE FOR DEBRIS REMOVAL Mayor Porter announced that the cut off date for debris removal would be December 15th. At that time the city was going to have to enforce clean up. STUDY MADE TO UPDATE SEWER TREATMENT FACILITIES The public health is having a study made for Sugar City and Rexburg to determine what should be done to update our sewer treatment facilities. BILLS APPROVED Councilman Nile Boyle move~the b~~ls be okayed for payment. Councilwoman Darlene Blackburn seconded. All Aye Councilman Warren Porter moved the meeting be adjourned.
