HomeMy WebLinkAbout1976.10.06 CITY COUNCIL MINUTES17 MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF REXBURG, IDAHO State of Idaho) County of Madison(ss City of Rexburg) A meeting of the City Council of the City of Rexburg, Madison County, was held on Wednesday, the 6th of October, at the hour of 7:30 P.M. at the city hall. Present were the following: Mayor: John C. Porter Councilwoman: Darlene Blackburn Councilman: Nile Boyle Warren Porter Barton Jensen Also Present: Mary Smith, City Attorney Afton Anderson, City Clerk Absent: Morgan Garner, Councilman RE: COUNCILMAN GEORGE CATMULL HAS RESIGNED - NORMAN HOLMAN APPOINTED Mayor Porter announced that as Councilman George Catmull has resigned.as councilman to go on a mission for the L.D.S. Church, he was appointing Norman Holman. Councilman Nile Boyle moved the appointment be approved. Councilman Barton Jensen seconded. All Aye RE: HOLMAN SWORN IN Mr. Holman was sworn in by the City Attorney, Mary Smith. He then took his place as Councilman: RE: TEDRO MEET WITH STATE PLANNING PEOPLE Last Tuesday, TEDRO, consisting of elected officials of Fremont, Madison, Jefferson, and Bingham Counties went to Boise to meet with state planning people. They submitted ."a proposal for a $150,000 development grant for this area. The state requested that it be applied for and supervised by TEDRO. Senator Mc Clure felt that the grant will go through. They have sent notices to engineering firms for application. They will select a group with know-how. In the application it tells why we need it and what projects are involved. Some of the projects are, storm drains, hospital, fire station, library, and urban development, RE: DEBRIS STILL PICKED UP Debris is still being picked up from the streets by the City. RE: CROSSING GUARD OR LIGHT AT THE MAIN STREET AND 2ND EAST CROSSING REQUESTED Mrs. Stubbs, and a number of other concerned parents, asked the council for some type of crossing guard or light at the main street and 2nd East crossing. There are 37 students crossing there. They suggest painted crosswalks, signs, and posted speed limits. Since the flood, Mayor Porter explains, there has been a let down in traffic control. The Police have been ticketing cars that don't stop for school children. The Mayor further suggested that it would be safer with a sign and the cross walk painted. He will check on the cost of a blinker. HEARING ON ZONE CHANGE REQUESTED BY RIGBY AND MORRELL Hearing on the zone change requested by Rigby and Morrell. Mayor Porter stated that the planning board felt that no changes should be made until the downtown has been rebuilt. -Residents in the area represented by Mona Boyle presented a petition signed by residents opposing the mall. Keith Larsen presented another petition with an additional 35 signatures of residents opposed to the mall. Dr. Rigby said that the mall would not be built for 2 years and the downtown would be rebuilt long before then. It would employ about 200 people. Dr. Rigby felt the council was stopping progress in Rexburg. He asked them to encourage people to stay here in town instead of Idaho Falls. Reed Larsen, Real Estate Agent, thinks all developers should have the opportunity to build. Councilman Warren Porter stated that the city has gone to a great deal of expense to plan and. zone the city and he feels the city council should stand behind their recom- mendations. Councilman Barton Jensen expressed his reluctance to go against the wishes of the people living in the area. The petition should have been carried by a city representative. Councilman Nile Boyle, in a much as the planning board recommended the zoning change be denied, moved the zoning change be denied. Councilman Barton Jensen seconded. All Aye RE: HEARING ON ZONE CHANGE ASKED BY JIM HAMILTON Hearing on zone change asked by Jim Hamilton. As the property to be annexed is not adjacent to any city property the annexation would have to be denied. In order to annex this property the golf course and airport would have to be annexed, which was not requested. Councilman Barton Jensen moved that the motion be denied. Councilman Nile Boyle seconded. All Aye RE: FEDERAL FUNDS TO EXPAND STORM SEWER SYSTEM Mayor Porter asked that a resolution be passed to get Federal funds to expand the storm sewer system. Councilman Barton Jensen so moved and Councilwoman Darlene Blackburn seconded. All Aye RE: PREBARE ANNEXATION PROCEDDINGS FOR KLINGLER PROPERTY The council instructed Mary Smith, City Attorney to prepare annexation proceedings for the Klingler property, so that he can rebuild his motel. It is the Shannon Motel and was completely destroyed by the flood. RE: CITY WOULD CHARGE FOR BUILDING, ELECTRICAL, AND PLUMBING PERMITS Mayor Porter announced that as of October 1st the city would charge for all building, electrical, and plumbing permits. RE: BILLS APPROVED FOR PAYMENT Councilman Warren Porter moved that the bills be approved for payments. Councilwoman Darlene Blackburn seconded.
