A meeting of the City Council of the City of Rexburg, Idaho, County of Madison, was
held on Wednesday, the 15th of September, at the hour of 7:30 P. M. at the City Hall
at which meeting there were present and answering roll call, tree following:

RE: MINUTES READ AND APPROVED
Minutes of the previous meeting were read. Councilman Barton Jensen moved the minutes
be approved as corrected. Councilman Warren Porter seconded.

RE: FLOOD DISASTER DOCUMENTARY TO BE SHOWN THIS SUNDAY
Mayor Porter reported on the cable TV. He was upset because the flood disaster docu-
mentary failed to be shown in Rexburg. However, he found that there had been an error
to change the programing. Rex TV will be showing the documentary this Sunday. ,Western.
Telecommunications wrote the Mayor a letter saying there was nothing Rex TV could have
done.
RE: TRIED TO GET FDAA TO PROVIDE FUNDS FOR SPRAY TO KILL FLIES
The County Commissioners have tried to get FDAA to provide funds to spray the area to
kill all the flies.
RE: BIDS OPENING FRIDAY FOR BRIDGES IN REXBURG
Mayor Porter reported that there was a bid opening Friday at 2:00 P. M. for the 4 bridges
in Rexburg. Clark Bros. submitted the low bid on all the bridges. Councilman Barton
Jensen moved the city accept the Clark Brothers bid. Councilman Morgan Garner seconded.
All Aye. There are 5 bridges across the canal, four were destroyed. The 2nd South Bridge
by Chapples is now starting to deteriorate. FDAA explained that there will be a team to
investigate. They may be able to include the 5th bridge and still come under the money
allowed which was $140,000.
RE: TRUCKS RUNNING OFF MILLHOLLOW ROAD AND INTO HIGH SCHOOL
Discussion of the high school building problem. Millhollow Road and 1st North crossing
by the new high school. Trucks coming off the hill have run into the building twice.
Councilman Barton Jensen suggested building a barricade of some type. Mayor Porter
suggested building a guard rail like approachs for bridges. The school district is putting
a temporary trench to prevent vehicles hitting the school. The trucks coming off the hill
are speeding; it is very dangerous for the students walking from the HUD trailer park.
The county is planning a road from the dairy along the canal joining North 2nd East
by Cal Ranch. There should also be a black top path for the school children to walk to
school. Morgan Garner was assigned to study the problem and report to the council.
RE: HEARING ON RIGBY AND MORRELL PROPERTY
RE: HEARING ON RIGBY AND MORRELL PROPERTY
Hearing on the Rigby and Morrell Property South of the Golf Course. Mayor Porter
announced that there is a petition circulating, protesting the re-zoning. Mr. Morrell
advised that the property was zoned residential when it was annexed in 1964. Developers
say people will not build there because of Highway 88 on the north nide, the golf course,
sewage ponds, the freeway to the west, and the airport are against residential develop-
ment. Mr. Christianson of Christianson Bros. in Salt Lake City showed plans of the
Burley Mall and Palm Springs, Calif., Mall; which are approximately the same .size.
Mayor Porter stated that the zoning would have been changed if it hadn't been for the
flood. Dr. Rigby asked for the same consideration that others get in Rexburg. Another
40 acres was zoned commercial since the flood and are in competiton with them. The
planning would take at least two years in which the downtown businesses would have
plenty of time to rebuild. There would be no retail stores next to residential. The
parking would be a buffer zone to border the residential area. Councilman Barton
Jensen moved the hearing be adjourned until October 6, 1976. Councilman Nile Boyle
seconded.

RE: HEARING ON JIM HAMILTON PROPERTY
Hearing on the Jim Hamilton Property. Councilman Nile Boyle moved the hearing be
adjourned until the October 6th meeting. Councilman Warren Porter seconded.

RE: CHECK CROSS WALK AT 4th EAST AND 1st NORTH
Mayor Porter asked councilman Morgan Garner to check the cross walk at 4th East and
1st North; study and make suggestions.
RE: AMENDED VALLEY VIEW ADDITION AND CREST VIEW ADDITION
Kent Jolley presented a plat of the amended Valley View Addition and the Crest View
Addition. He requested that the Crestview property be annexed. City attorney, Mary
Smith asked them to have Ricks College petition for annexation. The amended VAlley
View Addition plat was okayed. Councilman Barton Jensen moved it to be accepted
Councilwoman Darlene Blackburn seconded.

I RE: MILLHOLLOW HEIGHTS SUBDIVISION
The Millhollow Heights Subdivision plat was presented. It has been annexed and zoned
but they are now presenting the final plat. Councilman Nile Boyle moved it be accepted.

RE: LEASE SWIMMING POOL OFFICE BUILDING
The Public Health Dept, wish to lease the swimming pool office building. The Mayor
has made as agreement. Councilman Morgan Garner moved we lease the building to them.
Councilman Nile Boyle seconded.

RE: CITY AND COUNTY MEET WITH HIGHWAY BOARD
September 27th at 10 A.M. the City and County meet with the highway board.
Councilman Nile Boyle moved the meeting be adjourned.
